SUBJECT : Monthly Report--Hong Kong Bureau--October 1987
1. On 2 November the Philippine remote become operational on
a limited basis. The Bureau can now clearly receive and
remotely tune to AM radios in the Manila area. It can also
receive one FM station via the dedicated telephone line. The
remote will become fully operational when the Philippine
applicant now in processing enters on duty in late November/early
December.
Okinawa regional engineer and Hong Kong STAT
bureau chief TDY'ed to Manila the last week in October to install
equipment and antennas. The bureau chief also interviewed
several applicants for the local contract position. Two strong
candidates were identified and one was put into processing.
2. On Sunday, 25 October, Hong Kong inc'eased staffing in
the editorial, Chinese, and teletype sections and extended Bureau
operations 4 hours to assist Okinawa Bureau in coverage of the
opening of the 13th National Chinese Communist Party Congress.
Okinawa, as the bureau with primary responsibility, provided the
FYI's on the opening 2-hour and 31-minute speech by acting party
General Secretary and Prime Minister Zhao Ziyang and determined
processing plans. .Hong Kong played its part by processing the
last 86 minutes of the Zhao speech. The BBC expressed "high
praise" for the "'extremely fast' processing by both bureaus" of
the speech.
A. Monitorial/Editorial
1 . The Bureau conducted a formal 1-week comparison of
the XINHUA English file it receives via landline and the RTT
service Okinawa Bureau monitors. The comparison revealed two
important differences: Hong Kong generally receives XINHUA items

before Okinawa and the file received in Hong Kong does carry some
unique Hong Kong-sourced materials. With the concurrence of
C/MOD, Hong Kong now covers this service for immediate and flash
materials as well as the unique Hong Kong-sourced items. Items
unique to the Bureau's file will bear the sourceline "Hong Kong
XINHUA in English" while the items common to the two services
will use the standard "Beijing XINHUA in English" sourceline.
2. In response to a request from C/MOD, London and Hong
Kong bureaus considered the question of which bureau could better
backstop Okinawa's primary coverage of the XINHUA English
service. Hong Kong pointed out that at this time it has neither
the staff nor the mechanical ability to play a good, sound
backstopping role, but that it will assume backstopping
responsibilities whenever London Bureau's reception is
unmonitorable. London agreed to remain the primary backstop
bureau.
3. At the end of September and in early October during
the demonstrations and riots in Tibet, the Bureau supplemented
its regular coverage of the 1130 GMT Lhasa Xizang Regional
Service by placing the 0100, 0610, and 1430 GMT newscasts on ad
hoc coverage. The Bureau thus was able to provide better service
to consumers interested in the disturbances.
4. On the night of the 6th, the Bureau extended
operations 3 hours to monitor events in the Philippines following
news agency reports that another coup was about to be staged.
After ascertaining that the situation appeared normal, the Bureau
closed with the Wire's concurrence and reopened early the next
morning to take the first Manila radio newscast live. The
Philippines appears to be assuming a Bolivian atmosphere, with a
new coup, coup plan, or aborted coup reported virtually every
other day.
B. Lateral Services
1. After receiving an immediate request from the
Consulate in Guangzhou on the 22d, the Bureau filed several radio
reports on the unexpected appearance of Premier Zhao Ziyang with
other leading party and state officials at an ashes internment
ceremony in Guangzhou for the late Ye Jianying. Zhao's
appearance at a ceremony for antireformist and military leader
Ye, coming so close before the opening of the party congress, was
seen by many as an attempt by Zhao to gain military support for
his reforms.
2. At the request of USIS officer Dan Sreebny, the
London Press Monitoring Unit processed and filed an IZVESTIYA
article critical of an article in the FAR EASTERN ECONOMIC REVIEW
on Taiwan defense issues. Sreebny sent London/PMU a thank-you

message in which he said that "the assistance from London Bureau
enabled us to provide a special service to an important media
contact."
C. Technical
1. In preparation for the start-up of the Manila
remote operation, the technical staff completed installation and
testing of the Hong Kong to Manila equipment at the Bureau.
2. At mid-month, the Bureau pouched and air freighted
the following equipment to Manila for the remote operation:
a) One Sony ICF-2001D receiver s/n 76491.
b) One Penril 1800 DED modem s/n 2090.
c) One Control Data TRG SU.1-30-50 antenna multicoupler
s/n 016
d) One JVC C-140HM color TV s/n15170267
e) One Sharp VC699E video recorder s/n 324458
f) Two Watkins Johnson WJ-8718 receivers s/n 3054, 3060
g) Four National RQ2732 recoders s/n 6BBPD22677,
6BBPD22673, 6BBPD22724, 6BBPD22735.
3. The Bureau received from Headquarters a replacement
spare Emerson UPS for the LAN. When it was bench-tested, it was
found that it did not operate, but after further investigation it
was found that only a wire was loose.
A. Personnel
1. The Bureau has begun EOD processing for an
additional Philippine monitor candidate. Owing to Hong Kong
Government immigration rules and regulations, we do not expect
her to join the Bureau until just after the new year.
2. Processing for the two Chinese monitor applicants is
continuing. One monitor is scheduled to EOD in mid-November.
B. Building and Grounds
The new modular furniture for the large Chinese
monitors' work area on the 14th floor was fabricated and put in
place the weekend of 24-25 October. However, this project will
not be completed until mid-November after the new partitions
arrive and are set up.

contractor.
