Meanwhile, a spate of burglaries of American homes (including
four in close proximity to the residences of the bureau chief and
deputy chief) has focused new attention on residential security and
the need for common sense precautions, even in beautiful Vienna.
PMCD classification officer visited the bureau from STAT
3-7 November for orientation and to audit the Bureau's new system
administrator position. It is hoped that the oft-delayed visit
provided a solid basis for a favorable grade determination for the
position in Vienna as well as at other FBA bureaus.
A. Monitorial/Editorial
1. A useful memorandum was received from Headquarters
analyst based on his visit to Vienna and discussions withSTAT
Bureau personnel in October. The memo, which deals with aspects of
Albanian, Bulgarian, and Yugoslav coverage, contains many valuable
and interesting observations that are currently being circulated
among the appropriate Bureau sections.
2. Despite filed wordage numbers that continue to hover at
the record level, the Bureau continues to experience no filing
backlogs. This is testimony to the relief FBA-1 has provided to the
communications section. STAT
3. A 29 November - 2 December visit by DC/ADD
provided an excellent opportunity for a thorough exchange on-FBA
with all interested Bureau personnel. The con ensus, here at least,
is that the visit was well worthwhile. I

4. At the request of MOD, a 1-week sampling of the
parliamentary reports carried on Italian television (RAIUNO) was
videorecorded off the 13-degree EUTELSAT satellite. The recordings
were subsequently pouched to Headquarters where they will be
evaluated by consumers for content and potential further exploitation
of the broadcasts.
B. Communications
1. The Bureau's primary circuit was down for approximately
20 hours on the 24th and 25th of the month due to unannounced modem
repair work at the embassy. The VCVC was used to send and receive
traffic during the outage.
2. Following brief difficulties with the VCVC on the 19th
that caused the BBC to lose part of its TANJUG Serbo-Croatian cast, a
copy of the Bureau's backstop printout of the missing items was faxed
to Caversham.
C. Lateral Services
1. At the beginning of the month, copies of the communique
issued on the meeting of Warsaw Pact foreign ministers at the end of
October were provided to the CSCE delegation in Vienna at their
request. The items were originally filed by London Bureau from
Soviet and CSSR sources.
2. On the 6th, the Embassy Political Section asked for
assistance in locating a DPA Spanish report on an interview given in
Vienna by a leader of the FDR opposition in El Salvador. A copy of a
Vienna radio interview with the individual, filed by the Bureau on 24
October, was located and forwarded to the Embassy after it was
determined that the DPA item was a report on that same interview.
3. At the request of the Embassy political officer on the
16th of the month, copies of a number of items related to the
Waldheim affair (some dating back to last spring) were located and
sent by courier to the Embassy. The items -- speeches, statements,
and commentaries -- were urgently neeeded for inclusion in a package
being created for ambassador-designate Grunwald.
D. Technical
Two Barco monitors, model CRM-2032, were transferred to
Abidjan Bureau during the month.

2. FBN wage scales reflecting a pay increase averaging
between 1.7% and 3.8% and retroactive to 19 July were finally
received from Headquarters and put into effect late in the month.
3. The Embassy announced an increase in the staff post
allowance from 25% to 30% effective 22 November due to the continuing
fall in the value of the dollar. The Temporary Lodging Allowance was
increased at the same time from $65 to $70 per day.

5. All Bureau staff and nonstaff personnel as well as
dependents of staffers were issued new color-coded Embassy ID cards
during the month.

1. Four additional closed circuit TV cameras were installed
on Bureau grounds during the month as part of the security upgrade
program. The slot editor, Main Radio and Admin monitors now provide
a view of all sides of the building as well as the front gate.
2. Completing other areas of the upgrade, motorized
shutters were installed on two additional windows in the editorial

room. Power for their operation as well as a central control for all
windows with metal shutters will be installed next month. The area
which will provide secure storage for the Bureau's PTPE was
refurbished during the month. We now await the arrival of the vault
door being shipped from Headquarters.
3. Following a number of recent false alarms on the
Bureau's silent alarm to the local police station, PTT technicians
installed a new line for the alarm from the main alarm box to the
telephone line junction box in hope of solving the problem.

orientation and to audit the system administrator position; Chief,
FBIS Administrative Staff 5-8 November, for orientation
