Eventual occupation of the controversial Bonham Road apartment complex became less a reality during the month. Two high-level State Department officials visited Hong Kong in early May and were sympathetic with the Consulate's position. A local company had been retained to do a survey of alternatives for housing. The feeling now is that there is a 50-50 chance that the Consulate will not have to occupy the complex. B. On 20 May Hong Kong Governor Sir Edward Youde announced that he will remain at least two more years as Hong Kong's chief executive at a press conference held on his return from London. This was greeted with approval as continuity of leadership is seen as contributing to Hong Kong's stability. A. Monitorial/Editorial 1. Beijing's switch to summer time on 4 May did not have the adverse impact on the bureau's monitoring of provincial radios as first feared. Loss of some coverage was balanced by the gain of other. Early morning casts which had faded with the changing seasons were again audible when provincial stations began broadcasting an hour earlier. Hong Kong, by the way, has opted not to go to daylight savings time. 2. A China Airlines (CAL) cargo jet commandeered by its ROC pilot on 3 May and flown to Guangzhou triggered negotiations resulting in the first direct Beijing-Taipei contacts in almost 40 years. Bureau reporting followed events as historic talks between CAL and the Civil Aviation Administration of China were agreed to and took place in Hong Kong. The 20-day saga ended with the PRC handover of both the plane and two crew members at Hong Kong's Kai Tak International Airport. 3. ZHONGGUO TONGXUN SHE, the third PRC news agency which we began receiving last month, continues to transmit over the China News Service circuit. Transmitted items include news, sports and commentaries or signed articles. Topics range from domestic Chinese issues to Hong Kong-related subjects to international affairs with emphasis on the Far East and overseas Chinese affairs. 4. Reception of Philippine radios deteriorated during the month due to changes in broadcasting by these radios. The 6170 KHZ transmitter used by Quezon City DZFM radio in English is now being used almost exclusively by Radyo Ng Bayan in Tagalog although other stations also infrequently broadcast on this transmitter. The audio quality of Radyo Ng Bayan, however, is very poor owing, we suspect, to a microphone problem. DZFM is now only audible on a very low-power transmitter making it too weak to monitor. FEBC, the third main station, remains audible. Highlights of our reporting this month included Secretary of State Shultz's visit and talks with President Aquino, debate over issuing a passport to Marcos so that he could leave Hawaii, and Aquino's trip to Cebu and Mindanao. 5. Our search for a capable Ilocono translator resumed again after the young lady we had earlier identified could not reach an agreement with her regular employer over a work schedule which included FBIS. We then expanded our advertising, tested several more candidates and identified one who will begin work on a part-time basis next week. Our previously found translator will be changing employers the beginning of July. We hope at that time to be able to bring her back as a part-timer. The added flexibility of an additional part-time Ilocono/Tagalog monitor will be useful when the remote increases our Tagalog coverage. B. Lateral Services The bureau responded with several items on Hong Kong activities to the BBC request for liberal worldwide coverage of events associated with "Sport Aid" in support of African famine relief. BBC newsroom expressed its thanks for the effort. C. Technical 1. The future relocation of the Cable & Wireless antenna field from Mt. Butler was again raised when Chief, Operations, the bureau chief and deputy visited the site during the former's visit. C&W is still looking at relocation sites offered by the Hong Kong government but has not made any decisions. 2. After our many teething problems with the megamux equipment, our new microwave backup system performed well for several weeks. Based on this, we formally accepted the system during the month. The new AFP printer which was installed to handle the upgraded AFP circuit had teething problems of its own during the month causing us to call on Bangkok Bureau to assume coverage several times. A faulty assembly carriage was found to be the problem, Personnel 1. arrived PCS on 9 May to take over duties as STAT Deputy Bureau Chief and Chief Editor. 2. Senior Editor departed PCS back to the States onSTAT 16 May where he will take home leave before reporting to DRD. 3. The bureau's foreign national performance evaluation panel held its semiannual meeting during the month.
