Morning Meeting of 28 September 1966
DD/I reported that the Intelligence Methods Conference had been
generally successful. He noted that the memorandum on changes in
which the Director had asked for yester-
day will be ready by noon to ay.
Godfrey said that he would be absent from the pre-USIB meeting
since he will be in the chair at the Watch Committee.
said that he would have little to tell the Director about the Estimate,
NIE 13-4-66, which is on the USIB agenda.
Godfrey noted that CBS this morning was heralding a change in
the Viet Cong's pre-conditions for negotiations. OCI had checked this
out and did not find any significant developments.

"Factors Affecting the Employment of Chinese Communist Military
Forces in Southeast Asia, " was not intended to respond to the require-
ments of military planners. He noted that the BNE had completed the
memorandum on Guatemala and wondered whether its dissemination
would be useful. The Director felt that it would be useful and asked
that it be disseminated.
DD/S mentioned that he had attended the Administrative Manage-
ment Society dinner last night. He noted that the number of

clearances has been cut by Q He reported that the oil furnace

in the motor pool building had exploded last night. There were no
injuries.
DD/S briefed on a possible security problem in I In this
connection, the Executive Director warned that care should be taken
lest non-staff employees over a period of time gradually gain the
degree of access to classified materials which is accorded only to
staff personnel. The Director felt that we would have to study the

problem thoroughly in order to determine the possible means of
tightening up on the control of documents.
A-DD/S&T reported that the TACKLE program is again ready
but that weather would cause a 48-hour delay.
DD/P noted that Ambassador Bowles will be in Headquarters today
and that he will be seeing him at lunch. The Director said that he will
be seeing Ambassador Bowles at 1000.
DD/P noted that the while not a major source 25X1
of intelligence on should still prove helpful on this
subject.
DD/P noted a change in the Washington Post in recent weeks toward
greater rationality.
The Director wondered whether it might not be a good idea in the
near future to publish a wrap-up which would be helpful in shedding
some light on the Nigerian situation. He was not thinking in terms of
a specific suspense date.
The Director said that Ambassador Bohlen had met with him at
Headquarters yesterday afternoon, at which time the Director had
briefed him on the relationships between the Viet Cong and Hanoi.
The Director noted that Ambassador Kohler had also been at Head-
quarters yesterday afternoon and that Ambassador Thompson would
be filling in until Kohler takes over his new duties at the end of Novem-
ber.

The Director discussed the difficulties facing OCI in covering com-
plicated subjects in a limited amount of space for the PDB. He felt the
publication is remarkably well done.
The Director decided that in place of the USIB agenda he would
use the pre-USIB meeting this afternoon to discuss possible effects
of changes in the
program.
