1. The Ambassador of the Soviet Union to Rumania is the actual leader of the
state; all the honors and ceremony due a head of a government are accorded
to him. Dr. Constantine I Parhon, the President of the Rumanian Peoples
Republic, and the members of the Previdium of the Grand National Assembly
are "nothing but simple citizens when the Soviet Ambassador is in their
midst." On the occasion of official ceremonies and festivals, it is the
Soviet Ambassador who occupies the pace of honor; he never takes his place 50X1-HUM
with the Ambassadors of other nationf;.
3. Soviet diplomats never negotiate in Jerson with the Foreign Ministry;
a mere telephone call is sufficient. When it is necessary to secure a
visa or identity cards, the Soviet Embassy usually sends a chauffeur to
the Foreign Ministry. The Soviet chauffeurs are permitted to enter any
office and their requests ar fulfill--..ed immediately,

the Soviet Embassy, its attitude toward. other diplomatic missions is quite

a travel permit
Even Rumanian citizens do not enjoy such freedom of movement; they are
unable to approach the frontiers without a special permit which is difficult
to obtain, being issued only to thoroughly screened persons who have legitimate
reason to visit the border zone. The security measures on the railroads
travelling toward the frontier are rigorous and in all railroad stations
within the frontier zone there are Security agents who check each person
alighting from the train. Along the Yugoslav border, the security measures
are even more extreme and a "cordon sani.taire" has been established in that
region.

the field of economics, at the same stage in which the Soviet Union found

3. Sovietization is evident in the field of culture as well. The Communists
have not been able to raise the great mediocrity to the level of culture
and consequently the level of culture has been lowered to the level of this
great mediocrity.
4. In the field of jurisprudence, Sovietization is most evident. The Rumanian
Foreign Ministry, for example, has been adopting in its sphere of activities,
the corresponding Soviet legislation. Based on the Soviet pattern, a system
has been established with respect to restricted zones, customs regulations
and the ODCD (Oficiul Pentru Reservirea Corpului Diplomatic). Currently,
the regulation concerning the transportation of diplomatic mail is under
discussion and later the Soviet system will be adopted with regard to
identity cards.
5, The ODCD mentioned above is under the jurisdiction of the Foreign Ministry.
The Ministry supplies the personnel. The Director of the ODCD is a person
named Ismaileseu who was formerly the First Secretary of the Rumanian
Embassy in Moscow. Biro, the Deputy Director of ODCD, was a Deputy
Director in the Administrative Section of the Foreign Ministry.
6, In connection with the'regulation concerning the transportation of diplo-
matic mail by foreign diplomaticcouriers, the pattern of Sovietization
becomes clear. During the past year, the Rumanian Ministry of Foreign
Affairs has been at work on the regulation which has been more or less
copied from a corresponding Soviet regulation.
7. In December 1951, all the employees of the Rumanian Government were
required to fill out a questionnaire (Appendix C). The questionnaire
was accompanied by the following instructions:
"The questionnaire before you gives the possibility of knowing,
exactly, the biographic data of each employee in the State
apparatus, together with the activity which has been carried
out during the course of his life.
It is a duty of conscience for each citizen to reply sincerely and
honestly to all questions which are contained in this questionnaire.
"To hide from the Agencies of the State, any failings or mistakes
committed signifies a trantgression of the principles of proletarian
morality by which the working people of the RPR are guided.
"On the other hand, to reply sincerely and to reveal with courage
any failings or mistakes signifies a belief-in the possibility of
their rectification as well as a proof of devotion to the cause and
third checkup in Rumania and
Popovici, formerly of the Rumanian Ministry of Foreign Affairs (until the
beginning of 1950), one of his references wrote that "he is a good
Rumanian". This declaration caused a real panic and Popovici was banned
from the Party and the Ministry.

8. The first "checkup" was in 1949 amt concerned only Party members. It
lasted for more than one year and alounted to a huge purge within the
Party. The second was in the spring of 1951 and concerned the military
and reserve officers who were in the former Rumanian Army. (Attached,
as Appendix D. is the autobiographical form which was required at
that time.) The third, and most extensive, is the one mentioned above:
it includes all members of the Rumanian Government. 50X1-HUM

terrible procedures in which virtue
and human conscience are on trial. Once begun, the trial remains open
and from time to time the Rumanian citizen must pass before the judges.
That is why Rumen-a is a vast prison with part of its 50X1-HUM
citizens already incarcerated and the remainder potentially condemned.
