Function (activity) title r Staff Personnel Clearances
Responsible Organization Unit Staff Evaluation Section/Staff & Operations
Brief description of functions: Processing all staff clearances which
cover professional and clerical employees, staff agent conversions, and
consultants. This processing includes the assignment of cases to the
field offices for investigation, management and supervision of the cases
until completion, appraisal of the cases, and recommendations for approval
or disapproval after evaluating the data developed by investigation.
Benefits: Through this function personnel to be utilized by the Agency
in a staff capacity are screened to ensure that insofar as humanly possi
ble, security risks are denied CIA employment.
Consequences im.act) of deletion: Deletion of this function would under-
mine the DCI's responsibility for the protection of intelligence sources
and methods by increasing to an unacceptable degree the rise: of hostile
penetration of the Agency.
Alternatives: There is no alternative to the appraisal function which by
Executive Order must-remain the responsibility of the employing department.

Otherwise, the personnel security of the Agency would rest in the hands of
those outside its control. and supervision.
