PROJECTS UNDER CONSIDERATION BY THE_NSC T POSITION OF THE US WITH RESPECT TO SOVIET-DIRECTED WORLD C(NSC 7) Staff report submitted to the NSC as NSC 7 on March 31. Council action deferred pending further study of this report by the De- partment of State. THE POSITION OF THE US WITH RESPECT TO SUPPORT FOR WESTERN UNION AND OTHER REEATED FREE COUNTRIES NSC 9/2) On March 24, 1948, the Secretary of State referred a Policy Planning Staff working draft to the NSC for Staff study, and on April 9 a revision of the same report. The NSC Staff reviewed and made minor amendments ~to the latter, and it was submitted to the NSC as NSC 9 on April 13. At its 10th Meeting, April 22, the NSC deferred action pending partial revision by the Department of State. The report as revised by the Department of State was submitted to the NSC as NSC 9/1 on April 23. A substitute report presented for Council consideration by the Under Secretary of State was issued as NSC 9/2 on May 11, Scheduled as item 1 on Council agenda for 11th Meeting, May 20. PROTECTION OF INTELLIGENCE SOURCES AND METHODS FROM UNAUTHORIZED DISCLOSURE (Memo, April 23, 1948) At its 10th Meeting, April 22, 1948, the NSC directed its Executive Secretary to prepare a directive on this subject. A draft direct- ive was submitted to the NSC by memorandum of April 23. Approved by State, Defense, Navy, Air, NSRB. Awaiting reconsideration at next Council meeting in the light of the fact that the Department of Justice questions the legality of the proposed NSC directive. Scheduled as item 3 on Council agenda for 11th Meeting, May 20. COORDINATION OF FOREIGN INFORMATION MEASURES Memo, April 26, 19 At its 9th Meeting, April 2, 1948, the NSC directed the NSC Con- sultants to review the implementation by the Director of Central Intelligence of certain aspects of the NSC 4 series. The NSC Consultants, with the Assistant Secretary of State for Public Affairs participating, reviewed the progress to date. Their report and recommendations were presented to the NSC by memorandum of April 26. Awaiting replies to informal action memo to NSC, dated May 10. Conferences have been held with representatives of State, Army, Navy,-Air, FBI, CIA, Treasur7, '-,.migration, and AEC, and those Departments and Agencies requested, to present written data on their responsibilities and activities in internal security. DEFERRED PROJECTS THE POSITION OF THE US WITH RESPECT TO FRANCE Study initiated by the NBC Staff on Dec. 2, 1947. First draft issued Mar. 18, 1948. After initial consideration by the Staff, they agreed to defer further consideration until after NBC action on NSC 9 Series. NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES Study initiated by NBC Staff Dec. 2, 1947 as a long-term project. First draft issued Feb. 25, 1948. Redraft being prepared by one Staff member, but further consideration by the entire Staff has been deferred until after NBC action on NBC 7. TT~E POSITION OF THE US WITH RESPECT TO THE MEDITERRANEAN AND THE 9LAR EA On Dec. 12, 1947 the Consultants advised preparation of a report on this area by the Staff. First draft issued Mar. 2, 1948. Farther consideration of the report has been postponed in de- ference to priority of individual countries in this area and other priority subjects. THE POSITION OF THE US WITH RESPECT TO CHINA The Secretary of Defense requested study by NBC on Jan. 15, 1948. Jan. 20 the Department of State was requested to prepare a study for NBC consideration. A study on short-term assistance to China was submitted by the Department of State and a report drafted by the Staff on March 8. It was amended by the Consultants and the revision submitted to the NBC as NSC 6 on March 26. At its 9th Meeting, April 2, 1948, the NBC agreed no action on this report was necessary since it had been overtaken by events. The Depart- ment of State is continuing preparation of a report on the over- all position with respect to China as originally requested.
