[Text] Mr Rabah Bitat received the delegation of the Cuban
Communist Party led by Mr Julio Garcia Oliveera, vice president
of the party's Control Commission, this afternoon. Talks were
centered on bilateral relations, particularly in the area of inter-
parliamentary exchanges. They also extensively examined the
international situation, particularly the situation in Africa and
Latin America.

here the FLN party delegation headed by the member of the
permanent secretariat of the Central Committee, in charge of
external relations and the delegation of the Cuban Communist
Party headed by Julio Garcia Oliveira member of the Central
Committee, vice-president of the Commission of Control.
The two sides examined the situation prevailing in the Latina
American Continent as well as in the African Continent namely
in North West Africa and southern Africa and went through the
situation in the Middle East. In addition, the two sides discussed
the ways and means to deepen and expand the cooperation
between the two countries.

you react to this report?
[Al-Qadhdhafi] It is very regrettable that a government should
get involved in a terrorist act [words indistinct]. I do not think
any country has the right to object to the opinions of another
people or who governs them [words indistinct], but 1 believe that
Reagan is going to be subjected to a scandal like Watergate, like
Nixon. If there is law in America, then the President must respect
the law and Constitution. Reagan has violated American law and
the Constitution, and he must be put on trial. On the other hand,

will take action into America and undermine America from

America is the enemy of all peoples. It will extend from Central

at this present time between France and Libya is the problem of
Chad. It exists partly because of the presence of Libyan troops
in Chad. Are you prepared to change this situation, and, on the
other hand, would you be prepared to meet President Hissein
Habre?
[AI-Qadhdhafi] First, I object to your claim of Libyan forces
being present in Chad. There is a difference between the presence
of cooperation workers and the presence of forces. France has the
same thing in Ndjamena. Hissein Habre is not a president. I

Chadian factions and try to reconciliate them.

means that Col al-Qadhdhafi would agree to meet Hissein Habre
on the condition that other representatives of Chadian factions,

Ministerial Conference on Desertification Ends

[Text] Dakar, 9 Nov (PANA)-The Second Ministerial~Gonfer-
ence on Desertification ended on Saturday by adopting about 30
major projects to accelerate efforts against desertification.
The conference gave mandate to the current chairman (Senegal)
to take necessary measures in obtaining material and..financial
support frorm different sources in order to facilitate immediate
implementation of the projects.
Emphasizing the need for South-South cooperation,. the con-
ference also resolved that it should be complemented by North-
South cooperation.
On the continuous surveillance of the ecosystems, the conference
adopted projects on making the existing meteorological network
more dynamic and strengthening it, operating a teletransmission
system in .various Comides [Conference Ministerielle sur la
Desertification -Ministerial Conference on Desertification]
countries, compiling an inventory of studies on climatic systems
indifferent regions, and establishing a terrestrial mechanism for
the surveillance of the ecosystems.
Others include the effective utilization of high technology for
evaluating of activities related to desertification and on the
establishment of an organisation and a management formula for
different meteological networks, as well as a followup
mechanism.
On the management and utilisation of water resources aimed at
controling drought and desertification, the conference adopted
projects which include the establishment of schemes for the
management and utilisation of the waters of major hydrographic
systems, and an inventory study project of the sites selected form
using the surface waters of the hydrographic system of Lake
Chad.
Other projects include a study on the possibility of multiplying
biological techniques in water conservation efforts, research on
water stockage and evaporation control technics, model for the
?
use of deep and superficial layers common to the region, and the
establishment for river-basin agriculture in arid and semi-arid
Sahelian regions.
On the economy of wood products the conference adopted pro-
jects on the study and development of vegetal formations,
research and popularization of substitute energies, rehabilitation
of degraded areas and creation of funds from resources generated
by the exploitation of forests to ensure that forestry operations
are implemnted.
Other projects include the adoption of a price policy which best
reflects the value. of forests products and the design of a study
looking into the .possibility of energy exchanges ,among the
Comides countries.
Regarding soils and salinisation, the conference adopted projects
which include the establishment of an inventory in each state of
the affected areas. This will be the basis of a map which will make
it possible to identify and monitor the extent and gravity of the
problem and to determine in which areas. urgent actions are to
be undertaken.
The ministers also adopted projects aimed at making efforts to
inform the popualtions about the dimension of the phenomenon
and thereby increase their awareness of the possible limitations
represented by the salinisation of poorly irrigated lands.
On the bush and burnt lands, the conference adopted a project
aimed at establishment village committees for the control of bush
fires. It is expected that these committees will serve to safeguard
stocks of organic matter and soil fertility. They will likewise
guarantee more effective management or forest ecosystem.
The ministers expressed in their final report the wish to hold the
next conference scheduled in 1988 in one of the North African
countries.
Twenty-five countries participated in the conference from Alge-
ria, Benin, Burkina Faso, Cape Verde, Congo, Ivory Coast,
Gambia, Senegal, Ghana, Guinea-Bissau and Guinea-Conakry.
Others are Mali, Morocco, Mauritania, Niger, Sierra Leone,
Chad, Togo, Tunisia, Sudan and Egypt. Cameroon, Central
African Republic and Libya were participating for the first time.

with Libya. France should not do anything in Chad without
Libya, if we want to speak seriously and genuinely. It is possible

people who are for the independence of New Caledonia have
come herein Libya to have advice, if not training. Do you intend
to continue this action?
[AI-Qadhdhafi] We support all the world liberation movements
and the peoples that are now struggling for liberation from
French (?rule). This is a problem of freedom and decolonization.
If fance harasses us in Chad we must harass it everywhere. If it
fights us in Chad, we fight it everywhere -from Martinique to
New Caledonia, passing through its bases in Africa -but we
hope that we will not reach this point, because President Mitter-
rand is a friend of ours and it is possible to come to an under-
standingwith him. I hope that the French people do not sacrifice
their interests with Libya for the problem of Chad. The Chadian
problem may last for another (? 100) years, or another 50 years,
(?but should cooperation between Libya and France stop because

denounced the American terrorist conspiracy against the Libyan
Arab people revealed by THE WASHINGTON POST. The
Front cabled the brother leader of the revolution and (?assured)
him that the Omani Arab people, under the leadership of the
PFLO, will stand by the side of the Libyan Arab people and will
use its revolutionary and fighting capabilities for defending the
revolutionary gains achieved by the Libyan Arab people and the

Rally Held in Tehran

[Text] Tehran, Safar 25, Nov.9, JAMAH[RIYAH NEWS
AGENCY - A rally of solidarity with the Libyan Arab people
was organ)sed this morning at the Libyan Arab People's Bureau
in Tehran, against the terroristic plots being conducted by the
American Administration against Jamahiriyah, the latest of
which was uncovered by THE WASHINGTON POST daily.
The rally was attended by Hoseyn Sheykh ol-Eslam, deputy
foreign minister of Iran, the ambassadors of Arab, Islamic and
African countries as well as the ambassadors of the socialist bloc
to Tehran and scores of Jamahiriyah friends.
The secretary of the Libyan Arab Peoples' Bureau addressed the
rally. He lauded the stands of the Iranian revolution and people
towards the Libyan Arab people in its daring resistance against
all American plots and terroristic schemes.
The secretary of the People's Bureau stressed that the massive
solidarity rally shows America and all evil forces that Libya has
enough brothers and friends who stand genuinely with her what-
ever the circumstances may be.

[Text Khartoum, Nov. 10, (SUNA)_ - The U.S. officially,
expressed disgust over the putting out of the, Falasha trial prose-
duce by the Sudanese media.
The daily AL-SAHAFAH in its issue today said that the Amer-
ican Ambassador fo Khartoum, Alexander Horan in two
meetings he held separately last week with Transitional Military
Council. Chairman [TMC) `Abd al-Rahman Siwar, al-Dhahab
and Premier Al-Jazuli Daf allah protested over the issue.
In the meeting 'the ambassador said the U.S. appreciated .the
Sudan and hope that Sudan return this appreciation, the daily.
said.
The ambassador recalled that his country lavished an aid exceed-
ing 400 million dollar to Sudan during the last year budget. Such
assistant was standard putting into account the aid extended to
other friendly countries, the daily added quoting the ambassador
as saying.. .
