-- On 13 February, at the request of the NIO/Latin America, NPIC put together
a "Nicaragua Threat" briefing package consisting of air, ground, arms
transshipment, and electronics activity in Nicaragua. The package will be
used to brief the National Security Council, State Department analysts, and
Congressional representatives in late February.
-- OGI prepared inputs for DCI requested papers on organizational and
operational strategy for the new Counterterrorism Center, and on priority
list of terrorist groups/state sponsors for proactive operations.
-- State/INR reports that Secretary Shultz had high praise for a briefing
package on the current oil market situation jointly prepared by OGI and
State. The Secretary indicated that he planned to use the material to
brief the President during his trip to Grenada.

-- The Comptroller forwarded a detailed report on how the Agency absorbed the
Gramm-Rudman cuts to the IC Staff. A copy has been
provided to each directorate.
-- The Comptroller met with the Executive Director and the Deputies to
consider the issues identified in the Office's review of the FY 1988
proposed new initiatives. The Deputies agreed to reduce the initial
request for new initiatives in FY 1988 from to

-- There will be a meeting chaired by OMB next week to discuss the proposed FY
1987 Intelligence Authorization Act. Its purpose will be to attempt to
reach some agreement among the intelligence agencies as to the items to be
finally included in the bill sent to Congress. Comments received from the
agencies in the OMB coordination process to date indicate strong objection
to inclusion of the following provisions: "leaks" legislation; torts
immunity for Intelligence Community personnel; interlocutory appeal; and
post-employment restrictions on intelligence personnel. In addition, OMB
itself has indicated that it will likely, as it did last year, oppose
extending the "unhealthful posts" retirement differential to non-CIARDS
Agency employees. We intend to vigorously fight for inclusion of these
items despite the objections.
-- In answer to five pages of preliminary questions on the FY 1987 Program
forwarded to us by Duane Andrews, HPSCI staff, briefings have been
scheduled for this Wednesday through Friday. Those questions not covered
during these briefings will be answered in writing.

5. An overflow crowd of Agency employees attended Renee Poussaint's
address in the Headquarters auditorium in commemoration of Black History
Month. In Ms. Poussaint's speech, she spoke of the hungry in Africa and
disadvantaged blacks in America and addressed what we can do to improve the
black experience in the U.S. A videotape was made of this presentation for
viewing by employees who were unable to attend.

14. A representative from the National Archives and Records
Administration (NARA) informed the office of Information Services (OIS) that
NARA would like to put on film the declassified files of the Office of
Strategic Services' Research and Analysis Branch, the predecessor of the
Directorate of Intelligence (DI). The film would be used by researchers
instead of the original paper records. (These records were reviewed by a
special group of OSS veterans under contract with the Agency between 1972 and
1975.) Over 90 percent of the records were declassified. NARA feels that
many of the remaining classified documents could be declassified and plans to
ask OIS to review a sampling.
15. An OIS representative and the Agency Historian attended an
interagency meeting convened by the Department of State (DOS) to plan for the
timely publication of the Foreign Relations of the United States series. The

goal, set by a Presidential memorandum dated 12 November 1985, is to publish
by 1990 the record of the Eisenhower administration through 1960. This will
require the Department to publish approximately 50 volumes. Approximately 34
volumes probably will contain information involving CIA equities requiring OIS
review.

Policy Support
State/INR reports that Secretary Shultz had high praise for
a briefing package on the current oil market situation jointly
prepared by OGI and State. The Secretary indicated that he
planned to use the material to brief the President during his
trip to Grenada.
EURA and SOVA analysts participated in a meeting with
Mr. Danzanski and other NSC staffers this week on the likely
impact of falling oil prices on the world economy and Gorbachev's
game plan.
OSWR's active briefing schedule included: Dr. McTague, the
President's Science Advisor on the status of Soviet armor
programs and probable developments in the 1990s; with SOYA, Don
Frederickson, the Deputy Under Secretary of Defense for Tactical
Warfare Programs on Soviet Doctrine Development;
OSWR analysts met with Deborah Wince, Assistant Director of
the Office of Science and Technology Policy (OSTP) to support
preparation of S&T policy issues for the Committee on
International Science, Engineering, and Technology (CISET).
SOVA and OGI briefed the Staff Director and the General
counsel of the Joint Congressional Commission on Security and
Cooperation in Europe on forced labor in the USSR.

A SOVA analyst briefed a visiting "Security Studies" class
from George Washington University on what DI analysts at the CIA
The Chief of the Historical Intelligence Collection
(HIC/OCR) recently visited LaSalle University in Philadelphia to
be briefed on LaSalle's intent to hold the Robert Ames Memorial
Seminar in October 1986, instead of April, so that the faculty
can award a postumous Ph.D. to Ames. The briefing also covered
the design and inscription on two bronze plaques commemorating
Ames which will include both the University seal and the Agency
seal. One plaque will be installed in the main entrance to
LaSalle's new library; the second will be presented to the Agency
do. (Sponsored by the Office of Public Affairs.)

Briefings on the Hill
There were 13 briefings on the Hill this past week.
OGI analysts met with the staff director of the US Senate
Helsinki Commission and the minority counsel to the commission to
discuss Soviet forced labor practices.

NIO/Counterterrorism (Charles Allen) prepared talking points on CT
strategy for the DCI's use in briefing the SSCI; and discussed a
sensitive collection effort with the DCI.
CS/NIO/CTI (prepared a paper on terrorism issues for use
by participants in the upcoming DCI off-site conference.
NIO/East Asia (Carl Ford) briefed a group of 18 Senators on the
situation in the Philippines, at the request of Senator Bird.
NIO/Europe (Col. George Kolt) prepared talking points for the DCI's
use at a meeting with Ambassador Enders;

discussion group on the Gulf war and Soviet policy options.
NIO at Large (MGen David Einsel) met with an OSD officer to discuss
Middle East nuclear proliferation matters;

a response to Gen. Rogers' request for materials on the Soviet CW
program; and completed an unclassified statement on Soviet chemical
warfare capability for the Deputy Assistant to the Secretary of Defense
for Chemical Matters.
Assistant NIO/CBW met with D/STD/OSWR to discuss
chemical proliferation projects; and met with an OIT officer regarding
the development of a directory of alert procedures on terrorist use of
chemical and biological weapons.
