3. On 24 February 1986, the DCI approved the Experimental Job Evaluation
and Pay Plan for the Agency secretarial occupation, with implementation to
take place on or before 1 October 1986. Between now and implementation, the
Office of Personnel (OP) will be working on administrative procedures for
conversion to the new system. OP is currently working with Directorate
representatives to establish criteria which will be used to convert people and
positions, and to provide guidelines to be used by the Directorates for
developing increased numbers of positions at the new Levels III and IV in
accordance with the objectives of the program. 25X1

5. Clerical recruiters are continuing to step up their efforts in seeking
qualified applicants to fill clerk typist and stenographer needs throughout
the Agency. They have been visiting local high schools and business colleges
almost on a daily basis to promote interest in Agency careers in the
secretarial field and have been well-received by placement counselors and
students.

Pakistan seismic event; Ambassador Kennedy and Ambassador
Negroponte concerning sensitive reporting of nuclear weapon
developments; and participated in a briefing for the Deputy
Assistant Secretary of State for Latin American Affairs Gelbard,
concerning the Brazilian nuclear program.
SOVA met with Jim Giffen, Chairman, US-USSR Trade and
Economic Council, to discuss issues likely to arise in his
forthcoming meetings with. Soviet officials.
OGI met with Judith Hammerschmitdt, Special Assistant to the
Attorney General for Narcotics in preparation for the Attorney
General's trip to Asia.
OGI briefed Secretary of Energy Harrington on the world oil
market outlook before he left on a trip to the Far East.
In response to a question raised by Secretary Shultz, EURA
drafted a short paper on the implications of an unexpected
overwhelming victory by the conservatives in the coming French
legislative election.
ACIS completed a request from Admiral Poindexter regarding
SS-20 monitoring capabilities.
OEA met with Deputy Assistant Secretary of Defense for East
Asian and Pacific Affairs, James Kelly, and also with Assistant
Secretary of State for East Asia and Pacific Affairs, Gaston
Sigur, to discuss OEA's research program.

Socialist Opposition to Gonzalez" and also one on "French
Socialists: A Party of Factions," timed to appear on the eve of
the legislative election.
Administrative and Personnel Matters
CRES is working with OTE to set up another running for SISs
of the three-day course "Intelligence Collection in the 1990s"
designed to stimulate dialog between collection specialists and
senior operating officers on new collection systems.
OEA is participating in the Taiwan conventional forces
briefing this week.
NESA and the Middle East Institute sponsored a conference on
Evolving Development Strategies in the Middle East focusing on
Syria, Algeria, and Pakistan.
NESA hosted an interagency conference to look at the
prospects for the Afghan army and the modalities of an eventual
Soviet withdrawal.
NESA analysts continued a series of discussions with outside
experts in preparation for a study of the Near East and South
Asia in the 1990s,

There were 13 briefings on the Hill this past week.
ALA briefed Senator DeConcini on Angola and staffers on the
Senate Foreign Relatiosn Committee and the Defense Subcommittee
of the House Appropriations Committee on Nicaragua.
OSWR briefed Congressmen Cheney, Livingston and Stump of the
HPSCI on the Soviet's newest submarine, the Akula.
OCR provided Senator Pell with biographic reports on the FDN
leadership in Nicaragua.
C/ACIS met with the SSCI Staff concerning INF monitoring and
verification.

NIO/Africa (Fred Wettering) drafted a thinkpiece for C/NIC on the
prospects and implications of the Sudan civil war; discussed
developments in Southern Africa with C/AF/D0; met with INR and State
Policy Planning analysts to discuss Liberian prospects; attended an IG
Working Group on Sudan; and with Acting A/NIO/AF
attended a mid-tour debriefin of Col. James Spencer, Defense and Army
Attache in Sudan. also attended a DIA briefing on Namibia.
NIO at Large (MG David Einsel) met with Deputy Assistant Secretary
of Defense for Negotiations Policy and the Assistant Secretary of
Defense for International Security Policy to discuss Community
differences on doctrinal use of chemical warfare by the Soviets;
Imet with a representative
of the Office of Media Relations and senior editors of a new journal
that will discuss nuclear, biological and chemical (NBC) topics; with
A/NIO/CBW prepared a DCI cable response to Ambassador
Abshire of the US Mission/NATO on Soviet offensive use of CW against
NATO; and prepared a cable response to Gen. Rogers' request for
information on the Soviet CW programs.
Assistant NIO/CBW met with a HASC staff officer to
discuss upcoming briefing on Soviet CW program; met with a repre-
sentative from Army Intelligence on collection activities in Southeast
Asia and Afghanistan; and met with Community representatives to prepare
a briefing package on the Soviet BW program for an upcoming
Interdepartmental Group meeting.
Assistant NIO/Nuclear Proliferation with DI
analysts, attended a Community meeting at State to discuss an export
control issue ; with DI analysts, prepared a response
to questions from Donald Fortier Deputy Assistant for National Security

by an OSWR officer, met with the Deputy Under Secretary of the Air Force
to discuss the establishment of a DDAC-sponsored data base; and met with
representatives of the Director of Naval Intelligence and the Navy's 25X1
Judge Advocate General regarding the Whitworth case.
C/FDIA Staff and FDIA staff member 25X1
met with a SECOM consultant and NPIC, OGI, OIT, and ASG officers
regarding the establishment of a DDAC-sponsored, FDIA-maintained
disclosures data base; and attended a two-day OTE seminar on technical
