OFFICE OF SECURITY REORGANIZATION
At the meeting of 25 June 1973 with the Director
and Deputy Director of Security, the following general
guidelines were established:
A. The reorganization of PTOS is rather
"minimal" and it was originally suggested that
the plan be put in effect on 1 July. This was
later changed to 9 July 1973.
B. Personnel assignments should be
approached on a "Directorate" basis. Each
Directorate will list the people we will have
to carry--including personnel from Security
Research Staff.
C. We will have to "accommodate" all
personnel in the Office of Security, not with-
standing the forty cuts. All personnel are to
be kept busy and we should do everything
possible to avoid a morale problem.
D. The Task Force should make the
ultimate decision on personnel assignments.
There should be "negotiations" on this; the Task
Force should act as a Junior Career Board, and
we should avoid parochial views--looking towards
the good of the office.
E. The DD/PSI should arrange for -
and a small task unit to review all the
file holdings of Security Research Staff.
This should be done by 1 July, but nothing is
to be destroyed without the approval of the
Director or Deputy Director of Security.
F. S ace and physical moves are a real M problem. ld be the focal point
on this, and is designated to deal
with him.

G. The DD/PFjM reorganization is to be
put in effect immediately--as with PTOS. The
deadline went from 1 July to 9 July.
H. The target date for completion of the
entire reorganization is 30 July 1973--short of
physical moves.
I. There will be a review of the entire
reorganization in about ninety days--15 October
1973.
J. The Chief, AUS and/or DC/ACTS is to
participate in all aspects of the reorganization--
particularly all meetings relative to personnel
and space.
K. There was reference to the possibility
of an excess personnel exercise at some point
in the future, but we must be careful of the
morale problem. We might have to go with people
who will be leaving later--putting the "stars"
in the #2 position.
L. It is entirely a new ball game re
personnel returning from overseas and have been
pinpointed for particular assignments. There will
be some adjustments--as in the case of 25X1A
who has been accepted for a Pentagon assignment.
M. The deadline for further review by
the Director and Deputy Director of Security is
Friday--6 July 1973.
