June 1979 - Printed in hard cover.
26 July 1979 - Sent to NFIB by Chairman, CCPC.
8 Aug 1979 - Distributed to NFIB principals for their consideration
by Executive Secretary. STAT
16 October 1979 - Noted by NFIB in regular session. Questions raised
(particularly by concerning accuracy and timeliness
(i.e., possibly "outdated".) Sent back to CCPC for
review and rework; resubmission to NFIB in six months.
8 September 1980 - Extensive working group review completed (60 pages of
changes.) Community differences resolved. DDCI/CT
recommends Executive Secretary, NFIP, inform principals
that study is now ready for publication.
20 November 1980 - DDCI/CT advises Executive Secretary, NFIP, that
inordinate delay in completing NFIP-directed review of
16 November 1979 (Sic) has resulted in report becoming
outdated, and that further expenditure of time and
manpower is not warranted; requests NFIB files note that
CT action has been completed.

MEMORANDUM FOR THE NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: CCPC Review of Intelligence Collection Activities
against the People's Republic of China
1. The attached study on intelligence collection
activities against the People's Republic of China (PRC)
was produced by the Critical Collection Problems Committee
(CCPC) in response to a request from
2. The purpose of the study is to provide senior
officials within the Intelligence Community a detailed
review and evaluation of U.S. and allied intelligence
activities against the PRC. The study includes a descrip-
tion of current intelligence activities and resources,
highlights information gaps and areas of major intelligence
interest, describes special intelligence problems and
discusses the adequacy and relevance of the present
collection effort. A special section of the study is
devoted to a consideration of the effect of the normaliza-
tion of U.S. relations with the PRC upon intelligence
collection. The CCPC makes 24 recommendations concerning
measures which should be taken to improve intelligence
collection on China.

SUBJECT: CCPC China Study
1. At the direction of the NFIB, a working group of the
CCPC was convoked to review the CCPC China study for accuracy
and timeliness. This review was begun immediately following
the NFIB's consideration of the study at its meeting on
2. The working group's extensive review resulted in some
sixty pages of agreed changes necessary for the purposes of
updating and accuracy. The review also revealed within the
group a differeiice of opinion between and other elements
of the Community over the wording of certain evaluative
paragraphs. That difference has now been resolved and the
extensive changes have been incorporated in the latest version
of the study. This version has been fully coordinated within
the CCPC.
3. I would appreciate your informing NFIB principals-that
the board's charge has been complied with and that-the study is
now ready for publication

1. On 16 S4ovember 1979, the NFIB noted the reference report subject
to review by the D/DCI/CT for accuracy and timeliness.
2. Coordination of some substantive issues, which were raised by
the NFIB, resulted in inordinate delays in completing this action. As
a result, while there is now Community agreement in these areas, the
remaining portions of the report ere outdated. Updating of the complete
report would involve considerable time and manpower. I do not believe
such a review is warranted at this time.
3. I request that you note in your NFIB files that CT action has
been completed.
