1
1. Constants is the capital of the Constanta Region. In 1940 the city
had a population of about 50,000 which, according to official statistics
had increased to 108,000 by 1958. In January 1961 about 150,000 people
were estimated to live in the city, the majority being Rumanians; however
there were also about 15,000 Turks and 7,000 to 8,000 Greeks. The
population increase can be attributed to the following factors:
a. Thousands of workers, who had been living in Constanta for about
three years during the construction of the Danube-Black Sea Canal,
married and settled in Constants after the project was abandoned.
b. As a result of the inflation of governmental organization, thousands
of poor farmers and industrial workers moved to Constanta with their
families.
el The Constants Region was the first area in Rumania where agricul-
tural collectivization was enforced drastically. Many farmers
therefore left their land and property and sought refuge with their
relatives in the city. A large number of these migrants did not
register as residents as their move had been illegal.
Because of the large rise in population Constanta was declared a "closed
city," and in order to settle there permanently a permit must be obtain
from a special commission at the Regional Council. 50X1-HUM

3. Public institutions in Constant& (numbers in brackets indicate location
on the town map):
a. The Regional Council (Sfatul Popular Regional) is situated in two
buildings:
1) In the three-story building. of the former Banca Romineasca on
Strada Karl Marx, corner of ,Strada Bassurabi, on the left side of
the street coming from the town center. The Securitate offices
have also been transferred to this place (iA), surrounded by a
number of other buildings.
2) In the former "Bulevard" and "Francee Motels on Strada Cristea
Georgescu, both of which are two-story buildings (1).
b. The Minnicipal Council--in the fine, large two-story building of the
former municipality (Primaria) (2).
C. The central post and telegraph offices --in their prewar building
between Strada Stalin, Strada Vasile Alecsandri and Strada Alexandru
Lehovari. The post office has its main entrance on Strada Stalin
and two side entrances through the other two streets. A new single-
story building for a parcel post office has been constructed in the
yard (22).
d. The telephone exchange (23)-sin its pre-war single-story building
that was constructed by the Americans in 1936 and occupies an area
of 400 square meters. It serves about 4,000 subscribers. The
telephones in the city are automatic, having four-digit numbers.
From the exchange underground cables have been laid at a depth of
about 1.5 meters inside one aster-square concrete pipes with 10
centimeter-thick walls which are divided into four compartments.
Each of the latter holds a cable of numerous aluminum and brass
wires spreading out from the central exchange in various directions.
Following are some of the routes of these underground cables:
1) From the telephone exchange to Strada Stalin, and from there
branching out in two directions:
a) To the Manicipal Council;
b) To Strada Karl Marx, Bulevardul I. C. Frimu, Strada Reims
Opranu, Strada Elena Pavel.
2) From the telephone exchange past Strada Vasile Alecsandri,
Strada Costache Negri, Bulevardul Republicii to the new railway
station.
3) From the telephone exchange, past Strada Visile Alecsandri,
and Strada Stalin (that continues to the Bariera at the northern
entrance to the city), and on to Ovidiu village, which is about
eight kilometers from Constanta.
4) From the Strada I. V. Stalin-Bulevardul Republicii junction an
underground cable leads to the HAmaia baths.

5) Prom the Strada I. V. Stalin-Strada Stefan Cel Mare junction a
line leads to Basarabi village, 20 kilometers west of Constanta.
6) Prom the I. V. Stalin (former) Strada Take Ionescu junction an
underground cable passes I. V. Stalin and Avram Iancu Streets.
7) From the telephone exchange past Strada Traian, Strada /on Luca
Caragiale to Somme Mingaliei, from which point the cable con-
tinues as an overhead line.
In other parts of town, the underground network continues by way of
overhead lines. Between seven o'clock in the morning and three in
the afternoon, it may take fres 15 to 90 minutes to get a telephone
connection to Bucharest. In 1957, the equipment of the telephone
exchange that had been installed by the Americans some 20 years
ago was replaced Ono details).
e. A telephone exchange branch with about 15 booths for local and inter-
urban calls is situated on Strada Stalin, corner of Strada Decebal.

f. Between 1954 and 1958, the construction of the Regional Securitate
and Militia building was completed on Bulevardul V. I. Lenin between
Turday, Libertatii and Concordiei Streets. This is a U-shaped two-
story building with its front 50 meters long, the wings 40 meters
leas, and the narrow sides 10 meters wide. Entrance for the public
is from Bulevardul V. I. Lenin. On.
g. The residents registry office (Evident& Populatiei) of the Regional
the, two?story building of the former Bristol Hotel,
opposite the Gorky Park. (30)
h. The regional and town Law Court and the notary public's office--
in the single-story building of the pre-war court on Strada Traian (30)
i. The regional and town prosecutor's offices - -on Strada George Enescu,
near the Municipal Council, in a single-story building occupying an
area of about 150 square meters (31).
j. The prison occupies two or three single-story buildings on Strada
Stalin opposite the former barracks of the Reginentul 9 Cavalerie.
It is used for the detention of convicts with sentences of up to three
months only, while other prisoners are transferred to Capul Nide&
and Feast' Alba. (70).
k. The Regional Institute for Technical Design (Institutul Regional
De Proectare).....in the building which used to house the military
club (Caroni Minter) (4).
1. The Construction Trust for Hydrotechaical and Sanitary Buildings
and Inetallations (Trustul De Constructli Edilitare Si Hidrotehnice)
in two two-story buildings on-Piata Ovidiu, near the agricultural
bank. The headquarters, of labor battalions (DGSM) is also located
in one of the two buildings, whose ground floor houses a restaurant
and a canteen (12).

single-story building on Strada Marcw.Aureliu, corner of Strada
Dimitrie Cantemir (20).
4. Banks in Coastanta:
a. The State Bank branch (provincial and-municipal)--on Strada I. C.
Sturm', corner of Piata Ovidiu, in A three-story building Which used
to house the Marmoros bank and later the National Bank (10).
b. The Agricultural Bank--opposite the State Bank in a two-story building
about 15 by 10 meters in area, that used to belong to the Hurmuziade
family (11).
C. The Investment Bank--in the single-story building of the former Credit
Bank (ionma de Credit) in Strada Elena Pavel (16).
d. The Savings Bank (CEC) - -in a single-story (formerly private) house
on Strada Stalin, corner of Strada Cuza Voda (69).
5. Medical Institutions
a. The Regional Department of Sanitation and Epidemiology (SANEPID) and
its laboratories--in a former private house, a two-story building
approximately 20 by 10 meters in area at 2, Strada Mihail Eminescu (3)
b. A hospital for pulmonary tuberculosis--in a single-story (formerly
private) house on Strada Traian, near the Law Court (35).
C, The municipal hospital--at the junction of Strada Stefan Cel Mare,
Strada Avram Immo Soseaua Mangaliei and Bulevardul Republicei.
It is housed in four old single-story buildings and one two-story
building, all of which were constructed in 1880, and one three-
story building that was constructed in 1940. This hospital has all
the standard wards and has a total of 800 beds (65)*
d. The children's hospitales-in the former Diaconeselor Order hospital
a two-story building on Bulevardul Lenin. It has about 300 beds (75)
e. The blood bank--in a small single?story building on Strada Maior
Oiurescu, corner of Strada Donebal (76 or 86).
f. The central clinic--in a three-story building that used to house the
Social Security Fund (Casa AsiguraisRilor Social.) on Strada Stefan
Cel Mare, corner of Bulevardul Duca (77).
g. Constant& has a total of 16 to 20 regional clinics. Following are
locations of the most important:
1) In a single-story building, at the corner of Strada Stalin and
Strada Ion Ratiu (78).
2) In a single-story building occupying an area of about 200 square
motors on'Soseaua I. C. Frimu (79).
h. The tuberculosis clinic--on Bulevardul Lenin (80).
i. The venereal diseases hospital?Km Strada Marne Aureliu, in a two-
story private house 250 square meters in area (19).

6. Military Installations

a. The administrative departments of the naval headquarters--in a
former private building on Strada NicAlee Titulescu (18).
b. The naval officers' school and a military broadcasting station.--
in the old naval officers' school buildings (Steele Nevelt) on Strada
Traits (33), consisting of one two-story buildiug and a number of
smaller oses. An aerial 60 to 70 meters high and a number of lower
aerials are thstalled next to the broadcasting station.
c. The regional and town Civil Defense Headquarters (ALA) and an under-
pound shelter occupying an area of 700-400 square meter s,thade of
reinforced concrete with a roof one meter thick of the same material
Ate both in the yard of the Sports Palace. The shelter is equipped
with air conditioning and telephone and radio communication, and
is situated on the continuation of Strada Take Ionescu, between Stalin
and &rum Cel Batrin Streets (44).
d. An infantry brigade is stationed in the former Regimental 34
Infauterie barracks on Strada Mires& Cel Batran (45).
e. A naval division is stationed in its former location on Strada
Mircea Cal Batrin (46).
f. The headquarters military units in the Consulate Province is
situated in the single-story building of the former Divizia 9
Infenterie barracks (47).
g. A mechanized infantry unit is stationed in the former Regimental
9 Cavalerie barracks on Strada Stalin (48).
h. A, mechanized infantry unit is stationed in the former Regimentul
18 Obuziere hernias (49)
An artillery brigade is stationed opposite the mechanized infantry
unit on Strada Stalin, in the former 'Regtmentul43 Artilerie barracks

J. The military hospital is still in its pre-mar location, a two-story
building on Bulevardul Lenin (53). Prior to 1958 this hospital was
reserved for Soviet troops and the Rumanian soldiers were hospitalized
in a private house on Strada Elena Pavel'
k. A military unit referred to As Grup Social Militerjs stationed in a
number of huts opposite the I. C. Frimn power station. It is likely,
however, that this is a Frontier Guard unit (57 A).
1. A Frontier Guard barracks is situated about 600 meters from the
Barters, about 400 meters left of the road, in a twolimtory building
occupying an area of about 800 square meters (84).
R6 A large naval unit is stationed in eight buildings that were erected
from 1952 to 1956 on Strada Fulgerului, approximately 800 meters
south-southwest of the Frontier Guard unit barracks (85).

1) Near the former military club (Cercul Militar). The
about 20 meters long and has two entrances (59).
2) Near Port Gate No. 1, camouflaged with wooden boards

o. A metal structure (which informant thought was a radar station) of
lattice work three to four meters high topped by some unknown
devices, is situated in the Ville Not quarter (64).
p. The regional Military Commissariat (Comisariatul Minter Regional)
is located on the first and Second floors of a three-story building
on Strada Stefan Cel Mare (66), the ground floor of which is occupied
by several warehouses of local cooperatives.
q. The town Military Commissariat is in a single-story building on
Bulevardol Republicii, corner of Strada Mihaileanu (67).
r. Bats serving as a transit camp for new recruits are located near
the regional Military Commissariat on Strada Stefan Cel Mare, corner
of Strada 6 Martie (68).
s. A fire brigade barracks and a garage with about six fire engines
are located on Strada Mims Cel Batran, corner of Strada Decebal (73)
t. The fire brigade headquarters is in a single-story building that was
erected in 1954 and 1955 (74).
u. The offices of the Volunteers/ Association in Aid of the Defense of
the Motherland (Associatia Van tarilor Pentru Sprijinirea Apararii
A.V.S.A.P.) are in a small single-story building on Strada Stefan
Cel Mare (BI).
7. Cultural Institutions
a. An archeological museum--in the courtyard of the Greek Orthodox
cathedral, in the former episcopal palace (Palatul Episcopal), a
two-story building about 80 by 10 meters in area (5).
b. The plastic art department of the archeological museum--on Strada
Elena Pavel (15).
c. The former Canino now serves as a House of Culture and a restaurant
(7).
4. After the war, a fine aquarium was built opposite the Casino (8).

a. The Pales Hoteli?in a three-story building on Strada Remus
?preens (14).
b. The Constant& Hotel (formerly Regal) occupies the first and second
floor of a three-story building on Strada I. V. Stalin, corner of
Strada Costache Negri. The ground floor is occupied by the Popular
cinema, with about 600 seats (28)
c. The Victoria Hotel now occupies two floors of the building of the
former Grand Hotel on Strada I. V. Stalin, corner of Bulevardul
Republicii, Valle the ground floor houses the Alimentara food store
(2).
d. The Continental Hotel (formerly Carlton)--opp site the Victoria,
in a four or five-story building approximately 40 by 10 meters in
area. On the ground floor is an elegant restaurant (36).

a. The Ana Ipatescu high school for boys and girls on Strada Traian is
housed in two buildings: an old two-story structure and a new
single-story building (21).
b. The Mircea Cel Batran high school for boys and girls--in a two-
story building extending over an area of some 2,000 square meters
between Strada Stefan Cal Mare, Strada Mircea Cel Batran, Strada
Decabal, and Strada I. V. Stalin (38).
c. A high school for building technicians--in two buildings that were
formerly occupied by the Balcani Inn. The front of the school faces
Strada Stefan Cel Mare and the back, Strada Grivitei (71).
d. The Feldshers and Nurses Schools--in the former Italian Hospital
building on Bulevardul Lenin (72).
e. A high school for accountants--in a rmer private house, two-story
building on Strada Karl Marx (9).
10. Theater and motion picture theaters (partial list):
a. The State Theater--in an auditorium with 600 seats near the former
amphitheater. Performances are held daily (39).
b. The Culture League Theater (Teatrul Ligil Culturale)--in the former
musical theater building on Bulevardul Republicii. It has 350-400
seats and has shows three to four times a week (40).
c. The Naval Theater (Teatrul Marinei), with 300 seats--on Strada
Alexandru Lehovari; performances are three times weekly (41).
d. The Sports Palace, with a ball that holds 3,000 pe le, was built
after World War II in the park of the State Theater (42) and beyond
it (43).

e. The Popular motion picture theater--in the Constants Hotel building

f. Aa open-air notion piatere theater, with 2,000 seats was built a
few years ago tm the Halm Gorky Park, which is near Strada I. V.
Stalls. An underground air raid 'hotter about 20 meters deep, 8
meters wide and 40 meters long wee Wilt in the came park. The
-Shelter is equipped with telephones. Its rooms are 2 meters high
and have ceilings and outside veils of one meter-thick reinforced
comerete (25).
11. Party and trade union officestt-
a. The Regional Party Committee..-en Strada Traian, in a luxurious
betiding that served first as the palace of King Carol I and then as
the building of the regional Governer (Prefecture) (32).
b. The State Printing House--in a former private house, a two-story
building on nulevardu1 Republicii, almost opposite the Constants,
Hotel (37). The paper of the regional Party Committee, nobronee
N. which appears three to four times a week, is printed there.
a. The Regional Trade Union Offices.-.in a two-story building, about
10 by 10 meters in area, on Strada Costache Negri, corner of Strada
Nape Veda (87).
12. Following are operational details of Courant& port:
a. Port Gate No. 1 to the Port is on Delevardul I. C. Prima (88).
b. A small customs station and a Setuxttate office, which issues entry
permits to pedestrians and vehicles as well as permits for the
removal of goods from the pert, are located in front of the gate
and on its right, in a mmall barroom building (89).
Gate No. 2 is *ear the Law Court, at the bottom of some 120 steps
toadies dews from Strada Trill.= to the seashore. This entrance is
used by workers and pedestrian visitors only (90).
d. Gate No. 3 (for vehicles) is on Strada I. L. Caragiale behind the
naval, school, coming from the town center. There are a customs
station and a Securitate office (91).
e. All former foreign oil companies are now operating under the State
Export Company, Petrol Export (9248).
13. Public utilities and industrial enterprises:
a. The Filimon Sirbu thermal power station (57) is located on Eulevardul
Lenin next to the bus garage of the Town Transportation Office
(Intreprinderile Comunale de Transport-.-I.T.C.), The plant, which
operates two 2,500-M. turbo-generators and produces a 6-KV. current
is counected by an overhead high-tension line with the Ovidiu II
power station and supplies current to the cities of Constanta and
Mosta by way of underground cables.
b. The Energia shop for repair of agricultural equipment and casting of
machine components is on Soseaua Finnan Sirbu, opposite the new
railway station (99).

c. The slaughter house is an &mean* Mangaliei, in a building
occupying a. fairly large area. It has a cold store and two
sausage factories, and is connected by a spur to the railway
station (100).

d. According to plans, a fruit juice factory with daily output of 20,000
bottles will be established behind the slaughter house (101).
e. The Mama* sack factory is located in the Tillman Sirbu quarter (102).
f. An edible-oil mill is situated on Strada Cerealelor (103).
14. Military ilistallations in the Constants Region:
a. A tank unit occupies well-camauflaged positions in a woods to the
right of the road from Constant* to Basarabi (4411N-2825R) about
800 s6 before the entrance to Valul Lui Traian (4410N-2828R) village.
b. A mechanized infantry unit is stationed immediately behind the tank
unit in the direction of Valul Lui Traian.
c. About 40 huts serving as billets and various services structures
are situated opposite Vales Sesta& village. The installation is
referred to as Grupul Social.
d. A large ammunition store camouflaged in the forest, with a trans-
port detachment and guarded by armored troops, is located about
10 km. from Basarabi, on the left side of the road going to Ostrow.
e. Military units are stationed in Fetesti, Cernavoda, and Medgidia.
f. Amechanized unit is housed in some 20 small buildings about 1-1.5
km. from Basarabi to the right of the road coming from Constanta.
g. Large military hospitals are situated behind the railway station in
Vasil. Roaita and in the center of Mangalia.
h. A hydroplane base with four or five 80 by 30-meter hangars, is.
located on the Shore of Lake Siutghiol in Menai* Sat about 10 km.
north of Menai& Bai.
i. A large Securitate unit guarding the bridges over the Danube and
Borcee Rivers is stationed in Cernavoda.

A Frontier Guard unit is stationed in Toluca.
k. Construction of a military camp was in progress for a long tine in
Codru village (4450N-2842E).
15. Industrial plaits in the Constant& Region:
a. The Ovidiu I/ power station, on the shore of Lake Siutghiol, has
four 12AGI generating units and 120-atmosphere boilers. /t suppllies
electric current by way of high-tension lines to Constant* and its
port as well as to the towns of Hedgidia, Cernavoda, Babadag, Turcea,
Itir&ova, Ostrov, and Mangan*. It has not yet been connected to
the national grid.
