The role of the MTS is to convince individual peasants of the great advantages of mech- anizing their work by joining collectives and TOE, so that they may have the privilege of using tractors and machines. The growing number of collectives and TOZ requires increasing quantities of agricultural equipment. The successful development of sowing and reaping campaigns depends mainly on the repair and maintenance of tractors, machines, and implements. Thorough repairs done during the winter are of great importance in assuring good functioning throughout the year. The experience of 1952 showed that reliable repairs helped to fulfill the plan ahead of time. The Lugoj, Sannicolaul-Mare, Roman, and other MPS were especially successful in their work. Great difficulties were encountered, however, by those units which started out with poorly repaired equipment. At the Toporul MTS (Bucharest Regiune), the Zanoaga MTS (C_aiova Regiune), the Nusfalau MPS (Oradea Regiune), and other MPS, this shortcoming resulted in only partial use of production capacity of tractors and machines, and thus in nonfulfillment of work on- time, nonobservance of con- tract commitments to the collectives and TOZ serviced., and over-all nonfulfill- ment of the plan. Profiting by the experience of previous years, most MPS made an effort to finish repair work during the winter months. The Alba-Iulia MPS (Hunedoara Regiune), the Roman MPS (Iasi Regiune), the Serulesti MrS (Bucharest Regiune), and other MPS were leading. Repair work is coming along satisfactorily at the Bontida MTS (Cluj Regiune), the Bailesti MPS (Craiova Regiune), and the Barca- nesti MPS (Ploesti Regiune). The communique of 30 January 1953, issued by the Ministry of Agriculture, shows that there are, however, some 2TS which are behind schedule because re- pair work is poor and the managers have no sense of responsibility. Among Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA_RDP80-00809A0007001105985 _MI Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5 those behind schedule arc the Zorleni and the Crivesti MTS (Barlad Regiune), the Topraizar and the Mihai-Viteazul MTS (Constants Regiune), the Plopsor MTS (Craiova Regiune), and the Andrasesti and the Ciulnita MTS (Bucharest Regiune). Repair centers should concentrate on major repairs on tractor motors sent in by MPS, on the reconditioning of replacement parts, and on making available for MI5 the spare parts needed for tractor repairs. Because of deficient organ- ization of labor and lack of control over the quality of repairs, quotas are not fulfilled; at some MPS, as is the case at the Rosiori Repair Center, Bucharest Regiune, the functioning of tractors and agricultural machinery is impaired for the entire year. Some MPS, such as the Biled MPS, Timieoara Regiune, requested more parts than they needed; this caused shortages at other stations, which could get no parka at all. The repair center at Galati committed the grave deviation of set- ting up reserves for its own needs, rather than filling the requests for parts from MTS. The spring campaign is just about to begin. Every effort should be made to finish repairs of agricultural machines. The General Directorate of MIS and Repair Centers should direct its attention to those units that are behind in their work. It should help them with advice, guidance, and supervision, and should combat negligence and the attitude of indifference toward the job. Arad Regiune NADLAC COMM ORGANIZES REPAIR WORK -- Bucharest,. Romania Libera, 28 Feb 53 The Executive Committee of Nadlac Commune aided and organized repair work and seed selection. Three repair centers were set up by the Ferocar Cooperative in the commune. They finished repairs on animal-drawn plows, harrows, and sow- era. The 11 tractors belonging to the commune were checked, and peasants spread large quantities of manure on the fields. The executive committee organized 14 seed selection centers. Peasants were allotted planting quotas. Contracts were signed with the hemp mill, the sugar factory, and the tobacco factory for yields from 2,490 hectares. Bacau Regiune SAVINESTI C014MUNE FINISHES REPAIRS -- Bucharest, Romania Libera, 3 Feb 53 Working peasants in Savinesti Commune have finished repairs on all their machines and implements. Many peasants have made germination tests. BACAU MTS FINISHES REPAIR WORK -- Bucharest, Romania Libera, 28 Feb 53 The Bacau MIS applied the Bugachev method and finished its repair quota on tractors, plows, sowers, etc. It also provided supplies of lubricants and fuel for the entire spring season, prepared tanks for the lubricants, and set up dor- mitory trailers. This MIS has concluded work contracts for its entire capacity and has appointed brigades for the various sectors. Declassified in Part - Sanitized Copy Approved for Release 2012/02/08 : CIA-RDP80-00809A000700110598-5 Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5 Braila Regiune SOCIALIST COMPETITION AMONG RAIONS -- Bucharest, Romania Libera, 7 Feb 53 Members of the 30 Decembrie Collective of Tudor Vladimirescu Village and members of the 6 Hartle Collective of Scortaru-Vechi Commune competed in pre- paratory work for the spring 'campaign. The members-of Tudor Vladimirescu Village selected 9,300 kilograms of oats, barley, tuft vetch, and sunflower seeds. They repaired 80 percent of their agricultural implements. Members of the Vista Noua Collective, Valea-Canepei Commune, organized a seed selection center early in January and selected the entire quantity of peas needed for planting 90 hectares. Bucharest Regiune WINTER WORK IN VILLAGES -- Bucharest, Romania Libera, 3 Feb 53 Workers at the Barcanesti MI5 repaired 15 tractors, 17 tractor plows, 5 sowers, and other implements in 20 days. They applied the Bugachev method and engaged in competitions. Department II of this station, under mechanic Ion Flores, finished repairs on 5 tractors 3 days ahead of schedule. The situation is different at the Giurgiu repair center. The management is indifferent to working conditions, and commitments have not been fulfilled. Many tractors awaiting repairs are in an empty lot, exposed to rain and snow. The management of this station should have prepared temporary sheds for tractors. Members of the 1907 Collective, Caldaresti Commune, Pogoanele Raion, re- paired 80 percent of agricultural machinery and implements by 13 February 1953. They made germination tests on oats and peas and selected 6,500 kilograms of seeds. The Budesti MIS held a meeting at the beginning of February 1953, to dis- cuss the decision of the Council of Ministers of the Rumanian People's Republic regarding the intensification of agricultural spring work. Parvu Marin, president of the station committee, pointed out that the sta- tion used advanced methods and organized its work properly, and thus had succeeded in finishing repair work and the checking of all tractors, machines, and imple- ments by 28 January 1953. Mechanic Nicolae Tataru and his team, working on fuel pumps, Maria Paunica and his team, working on agricultural machines, and the lathe department under Maria Moise, as well as tractor operators Ion Velicu, Ion Bulugeanu, Petre Gogor, Gheorghe Boerescu, and other4f were especially efficient in their work. They saved 22,175 lei by reusing waste from the manufacture of screws and by reconditioning a number of used parts. In 1953, when the station will receive additional KD-35 tractors, it will be necessary to work two shifts daily. MPS FINISHES WORK AND HELPS NEIGHBORING UNITS -- Bucharest, Vista Sindicala, 25 Feb 53 The Odobeasca MPS finished its repair work 25 days ahead of time and is helping neighboring units which are behind in their work. Constanta Regiune COLLECTIVE PREPARES FOR SPRING WORK -- Bucharest, Romania Libera, 18 Feb 53 Workers at the Stefan Gheorghiu Collective,.Osman Commune, repaired 11 plows, 18 harrows, 10 wagons, and a number of sowers by 18 February 1953. They also built two new wagons. They selected 2,520 kilograms of peas and 4,783 kilograms of spring barley, and carried manure to the fields. Recently they organized agricultural courses to popularize Soviet methods. These courses are attended regularly by a great number of peasants. Stoics, Sterea, Anatoli Gheorghiu, and Ion Zaharia are the leaders of these courses. Craiova Regiune LELESTI COMM INTENSIFIES SPRING PREPARATIONS -- Bucharest, Vista Sindicala, 5 Feb 53 Working peasants in Lelesti Commune, Targu-Jiu Raion, intensified prepara- tions for the spring campaign, to obtain better crops. The six repair centers of the commune finished 61 percent of the work by 29 January 1953. This commune, together with Ursati and Rasovita villages, set up 200 germination centers and spread 600 tons of manure on the fields. Deputies Stefan Giorgi and Ion Die- conescu, and working peasants Vasile Feroiu, Constantin Udroiu, and Stefan Vasile did excellent. work in repairs, in selection of seeds, and in transporting of manure. CARACAL RAION STATE FARMS AND COLLECTIVES REPAIR EQUIPMENT -- Bucharest, Romania Libera, 11 Feb 53 Repair work is in progress at all state farms and collectives in Caracal Raion. In Cezteni Commune, for instance, peasants repaired 16 irrigation pumps and set up 34 hotbeds covering 180 square meters. At Falcoiu, they repaired 56 irrigation pumps. At Bosateni, peasants built 4 hotbeds and 22 cold frames. At the Ciocoiu Collective, peasants spread 50 tons of manure on the fields. By 10 February 1953, peasants in the raion had repaired 65 percent of the garden- ing tools. BALTENI COMMUNE FINISRES REPAIRS -- Bucharest, Romania Libera, 14 Feb.53 Working peasants of Balteni Commune finished repair work on all agricul- tural implements by 12 January 1953. They also spread 800 tons of manure on the fields. DELAYS IN REPAIR WORK -- Bucharest, Romania Libera, 28 Feb 53 Some good results were achieved in Turnu-Severin Raion. Work progressed well in the sectors where the people's councils and executive committees took an active interest. Peasants in Degerati and Fantana-Domneasca communes, for example, finished repair work on all agricultural implements by 5 February 1953? They then proceeded with selecting of seeds and carrying of manure to the fields. There are, however, some communes where work is behind schedule, as a re- sult of the lack of proper supervision. Schela-Cladovei Commune has not re- paired its quota of agricultural implements. The aame situation prevails in Varciorova Commune. Measures should be taken against executive committees and deputies who neglect the interests of the people. Galati Regiune MTS ADVANCES WITH REPAIR WORK -- Bucharest, Romania Libera, 3 Feb 53 The Filimon Sarbu MTS repaired 13 tractors by 1 February 1953, and the Chiraftei MPS finished work on 8 tractors and 95 percent of all implements. CALMATITJ RAION FINISHES QUOTAS -- Bucharest, Romania Libera, 4 Feb 53 Six repair centers in Clo stiu Raion finished their quotas by 1 February 1953, repairing 28 harrows, 16 plows, 5 sowers, 3 threshers, and other equip- ment. The MT... training station in this commune repaired 3 sowers, 3 harrows, and 2 plows. The two s&_.2ction centers cleaned 10,000 kilograms of barley and other cereals for sowing. Working' peasants of Viziru Commune transported 40 tons of manure to the fields. ALL RAIONS IN GALATI REGIUNE INTENSIFY REPAIR WORK -- Bucharest, Viata Sindicala, 5 Feb 53 Working peasants and collectivists in all raions of Galati Regiune have started intensive spring preparations. By 5 February 1953, 854 repair centers finished work on 1,800 agricultural machines, such as plows, sowers, tractors, and other implements. Peasants spread 11,000 tons of manure on an area of 869 hectares. :,almatiu, Tulcea, Bujoru, and Braila communes are leading in this work. Hungarian Autonomous Regiune COMPETITION AMONG MTS -- Bucharest, Romania Libera, 5 Feb 53 MTS in the Hungarian Autonomous Regiune engaged in competitions, and the Reghin MTS won first place. This station finisheu its quota at the beginning of February, or 20 days ahead of schedule. It applied the Bugachev method. Chief mechanic Stefan Kovacs, mechanics Ion Albert and Richard Weber, black- smith Alexandru Cothut, Vasile Moldovanu, and others did outstanding work. The Reghin MTS was awarded the production banner for its exceptional work in seed selection. MPS FINISHES QUOTA -- Bucharest, Romania Libera, 7 Feb 53 The MPS of Prostea-Mare Commune finished checking and repairing agricul- tural machines and implements 15 days ahead of schedule. It repaired 24 harrows and 3 disc plows above plan. Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5__M Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5 Iasi Regiune MPS ACTIVE IN REPAIR WORK -- Bucharest, Romania Lihera, 13 Feb 53 Workers at the Podul-Iloaiei MPS applied the Bugachev method and finished 80 percent of repair work on tractors and 90 percent on sowers by 13 February 1953. They signed 80 percent of the number of contracts planned, with collectives and TOZ, for spring planting. BAD MANAGEMENT AT CODAESTI MPS -- Bucharest, Vista Sindicala, 18 Feb 53 Many MPS in Iasi Regiune do excellent work, but there are also some short- comings. These are due to the lack of interest on the part of administrative agencies. At the Codaesti MTS, for example, director Carol Lucaci and the station committee do not take any interest in production. Commitments of the 1952 col- lective contract were not fulfilled. There was no collaboration and no proper distribution of labor, and the canteen worked badly. Instead of heeding criticism and improving, director Lucaci simply refused to sign a collective contract for 1953, stating that he could not fulfill it. Up to 7 February 1953, only 52 percent of repairs were finished and they are of poor quality. This sad situation is due to the arrogance of the director of this station. The Iasi agricultural committee should not permit this situation to continue. TRACTORS ARE READY -- Bucharest, Vista Sindicala, 19 Feb 53 The Pascani MTS finished its quota 29 January 1953, repairing tractors, tractor plows, Bowers, and harrowu. The Pascani MTS is the second station in Iasi Regiune to complete repair quotas. Oradea Regiune COLLECTIVISTS PREPARE FOR SPRING CAMPAIGN -- Bucharest, Romania Libera, 12 Feb 53 Members of the Vasile Roaita Collective, Talpos Village, Salonta Raion, repaired 58 wagons, 52 plows, 56 harrows, 12 weeders, and 9 sowers. They se- lected corn for planting and started the selection of barley and oats. Thirty- four collectivists are regularly attending courses in agriculture and animal husbandry. Pitesti Regiune STATE FARM PREPARES FOR SPRING CAMPAIGN -- Bucharest, Vista Sindicala, 5 Feb 53 Workers at the Tigveni State Farm, Curtea-de-Arges Raion, finished repairs of agricultural implements needed for the spring campaign. They fulfilled the repair quota 15 days ahead of time. At the same time. they installed electric lights in the carpenter shop, in the wheel shop, in the smithy, and in the stables. BARCANESTI MPS COMPLETES QUOTA -- Bucharest, Vista Sindicala, 12 Feb 53 The Barcanesti MTS, Ploesti Ralon, is determined to complete its quota ahead of time and is applying the Bugachev method. Department No II, under the supervision of Ion Flores, finished tractor repairs 20 days ahead of time. Department No I, under the supervision of mechanic Constantin Mandache, also achieved good results. Teams on plow repairs finished their quotas 6 days ahead of time. Seventy tractor drivers, ten brigade leaders, and nine machine operators work regulary in this unit. APPLICATION OF BUGACHEV METHOD -- Bucharest, Vista Sindicala, 25 Feb 53 MTS all over Ploesti Regiune report daily progress in the repair of agri- cultural equipment. Mechanics and tractor operators at the Ciorani MTS applied the Bugachev method and finished repairs on tractors and other equipment 6 days ahead of schedule. Workers and technicians at the Sahateni State Farm, Mizil Raion, applied the Bugachev method in organizing work. By 10 February 1953, they finished re- pairs of all tractors and machines needed for the spring campaign. Workers and technicians of the Mihailesti MPS helped repair the equipment. Stalin Regiune REPAIR SITUATION AT MTS IN STALIN REGIUNE -- Bucharest, Vista Sindicala, 12 Feb 53 Many MTS in Stalin Regiune finished their repair quotas well ahead of time. The BozLasi MPS, Tarnaveni Raion, for example, finished its quota by 31 January 1973, 2 weeks ahead of schedule. It checked and repaired 34 tractors, 18 harrows, 34 plows, 2 sowers, 4 disc plows, and other equipment. The management of the Turnisor MIS, however, did not give sufficient atten- tion to conditions prevailing at that station; consequently, work is lagging be- hini. Only 26 of 33 tractors were repaired, 14 of 52 electric motors were re- paired, and not one of the ten cultivators was checked or repaired. Another reason for the failure of this unit is the large number of unexcused absences. The management did nothing to correct this situation. This negligence encour- aged disregard of discipline, and some tractor operators, such as Nicolae Fra- tile, Martin Schiller, Ion Faur, and others, stayed away from work many days of the week. In January alone, 100 work days were lost because of unaccounted absences. The regiune party committee does not deal with these matters conscien- tiously. Recently, Inspector Vrabie Ln] visited the Turnisor I?TPS. He was satisfied to accept the word of the management, without going into the work- shops to check. He did not make any recommendatLons. This situation at the MPS should not be permitted to continue. Declassified in Part - Sanitized Copy Approved for Release 2012/02/08_: CIA-RDP80-00809A000700110598 5 Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5 1 MEDIAE RAION PREPARES FOR SPRING CAMPAIGN -- Bucharest, Vista Sindicala, 14 Feb 53 State farms, collectives, and individual working peasants in Median Raion are preparing actively for the spring campaign. They spread 23,175 tons of manure over an area of 1,545 hectares by 5 February 1953. Collectives of the raion repaired 63 percent of agricultural machines and equipment, and the se- lection of seeds for spring planting is progressing rapidly. Members of the Nicolas Balcescu Collective, Nemsa Commune, spread 600 tons of fertilizer over 30 hectares; they strained 2.5 tons of seeds, and repaired zlows, harrows, and all other agricultural equipment. Workers at the Valea-Lunga State Farm have selected 58,238 kilograms of seed grain and 120,000 kilograms of potatoes for planting and have spread 710,000 kilograms of manure on the fields, including 400,000 kilograms on vegetable areas. Seedlings are being prepared, and machine and implement re- pairs are almost finished. Workers at the Prostu-Mare MPS repaired and checked all machines and im- plements 1 days ahead of schedule. They checked 72 KD-35 tractors, 2 Lanz tractors prime mover 24 tractor plows, 2 IAR-511 sowers, and 2 trailers, and repaired 24 harrows and 3 disc plows above plan. The Rupee MTS finished repair work by 10 February 1953. PEOPLE'S COUNCIL IN STALIN RAION NEGLIGENT -- Bucharest, Romania Libera, 18 Feb 53 Preparations for the spring campaign are proceeding at a very slow pace in some parts of Stalin Raion, Stalin Regiune. This is due to the bureaucratism prevailing among members of the executive committee. They are satisfied to draw up plans without enforcing them. The four repair centers and the three seed selection stations in Zizin Commune do not work properly; only 25 percent of the seeds have been selected so far, and repairs are lagging behind. In Tarlungeni Commune, work is completely neglected and the secretary of the executive committee does not know what has been done to prepare for the spring campaign. The executive committee of the Stalin Raion People's Council should be more aware of its responsibility and should put an end to management from the office. They should go out and supervise work on the spot. Suceava Regiune STATE FARM FINISHES REPAIR QUOTA -- Bucharest, Romania Libera, 4 Feb 53 The Albesti State Farm, Trusesti Raion, finished repair work on agricul- tural machinery by 25 January 1953, 15 days ahead of schedule. It also has selected large quantities of seeds for its own use and for exchange with work- ing peasants. It has set up 150 square meters of vegetable beds for seeding, and two new irrigation pumps. DANGENI STATE FARM FINISHES REPAIR WORK -- Bucharest, Romania Libera, 11 Feb 53 Workers, tractor operators, and technicians are working hard to prepare for the spring campaign at the Dangeni State Farm, Trusesti Raion. They fi::- ished repair work on tractors and agricultural machinery 25 days ahead of Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-~_n Declassified in Part - Sanitized Copy Approved for Release 2012/02/08: CIA-RDP80-00809A000700110598-5 schedule, and became the first in the entire regiune to complete their quota. They selected 120 tons of seeds and distributed them. Germination tests were also made. They spread 2,800 tons of manure on the fields and started setting up seed beds. Timisoara Regiune REPAIR WORK AT MPS -- Bucharest, Romania Libera, 4 Feb 53 A large number of MrS in Timisoara Regiune started repair work as early as December 1952. The Deta MTS, for instance, finished repairs on sowers and harrows by 18 January 1953. The Lugoj and Biled MPS were similarly active. Workers and tractor operators at the Lugoj MPS repaired 18 tractors and com- pleted repair quotas on tractor plows and cultivators. There are, however, some MTS in Timisoara Re.giune where work is lagging be- hind and is poorly organized. At the Liebling MPS, for example, not one tractor had been repaired by 18 January 1953. The same is true of the Bethausen MTS in Faget Baton. The regiune and raion party managements are mainly to be blamed for this situation. This is illustrated by the small percentage of repairs done on tractors and machines. It amounted to only 23 percent for the entire Timisoara Regiune. The regiune people's council is indifferent to the lack of interest shown by th- Timisoara repair center, which did not finish a single repair before the beginning of February 1953. Serious steps should be taken to better this situation, if tools and machines are to be made available for the spring sowing campaign. LOCAL ACTION FOR PREVENTION OF FLOODS -- Bucharest, Romania Libera, 5 Feb 53 Lugoj and Faget raions are taking measures to eliminate the danger of floods. At a meeting of the two raion committees, Constantin Dinica pointed out the urgent work to be done. It was decided to dig two canals, one 2,300 meters long, 8 meters wide, and 3 meters deep, and another 3,000 meters long, which will'collect the water during flood seasons. The construction of these two canals will require 31,000 workdays. Furthermore, a dam will be Milt to direct the course of the Riu River permanently into the canal.
