~n line with the "New Course" of the GDR government, two
ministerial decrees designed to raise the standard of living of
workers were issued in 1953? The first, dated 23 July 1953, dealt
with an incrense in wages; the second, dated 24 October 1353,
dealt with a reduction in prices. This publication is a report
on these developments as reflected in the Soviet newspzper in East
Berlin_7
On 23 July 1953, the GDR Council of 1?Sinisters issued a decree which
stated that, ac a result of current fulfillment of production plans and changes
in the Economic Plan and the Financial Plan, certain categories of wages would
be increased. This decision was reached on the suggestion of the Executive
Committee of the Free Cerman Trade Union Federation and the Politburo of the
Central Committee of the Socialist Unit;- Party. Specifically, the decree
states.
1. Workers in people-owned and similar industrial enterprises, agricul-
tural and forestry enterprises, construction enterprises, transportation, pos-
tal and telecommunication services, MTS, municipal enterprises, government
enterprises, and cooperative trade, whose wages fall into categories I-IV,
:+i11 receive an increase in their pay.
2. This order will go into effect as of 1 August 1;53, and will be in
accordance with the ;cage rates specified in the following table.
3. The basic performance wage is figured on the base time-wage rate plus
15 percent, unless the individual 1953 collective agreements specify a differ-
ent percentage rate.
4. The area classification of the various enterprises will remain the
same as it is at present.

Furthermore, prices of foodstuffs and consumer goods rot specified in the
above list are to be reduced by a total oi' 30 million Deutcche marks.
The decree stipulates that the Ministry of Trade and Supply, in ~on,Junc-
tion with the tinistry of FSnance, is to work out new retail prices in accord-
ance with the above percentage reductions. The near prices will be effective
as of 26 October 1953.
