Puerto Ricans Seize Chilean Consulate in Puerto Rico
The first political kidnaping in the history of Puerto
Rico ended about 1100 on the 4th of July when two Puerto
Rican dissidents released two Chilean hostages they had been
holding in the Chilean Consulate in downtown San Juan. The
attackers, a young man and woman, seized the Consulate at
1500 on 3 July, then immediately contacted the U.S. Depart-
ment of State and the press and demanded the freedom of four
Puerto Rican nationalists imprisoned in the U.S. and the
cancellation of the Independence Day parade in San Juan.
The attackers originally claimed to have four members
but later admitted to only two members. They insisted that
they did not belong to any organized political party or
known terrorist organization. The two were charged with
kidnaping the Chilean Consul and were held on bail, one for
U.S.$500,000 and the other for U.S.$250,000.
The pair had demanded the release of three Puerto
Ricans held in federal prisons for the shooting attack on
the House of Representatives on 1 March 1954 and another
Puerto Rican who was convicted of attempting to assassinate
President Truman on 1 November 1950.
Although there have been hundreds of acts of violence
related to the movement for Puerto Rican independence, there
has been very little bloodshed; exceptions were the demonstra-
tions in 1970 and 1974 which left four persons dead and
about 70 injured. 50X1-HUM

NOTES
Two German Terrorists Convicted in Switzerland
On 30 June two West German terrorists were found guilty
of attempted murder and sentenced by a Swiss jury to jail
terms of 15 and 11 years. Gabriele Kroecher-Tiedemann, who
opened fire on two Swiss customs guards on 20 December 1977,
was given a 15-year term. Christian Moeller, also involved
in the same shoot-out, was given an 11-year sentence.
Kroecher-Tiedemann, whose extradition the West Germans
requested, will serve her sentence in Switzerland before
being turned over to the West Germans. 50X1-HUM
Dutch Court Sentences South Moluccan Terrorists
On 30 June in Assen, Netherlands, a Dutch court sen-
tenced three South Moluccan terrorists to jail for 15 years
after convicting them of murder, unlawful detention of
hostages, and illegal possession of firearms in connection
with the March seizure of the provincial government building
in Assen. Two of the convic50Xl-HUM

The demands in the March hostage/barricade incident
included the release of 21 imprisoned comrades convicted
after previous hostage holding and killing attacks, a ransom
of U.S.$13 million, and a plane in which to leave the coun-
try. These demands differed from those in previous incidents
in their omission of the demand that the Dutch Government
negotiate with the Indonesians for an independent homeland
for the South Moluccans living in the Netherlands. With 23
of their number now in jail (one imprisoned former leader
committed suicide several weeks ago), and with the continued
dissatisfaction of South Moluccan extremists in the Nether-
lands, another attempt to release prisoners and depart to a
receptive country is a possibility w' which Dutch security
officials are presumably concerned. 50

Tohira Kazuo, a well-known member of the Japanese Red Army

(JRA), on three of the letters which the JRA sent to Japanese
passengers of Japan Air Lines (JAL) flight 472 which the JRA
hijacked in September 1977.
Tohira has been tentatively identified as one of the hijackers
of JAL flight 472. He was involved in The Hague incident of
September 1974 and was released from jail in Japan during
the August 1975 JRA Kula Lumpur operation. Tq-nqnpqp ia1cz

Ananda Marg Leader Acquitted
Ananda Marg leader Prabhat Ran Sarkar and four co-
accused were acquitted on 4 July by a high court in eastern
India of charges of criminal conspiracy and murder of six
Ananda Marg defectors in 1970. The Ananda Marg is a political
mystical sect founded and based in India which turned to
terrorism to secure the release of Sarkar when he was detained
in 1971 for the 1970 murders. Sarkar was imprisoned on a
life sentence in November 1976. The United Proutist Revolu-
tionary Federation, the political action arm of the Ananda
Marg, has claimed responsibility for, or has been charged by
ainst

Indian officials with, undertaking violent act
Indian facilities and-officials abroad.
Sarkar, however, remains in jail on other charges. In
setting aside the 1976 conviction by a sessions court, the
high court ruled that the prosecution had failed to substanti-
ate the charges beyond a reasonable doubt. The court ordered
that Sarkar and the others be released "unless they are re-
quired to be detained in any other case". According to
press reports, three other cases are pending against Sarkar.
He has already been granted bail in two of them,and on the
third his attorneys are expected to move a petition for bail
shortly. Until bail in the third case can be arranged or
should Sarkar not be granted bail, the prospects for additional
Ananda Marg terrorist actions will remain fairly strong.

JRA Hijackers Expelled from Algeria
According to press accounts, Algerian officials recently
told a visiting Japanese Government investigating mission
that Algeria expelled the five Japanese Red Army (JRA)
terrorists who hijacked JAL flight 472 on 28 September 1977.
According to the Algerians, 50X1-HUM
they expelled the terrorists one week after they surrendered
in Algiers on 3 October. The Algerians refused to disclose
where the hijackers went but did state that when the terror-
ists surrendered in Algiers they did not have the U.S.,6
million ransom money they had been paid earlier.

NOTES
Bonn Summit Agreement to Fight Terrorism
In a surprise move, the seven nations of the Bonn
Economic Summit'announced an agreement to cut off airline
services to and from countries that refuse to extradite or
prosecute hijackers or fail to return hijacked aircraft.
The agreement' was reportedly the result of a proposal by
Japanese Prime Minister Takeo Fukuda which Canadian Prime
Minister Pierre Trudeau then developed. Other states have
been invited to join in this common undertaking against
international terrorism. Numerous practical and legal
problems remain to be solved, but the agreement is by
far the toughest stand taken internationally in the fight
against terrorism. The seven nations at the 13-17 July
Bonn Summit were the United States, Canada. United Kingdom,
France, Italy, Japan and West Germany.

NOTES
Bombing of-Supreme Court Building in Bern
On 14 July an explosion in the basement of the supreme
court building in Bern, Switzerland, caused extensive damage
and disrupted telephone communications. The building is
adjacent to the prison holding convicted West German ter-
rorists Gabriele Kroecher-Tiedemann and Christian Moeller.
(See the issue of 5 July.) No injuries occurred because the
building was evacuated after a woman called the post office
and fire department to warn of the blast 30 minutes before
the explosion. In subsequent letters to the press, the "20
December Movement" claimed credit for the explosion and
protested the conditions of the terrorists' incarceration.
20 December was the day in 1977 when Krocher-Tiedemann and
Moeller were apprehended in Switzerland. (UNCLASSIFIED)

CHRONOLOGY OF SIGNIFICANT INTERNATIONAL TERRORIST ACTS
Date: 19 July 1978 Cookie Factory Bombed in
Nicaragua
Place: Nicaragua, Managua During the morning of 19
July a bomb was thrown at
the Industrias Nabisco Cristal
S.A. in Managua. The manage-
ment of the cookie and cracker
factory (60% owned by the U.S.
Nabisco Inc. company) reported
no injuries and minimal damage.
The incident was apparently
connected to the fact that
the firm's employees largely
ignored a work stoppage which
had been called. A similar
bombing occurred in January/
February during a work stop-
paae called at that time.
Date: 23 July 1978 Explosion at the U.S. Embassy
in Colombia
Place: Colombia, Bogota On 23 July a small bomb ex-
ploded against the parking
area wall of the U.S. Embassy
compound. Minor damage to
the base of a concrete wall
resulted. No injuries were
reported. Local news media
received anonymous phone
calls after the detonation
claiming the Popular Libera-
tion Army (EPL) was respon-
sible.

On 24 July,a bomb exploded
near the Turin offices of
IBM. Damage to the front
of the building resulted and
windows in'nearby apartments
were broken. No injuries
were reported. A group
calling itself the Revolu-
tionary Armed Squads (SAR)

Date: 24 July 1978 Explosion at Guatemalan Em-
assy in El Salva or
Place: El Salvador, During the early morning hours
San Salvador of 24 July an explosive device
detonated near the Guatemalan
Embassy izi San Salvador. The
mine-typ e,device had been
placed ju~;t over the wall
separating the Embassy and
the street. No injuries were
reported;, however, extensive
property damage to the Embassy
(including the Ambassador's
office) resulted. It is sus-
pected the Revolutionary Army
of the People (ERP) is re-
sponsible!,for the incident.
