1. I have read with care and a groat deal of Interest
Allen Dulles' proposed article "My Answer to the Bay of Pigs".
From a sgurity standpoint there is no reason, In my opinion,
why his piece can not be published. However, i'earre Cabell,
Dick Bissell and others are much better qualitied to judge this
than I.
2.' What Allen's reasons for not publishing in 1965 are
unknown to me. As you point out, the problem is whether It
would be appropriate to ;publish now or at some later date.
3. I an fully aware that the proposed article, and its
supporting papers are not strictly Agency property, it it is
agreed that they contain no classified Information. However,
there may be overriding reasons to maintain the complete file
here. This then becomes, I believe, a matter for high-level
Agency consideration.
