Dear Mr. Hyde:
Enclosed is a short paper addressing the question you raised
concerning the rights of non-Jews in Israel during my. briefing of
HPSCI on 30 September. The paper also includes 'an explanation of
the legal status of the =oecupied;territories. The key point in
the paper is that non-Jews have full. political rights in Israel
proper and East Jerusalem--which '.,was formally annexed in 1967--
but they are not enfranchised in :the other occupied territories--
which Israel has not formally annexed.
As always, we stand ready to respond to any other questions
you may have.
