SUBJECT: Response to D/INR's Comments on Strategic Planning Study
1. Attached for your signature is a letter to Ambassador Abramowitz
(Attachment A), replying to his comments on the proposed Terms of Reference
for the DCI's Strategic Planning Study. A copy of the Ambassador's letter is
also attached (Attachment B).
2. In his letter, D/INR had asked for reconsideration of the decision to
exclude INR from the Policy Review Group that will oversee the study. The
DDCI noted on 29 October that he had no objection to INR's inclusion;
consequently, your response offers a seat on the Group to the Ambassador.
3. We are still evaluating the various responses received from the
Community. The remainder of D/INR's comments will be weighed in that overall
assessment.

Bill Casey asked the addressees of his October 9 memorandum
on the Strategic Planning Study to give their comments on the
Terms of Reference to you. At this early stage of the
enterprise, I can do so very briefly.
First of all, I am surprised that in a study which is
intended to match intelligence challenges--i.e., the national
policy issues of the 1990s--with intelligence capabilities,
there is no INR representative on the Pqlicy Review Group. If
the study is to have any real utility, i will have to deal with
intelligence challenges not only as the Intelligence Community
defines them but as the policymakers themselves define them. It
will be difficult to do this" without a State Department presence
in the Policy Review Group. :I suggest that the decision to
exclude INR be reconsidered.
--The idea of building on existing Community studies is an
excellent one, but we should not consider ourselves bound by
their conclusions or prescriptions. Obviously we do not want to
discard sound judgments and proposals simply because they come
from earlier studies, but we have an opportunity to take a new
look at the Community's programs--and the premises on which they
are based--and we should make the best of it.
--The NIC study of the future international environment will
play a major role in the exercise since its forecast of the
international environment will provide the basis for the
intelligence challenges in the strategic plan. This assessment
should be coordinated in the 'same way that regular estimates
are, at least at the working level, rather than simply
circulated for comments.

--Finally, I hope that we will have some opportunity to
discuss how the Community's concept of the strategic plan
relates to the SSCI staff proposals on the same subject. It is
important, in:my view, to deal with issues that are important to
the Congress so that we can have the greatest possible consensus
on intelligence goals and objectives in the next decade.
I think that the strategic plan is an important and
worthwhile undertaking that could well have a major impact. INR
hopes that it can participate fully and make a significant
contribution.
