DATE OF INFORMATION 1950 `Numbers in parentheses refer to appended list of sources The Volga wad the Dnepr hydroelectric projects received considerable ? press coverage from 3 September to 25 November 1950, the period covered in this report. After the decrees announcing the pro~ecta had been published, several long articles lauding the undertaking of such enormous tasks appeared, claiming Soviet peaceful intentions and industrial superiority on the basis of these projected schemes. ? Space wen then devoted to articles dealing with the effect these projects would have on local areas, kolkhozes, etc., the accomplishments and tasks of various organizations, blaL mainly with plants and enterprises which were sup- plying or pledged to supply the GES,in their construction stages. These arti- cles dealt with pledges, production, and in some cases, delivery to the con- struction site. Very often it was announced that 'these plants filled the GES orders in addition to completing their basic plan so that even though the GES orders were considered priority projects, they still amounted to "above plan" production. Completing their part in this socialistic pro3ect was offered as a chal- lenge to the workers. Special work brigades and committees for cooperating with the construction projects were formed in plants, scientific societies, labor unions, and party organizations. The Academy of Sciences USSR and vari- ous republic Academies of Sciences, formed committees for cooperating with the hydroelectric projects. Their work was to coordinate activities of the various scientific research institutions. Signs advertising the pro~ecta were prominently displayed in the plants and project-bound material ?tae marked "to Kuybyshev G'ES" or "to,Stalingrad GES," etc. '1 Articles dealing with progress at the construction sites spoke mostly of exploratory work along the cc.nals or dam sites, ezploratory drilling, which was conducted on a ~nree-s'nift basis, and road and rail bniiaiag to connect the con- struction sites to existing lines. I. Mikoyan was setting up a laboratory fo: test- ing construction materials on the site; a hydraulic laboratory for testing ac- tual models of the dam was also being set up.(2) Laboratories of the "Gidro- proyekt" have built a model of the proSected Kuybyshev GES 1340 actual size, which, even at this reduced size occupied 600 square meters.(3) It was an- nounced on 15 November that the All-Union "Teploelektroproyekt" Trust mean- while had explored the projected route of electric transmission lines Prom Kuybyshev GES to Moscow and was then exploring the projected transmission line route from Stalingrad GES to Moscow.(4) At the Kuybyshev construction site, prefabricated houses had arrived, and the workers' villages were well under way.(5) As reported by I. V. Komzin, chief of "Kuybyshevgidrostroy" through a press correspondent on 5 November, most of the exploratory work on the Kuy- byshev construction site has been completed.(6) In addition to the drilling and exploratory work being done at the site of the Stalingrad GES, much work of an exploratory nature was being done in Astrakhan' Oblast. The Union office of the "Lenvodproyekt" sent an expedi- tion of Leningrad specialists into the oblast to work on problems connected with this immense area which will be irrigated by the Stalingrad GES. Hy- draulic technicians, geologists, topographers, and soil scientists were among those scientists included in the expedition. The "Lenvodproyekt" maintained close contact with the Academy of Sciences' Committee for Cooperating With the New Hydroelectric Stations, Canals, and Irrigation Systems.(7) A large group of engineers and technical workers of Dneprostroy under direction of Medvedev, Dneprostroy chief engineer, did exploratory work in the region of the projected Kakhovka GES to determine the dam site. Prob- lems concerninP railroad sidings and bringing in electric transmission lines from DneproGES were also aired.(8) The All-Union "Gidroenergoproyekt" and its Leningrad and Ukraine divisions were reported active in the Kakhovka area. According to the same report, they are to complete in 2 or 3 months exploratory work which would ordinarily take 2 or 3 years.(9) Geologists and hydraulic engineers from the Ukraine division of the "Gidro- energoproyekt" were exploring the banks of the Dnepr near the site of the pro- jected hydroelectric center and test drilling there was being conducted on a three- shift basis.(10) However, all preliminary geological, hydrological gad topograph- ical work in the area from the village of Kozatskoye to Lyubimovka wen reported completed on 29 September.(11) The "Ukrvodproyekt" Trust has sent out three expeditions along the projected route of the South Uk-sine and North Crimean Canals. They are to stud;/ geologi- cal conditions and define the course of the canals.(12) It was reported on 5 No- vember that five exploratory expeditions and four drilling units were already work- ing along the canals.(13) More space than usual was devoted to advertisements requesting technical per- sonnel for the projects. Among those requested were hydraulic Engineers and tech- nicians, industrial and civil engineers and technicians, autc~notive and construc- tion engineers and technicians, power engineers and technicians, economists, plan- ners, and accountants. Nontechnical personnel apparently are recruited mainly from kolkhozes.
