1. This responds to your 3 June 1974 note requesting
SSC input to respond to Reference B.
2. The Special Security Center renders no assistance
to USIB departments and agencies falling within the scope of
Reference A because: 1) the Special Security Center is
essentially a policy promulgation and interpretation office,
2) all of its liaison arrangements with USIB departments and
agencies relate to the protection of intelligence sources
and methods, and 3) beyond the promulgation and interpretation
of policy, no assistance within the strict meaning of the term
is-provided.
3. One of the responsibilities of the Special Security
Center is to provide Secretary services to the USIB Security
Committee. It is understood that the Chairman, SECOM, by
virtue of contacts made in the course of Committee work, was
frequently contacted by Committee Members requesting various
types of assistance of the nature described in referent
memoranda. These, however, were all informal requests, and
neither the records of the Special Security Center nor the
SECOM Secretary reflect any details concerning them.
