MINUTES
Research, Development and Production Review Board
I. A special meeting of the Research, Development and Production
Review Board was held in the D/CO's office at 0930, 10 June 1955.
The following persons were in attendance:
II. 1. The meeting was requested by the Engineering Division to
discuss the proposals received for a transmitter that would replac
the present HT-4 unit. The Chief Engineer stated that he wished
to discuss the proposals received but that he was not in a
position as yet to make a final recommendation. The Engineering

2. Considerable discussion took place on the merits of the
two proposals and the representative of the Operations and
Training Division stated that either of the units would meet
their operational requirements.
3. The representative of Plans and Policy questioned whether
Ccmwo should in effect be developing this type of transmitter or
whether it would be more economical to obtain a military unit de-
sign for a similar purpose. In discussing this question it was
the opinion of several members of the Board that in fact there
was no military equipment that could be utilized for this purpose;
that the Agency's requirements were unique; and that any military
equipment that approached the operational characteristics desired
by the Agency inevitably would be incumbered with features that
the Agency did not need.

4. The Chief Engineer proposed that before a final
decision was reached a visit be made to the plant of each
prospective contractor to discuss further the technical
characteristics of the proposed equipments and to inspect any
representative equipment that they may have available.

5. The Board took action and approved the procurement of
100 Otransmitters and 20 O modulators with the proviso
that when the visit plant is made it is
determined that the t has no overriding
advantages. It was further directed by the Board that the
OC-E Engineering representative will advise both contractors that
ACTION following the submission of the 3 prototype units a period of
4 to 6 months will be required for testing and field evaluation
of these units.
III. 1. The Board was next asked to consider a proposal of the
for the development of 3 items:
a. AC power supply for the RS-11 equipment.
b. A specialized hand generator for the RS-11.
c. A specialized gasoline engine generator for the
RS-11.
2. It was the opinion of the majority of the Board that no
requirement existed for a gasoline generator to power the RS-11
unit and therefore this item should be omitted from the develop-
ment program.
3. The Board approved the proposals submitted by the
for the development of the AC power supply and
the specialized hand generator for powering the RS-11 and
OC-E directed the Engineering Division to process the acceptance of
ACTION the proposal through the Office of Logistics.
