I..eference is made to the propose forwarded
for comments by your Routing and Record Sheet on 4 March 1963.

. 2. We should object to the proposal to issue this under the 25X1 A
series. The action called for is to be taken by the Chief,
Records Integration Division, the Deputy Directors and the Operating
Oficials, No action is indicated by the Office of Security. Too, the
classification of SECRET was not given' by the Office of Security.
3. With reference to paragraph 51 e, we wish to point out
the following:
a. As will be seen from Attachment A, at the request
of the F Division the Office of Security concurred in a waiver
to existing regulations so as to allow the storage of certain
code -designations and true names in a Secure Area within the
Headquarters Building providing certain conditions were met.
It is not recommended that provisions for such an exception
be included in the proposed regulation as this would probably
result in a great number of unnecessary requests to be
forwarded to us.
. b. The first sentence of this subparagraph a relates
to the classification of SECRET being given to records of
code designations and true identities. The guides which were

recently issued by the . '-I iviSiion are not in conflict with
this as (in paragraph .:".-8) it is indicated that correspondence
may be CONFit?k:NTL L which assigns a cryptonym. Thus
a dispatch assigning the cryptonym of XYZ to project 1234
could be classified CONFILLNTIAL but the records giving
the true name or descriptions of projects and identities
would be classified S.ti:CRF.T.

MEMORANDUM FOR: Assistant Deputy Director of Security (PPS)
SUBJECT : Propose Code Designations
1. It is recommended that paragraph (e) of the proposed
regulation be concurred in as written.
2. By memorandum to DD/P dated 15 February 1963, OS
concurred in FE Division's request for a waiver of existing regu-
lations to permit the filing of code designations and true names
on the same card in a Secure Area within the Headquarters Build-
ing. However, OS concurrence was predicated upon the following:
a. Storage must be in an approved vault area or
secure area within the Headquarters Building.
b. The particular storage area must be designated
a restricted area with access to authorized personnel only.
c. Sensitive identities (agent-type personnel) and
code designations must continue to be filed separately.
3. Since the proposed regulation is applicable to Agency com-
ponents, both within and outside the Headquarters Building, it is be-
lieved that the restriction against filing true names and code desig-
nations in the same safe should be continued. However, as you point
out, there are safeguards provided in the Headquarters Building
which will enable us to concur in requested waivers where vaults or
Secure Areas are available for storage of these records.
