Non-Delivery of Congressman's
Letter
This memorandum is for information Only.
2. The following facts are submitted in connection with
the :subject story:
a. Due to heavy constra*cti.n at Central
Building, entry and exit to the North - oath Building
complex is through the back way beginning at 23rd

to locate 2430 E Street.
b. Indications are that the Page who attempted
to deliver the letter first talked with contractor personnel.
The contractor personnel directed him to a guard.
c. The Page did not identify himself to the

guard in accordance with GSA instructions did not
accept the letter.
d. The Commanding Officer of the company to
which the guard is assigned assured us that the conver-
sation between the guard and the Page was amiable.

cannot be reached at this writing.
3. Since this incident in the paper, the instructions to the
guards have been amended. In the event of a delivery of material

addressed to the S. CI or any Agency officials# the guard is
instructed to direct the individual to the nearest Agency recep-
tiooist, or if an Agency receptionist is not in the area, to call
Security on tension 6161 who in turn will accept the material
and forward it to the addressee,

. Since this incident in the paper, the instructions
to the guards have been amended. In the event of a delivery
of material addressed to the DCI or any Agency officials,
the guard is instructed to direct the individual to the
nearest Agency receptionist, or if an Agency receptionist
is not in the area to call Security on Extension 6161 who
in turn will accept the material and forward it to the
addressee.
