THIS IS UNEVALUATED INFORMATION KWANGTUNG GOVERNMENT AGENCIES BEING DISPERSED TO AVOID POSSIBLE KMT AIR RAIDS Hong Kong Chinese-language newspapers, from 5 to 21 December 1950, report that government agencies in Kwangtung are moving into less populated areas to avoid being bombed in air raids. With a few exceptions most of the government agencies in Canton have moved into the suburbs and at the same time, government officials are send- ing their families away from the city and back to their native vil- lages. In accordance with instructions from the Kwangtung Provincial. government, local government agencies of central and south Kwangtung are dispersing into rural areas. CANTON GOVERNMENT DISPERSING AGENCIES -- Hong Kong, Kung-shang Jih-pao, 5 Dec 50 Varisou Canton government agencies have been dispersed to suburban areas as a precautionary measure against possible KMT air raids. Only a few members of each agency are remaining in the city to handle daily business matters. The va- rious district (ch'u) governments and revenue bureaus have not as yet been removed because of the necessity for their continuous presence within the city. Bomb shel- ters and fire-control equipment are being readied for possible use. Since 15 November'1950, approximately 400 women, children, and aged have been evacuated to Shao-chou. Three large-scale reception centers have been established in Chu-chiang from where the evacuees will return to their native villages. Sanitized Copy Approved for Release 2011/09/27: CIA-RDP80-00809A000600370963-2 Sanitized Copy Approved for Release 2011/09/27: CIA-RDP80-00809A000600370963-2 Y CHU-CHIANG, CENTRAL KWANGTUNG GOVERNMENT AGENCIES EVACUATE -- Hong Kong, Hsing-tao Jih-pao, 7 Dec 50 Chung-shan, 6 December -- Upon receiving notice from the Kwangtung Provin- cial government to make preparations for possible air raid attacks, government agencies in the Chu-chiang district have moved their offices to safer locations as follows: 1. Chu-chiang Administrative Special Office to a school building in the Eighteenth Village of the First District 2, Sixth or Chu-chiang Military Subdistrict Office to Chu-hsiu-yuan Ts'un near Shih-ch'i 3. Chung-shan Hsien People's government to San-hsiang in the Fifth District Plans are also being made for dispersing Central Kwangtung District govern- ment offices. According to tentative plans, the Central Kwangtung District of- fices are to move to Tu-yuan; the Hsin-hui Esien government to the area along the foothills of Feng Shan; and the Seventh Military Subdistrict to the Hao-Shan-- Hsin-hid border. SHIH-CH'I GOVERNMENT AGENCIES MOVE -- Hong Kong, Kung-shang Jih-pao, 10 Dec 50 Various administrative and military agencies in Shih-ch'i in Chung-shan, Kwang- tung, began dispersing on 8 December 1950. Since then, the highway between Shih- ch'i and Macao has been crowded. Important agencies of the Chung-shan Hsien gov- erument including the revenue bureau, have been transferred to San-hsiang in the Fifth District; the document files of the Kwangtung-Kwangsi Column and the Chu-chiang office have-'been moved to Chu-hsiu-yuan and Heng-mei villages in the First Dis- trict; and all military affairs offices to Wu-kuei-shan Di ^t. Provisions stored in the various villages have also been transferred to other location. CHIANG-MEN COMMUNIST AGENCIES DISPERSED -- Hong Kong, Kung-shang Jih-pao, 5 Dec 50 Macao, 4 December -- The Chiang-men Military Control Committee and other gov- ernment agencies are reported to have been dispersed from the city, which may be- come a KMT bombing target. These agencies have moved to Chao-lien and Ho-t'ang and business in Chiang-men has been greatly affected. Business firms have moved their valuable goods from the city, and many inhabitants have returned to their vil- lages or have sought haven in Macao. REPORTS KWANGTUNG GOVERNMENT IN CHU CHIANG -- Hong Kong, Hsing-tao Jih-pao, 20 Dec 50 Taihoku, 19 December -- It is 'reported that the Kwangtung government moved its offices from Canton to Chu-chiang a month ago.
