SOVIET ARMY CELEBRATES 7 NOVEMBER 1950 A total of 91 newspapers from 15 union republics, published !E - 10 No- vember 1950, were covered fox this report. Parades were held on 7 h~vember 1950 in many cities in honor of the 33d an- niversary of the Great October Socialist Revolution. Garxison commanders is- sued parade orders during the week preceding the holiday. Military units from local garrisons and military schools paraded tog?ther with units Yrom local ci- vilian organizations. This year, greater emphasis was given the civilian as- pect of the celebrations, while military parades were, in most instances, shorter than they were last year. The tone for this year's 7 November celebrations was set by the formal meet- ing and the military parade in Moscow. 'The formal meeting, held in the Bolshoy Theater on 6 November, was attended by V. M. Molotov, K. Ye. Voroshilov, A. I. Mikoyan, N. A. Bulganin, L. M. Kaganovich, A. A. Andreyev, N. S. Khrushchev, N. M. Shvernik, A. N. Kosygin, M. A. Suslov, P. K. Ponomarenko, M. F: Shkiryatov,, members of the government and deputies to the Moscow Soviet. (Pravda, 7 Nov 50) The address of the evening, made by N. A. Bulganin, was devoted principally to Soviet achievements in the economic field, with,the peace policy of the So~riet Union and the war policy of the US contrasted. (Izvestiya, 7 Nov 50) In keeping with the emphasis on peaceful civilian activity, formal meetings held in capitals and other cities of the various union republics were addressed by party and government of?icials rather than by military men. Conspicuous by their. absence this year were the special articles by high- ranking military leaders, usually printed on the second page of Moscow and re- public newspapers. Instead, the full teact of Bulgaain's speech Was carried !n 23 newspapers published in 15 union republics on 7 November. On 10 November, 20 newspapers published in 15 union republics printed the speech made by Marshal of the Soviet Union S. M. Budennyy at the 7 November parade in Moscow. The air and cavalry portions of the parade were omitted, probably be- cause of the inclement weather. Righ-ranking military leaders stood on Molotov's right on Lenin's Tomb during the parade. They included: General of the Army A. V. Khrulev, Colonel General of Aviation P. r'. Zhigarev, Marshal of the Soviet Union L. A. Govorov, General of the Ax'ny S. M. Shtemenko, and Marshals of the Soviet Union V. D. Sokolovskiy, S. M. Budenayy, K. Ye. Voroshilov, and N. A. Bulganin, who stood next to Molotov. In his speech to the troops, Marshal Bt~dennyy contrasted the peaceful role of the Soviet Union with the direct acts of aggression by the Anglo-American imperialists in Korea. (Pravda, 8 Nov 50) Information of positive intelligence value was almost completely missing in press coverage of the 7 November celebrations. Security restrictions seemed t?o have been tightened as compared with the news coverage given 7 November 199 celebrations. Parade orders, which last year gave names and ranks of all of- ficers involved, this year, in many instances, gave only official titles or only the name of the garrison commander.
