The Executive Agent, National Communications, System, has
approved the enclosed Organizational Plan for, the Office of the Manager,
NCS, and has authorized the Manager to take necessary implementing
action.
With few exceptions, the approved Plan is identical in content to
the proposed Plan transmitted for your comments bytmy letter of 6
April 1965. Revised content appears on'pages.I-6 at-d 9; 11-2, 3, 4 and
6; and 111-3 and 16.
In your reply to my'letter you indicated that you would be prepared
to furnish personnel for the Manager's office in accordance with the
staffing arrangement contained in Part II of the Plan, and the terms of
a proposed Memorandum of Agreement that accompanied my letter. -
Accordingly, I have signed and am enclosing two copies of the final
Memorandum.
I would appreciate your returning to me one completed copy of
this Memorandum. Further details relating to the selection and assign-
ment of personnel may be worked. out directly with the Manager, NCS.
A separate Memorandum has been sent to the other NCS Major Operating
Agencies, together with copies of the approved Plan.
