This memorandum is for information and is in response to your verbal request. 2. All electrical transmissions originated by CIA are assigned reference numbers. These numbers are transmitted to the addressees, and are also reproduced on the copies which are distributed in CIA in order that there will be a common means of reference for all holders of the message. Consecutive reference numbers for electrical transmissions have been used throughout the history of CIA. This system has eliminated confusion caused by messages with similar date time groups. Consecutive numbers are extremely important in accounting for messages throughout the communications network and in message centers. A missing or delayed message is immediately apparent when using consecutive numbers. This is not true if date time groups are used in lieu of numbers because there are often several messages with identical date time groups, and of course there are many gaps in date time groups when no messages are filed.
