Director of Planning, Programming and Budgeting
1. In furtherance of our efforts to achieve maximum efficiency
and economy of operations in all our programs, I would like you to
conduct a joint review of the OSA communications system to determine if
there are advantages in integrating this system with the Agency's world-
wide communications network. The study should present operational
alternatives and an analysis of operational gain vs. cost for each alternative.
2. Some specific questions which should be addressed are:
a. Can OSA messages be processed over other CIA
circuits if proper security safeguards are provided?
b. Are any of the OSA field comcenters located in the
same cities with other CIA comcenters? Would it be possible
for combined comcenters in Washington and selected field
stations to provide service to all Agency components with
greater economy of personnel, equipment, and circuitry?
c. Is there a variable level of activity in the OSA
network? If so, would the integration of the OSA communications
system with the larger Agency system provide a broader base
to meet peak loads and better utilize personnel when there is

3. You should plan to include any resulting program implications
and plans in your Spring program submissions; therefore, I would like
for your findings and recommendations to be submitted to me by
15 February 1967.
