FOR HOOLIGANISM BOURGEOIS TENDENCIES
[The foll.owina report is composed of eight articles on crimes
Juvenile delinquency, hooliganism, and bourgeois. tendencies, taken
.rom newspapers published in various parts of Bulgaria, These
articles, which were. printed in the local, not the central, Bul-
garian.presa, all appear during the same period and mark the
first instance of open treatment of what may be a widespread prob-
lem.
Since the Dimitrov's Union of People's Youth groups are men-
tioned throughout, with criticisms more ox? less implied, it is
possible that there are weaknesses in the entire youth-group pro-
gram.]
HOOLIGANS KILL STAKHANOVITE -.. Gabrovo, Stakhanovski Glas, 20 Feb 54
On New year's Eve 1953-54, drunkard and hooligan peo^gi Mikhaylov attaci;ed
with a knife worker Mikhall Tsanev anci his girl friend at the workers' housing
near the "Burya" State Industrial Enterprise [in Smirnenski]. Fortunately Tsanev
was only slightly wounded. After a militiaman disarmed Mikhaylov, the latter met
another criminal, Mustafa Syuleymanov, and together they decided to provoke another
incident. Without cause, the two criminals attacked stakhanovite Stefan Dimitrov
Sapundzhiev of the "Eftim Apostolov" State Industrial Enterprise near Sapundzhiev's
quarters, Other hooligans Joined the two criminals in beating Sapundzhiev, who
was seriously stabbed several times and beaten. Left in this condition, he died
of wounds received.
The hooligans were tried in Smirnenski on 16 and 17 February 1954. The
principal criminals among them, Mikhaylov and Syuleymanov, xere given prison terms
of 15 years each.

$ooliganism among young people in Tutrakan Okoliya was recently discussed
by the Okoliye Committee of DSNM (Dimitrovski Suyuz na narodnata mladezh,
Dimitrov's Union of People's Youth), but neither the secretaries of the lo-
cal societies nor the members of the Okoliya Committee could see any evidences
c? it in the okoliya. There are unhealthy signs of it in Tutrakan Okoliys, never-
theless. In Staro Selo, groups of intoxicated youths roam the streets, sing
indecent songs, knock on doors without reason, and treat women disrespectfully,
Nikolay Stoyanov [of Tutrakan2) is a member of DSP7M, but he plays swing and
other insipid and harmi'ul dance music. Swing is plsyea at amusements organized
by the second kvartal (ward) society of DSNM in Tutrakan.
Hooliganism is prevalent among Tutrakan (secondary school] students. For
example, discipline is poor and [scholastic) results are not good in the 9B
class in the Tutrakan Gymnasium, in which 16 of the students are second-,ear
students, During class, there is wlristling, rapping, and other disturbances. ,
The secretary of the gymnasiua; DSNM is in this class.
There are many other examples of hooliganism, which usually oocur in places
where the ASNM ac tivitiea are not interesting, In such places as Podles, Poz_
harevo, Dobrevo, Mudrevo, Sokol, and Dunavets, where the youth programs are well
organized, there is no such problem.
The public in Tutrakan Okoliya must support the DSNN societies in destroying
these evidences of hooliganism. People's soviets must support reading rooms and
cultural activities. The bureau of the Okollya Committee of DSNM has taken steps
to improve the political education and the organization of DSNM societies.

Cultural mass work is not being properly coordinated in the various organiza-
tions in Plovdiv, Each group goes its own way and the effect of the groups' ac-
tivities is lessened. This accounts for the instances of hooliganism among some
of the young people, mostly the sons and daughters of persons who are in trouble
with the people's government. Unfortunately, hoxevsr, their example has been
followed by some of our working youth, This indicates weakness in educational
work.
There are varied e;amples ~f bourgeois tendencies. Cases of an incorrect
attitude toward work are not rare. There are over 300 capable young people who,
instead of working, roam the streets looking L'or a "sift berth" in some office.
For example, Dimitur Radev graduated from the Viniculture Faculty at the "Vasil
Kolarov" Higher pg~icultural Institute and then took a ,Job in a drying room,
pushing a handcart. Dimitur Kolchakov, who also graduated From the same fac'~Lty,
became a trainer at the "Dina,u~' State Sport Organization, instead of going to
?rork at a cooperative labor farm, where his skill is needed.
There are irresponsible young people in some enterprises who neglect their
duties.
Some students read crime literature. However, this practice is generally
rare. In imitation of criminal ?heroes," a "Kodeks" (Code) youth group was
formed in the music school at the end of 1952? Its members punched other stu-
dents in ?he stomach. Instead of stopping this practice the DSNM group began
to imitate the "Kodeks" group.
Many Young people use slang. pt the Mechanics and Electrotechnical Tekhn~-
kum, many DSNM members use slang and consider it a sign of great "culture."

School hours are not wisely utilized. Students in the 4A class at the
Tekhnikum, iacluding Nikola Tomov and Iliya Kumanov, are often missing from
classes, Tomov missed i4 of the .32 semester hours in the metallurgy class.
There are many instances of immoral activities betxeen young men and women.
The Urban Committee of DSNM is struggling to correct these xeaknesses in
educational work, but its efforts are insufficient. The entire public, under
party direction, must fight against hooliganism and fight for good morals and
a wholesome Communist education for young people.
The urban people's soviets must take steps to create wholesome entex?tain-
ment for young people, Mass organizations must do better cultural and educa-
tional work.
HOOLIGANISM, BOURGEOIS TENDENCIES IN KOLAROVGRAD -_ Kolarovgrad, Kolarovgradska

In Kolarovgrad, there are young people who imitate "Sofia swing" and who
introduce degenerate Ylestern culture to impressionable youth, Evidences are
noted even in the teachers' institute in the first- and second-year mathematics
and physical culture courses. Class members wear narrow ~~zoot-suit" trousers,
long hair, and affect gangster mannerisms. They often use slang words.

Such tendencies are noted in amusements. The DSN!?1 committee at the institute
does not take corrective measures, The secretary of the second course, Iliya
Nzkolov, thinks that these young people are incorrigible. However, there are no
incorrigible young people and the DSNM committee, the instructors, and the psrty
organization must take steps to eliminate these xeaknesses.
The entire public must take part in the battle against hooliganism, which
ie seen in the kvartals, in the gymnasiums, and, at night, in the streets in
Kolarovgrad.
The primary source of hooliganism is the deluded sons of former tsarist of-
ficials and officers, such as Krustyu Khandzhiev, Yordan Iliev, and T. 4bdorov,

The DSNM must str~ggle?to eliminate e11 bourgeois tendencies. In connection
with this, the DSNM commititee at the mixed secondary school in Trek:yano took a
Umber of measures, Recently, the students of the 9A class held a meeting at
't+hich Bonev ~fnu], the student organizer, gave a speech entitled, "Against Bour-
geois Tendencies and $ooliganism." He emphasized that the DSNM member must serve
as an,~example both in school and out. Questions and comments followed the speech.

The bourgeois class is trying in every xay to obstruct progress, especially
with regard to the youth. It attempts to stir up the wrong attitude toward labor,
books, socialist science, and culture among youth and tries to encourage idleness
and juvenile delinquency,
Some students in Sevllevo Okoliya are apolitical, smoke, play cards, do not
attend classes, feign illness, and try to amuse themselves in an insipid manner
by reading harmful Literature.

Tsonyu Semerdzhiev~ s student from the 9A cluss, calls out to the teacher
during physics class, You are not doing the experiment correctly," when the
.xperiment is proceeding normally, N. Staykov, s ma.e student in the 11th
class, smokes with female student D. Konteva in the ladies' room.
Staykov's guardian, D. Dimov, a former court petitioner, daily teaches the
boy his own "wise ways," Dimov says, "Listen, no one can make y3u study.
People are becoming directors, even xith only a third-class education." The
boy does not study and received felling grades.
There is a category of students which does not recognize regulations, or-
ganization, or school work. It is unfortunate that such students as Tasko
Botev Kunev from the 6G class, a second-year student, are in the gymnasium
preparatory school. Kunev smokes and wanders from candy store to candy store.
Each evening, he goes to the motion-picture theaters. He does not attend
school regularly and when he does ge, he enters class whenever he feels like it.
Mariya Draganova of the same 6G class tore up her notebook because she was
given a poor report.
Students Tsv. Obushtarova and M. Dragieva from the 9th Class circulated a
cynical poem among the students of the girls' secondary school in Sevlievo.
The poem was discovered by the committee of the DSNM, and the offenders were
Punished.
The party organization, the teachers councils (pedagegicheski~ suvet), and
the DSNM are combating these influences. A report on the existence and evidences
of bourgeois morals was given before the teachers at the boys' secondary school
in Sevlievo on the initiative of the school party organization. A meeting of
parents was held et which a report on raising and caring for children was read.
The DSNM committee at the gymnasium organize3 a discussion on the morals of
today's yow,g people.
POOR BEHAVIOR OF YOUTH IN PAZ.ARDZHIK -- Pazardzhik, Septemvriysko Zname, 5 Mar 51+
On 23 February 195k, young people beh::ved very badly at t;ie student and trade-
union art exhibition in the "Videlina" Reading Room in Pazardzhik. They shouted,
made other noises, and beat on tables. The personnel of the reading room were
unable tc prevent +,he disorde.*.s and the members ~f the Education and Culture Sec-
tion of the Pazardzhik People's Soviet did not make any attempts to stop the dis-
orders. The folloxir,g day the reading room was s shambles, as 60 chairs xere
lying on the floor. Such occurrences of hooliganism must be stamped out in
Pazardzhik.
HOOLIGANISM, LAZINESS AMONG BULGARIAN YOUTR -- Sofia, Rabotnichesko Delo, 6 Jan 54
It has been noticed that many youtin try to evadt work. This was the caee
with youths who were scheduled to help out at the "Ge~rgi Chankov" TKZS (coopera-
tive labor farm) in Lisets, Lcvech Okoliya, p reporter wrote that the entire ef-
`ort of the DSNM (Dimitrov's Union of People's Youth) in helping in the fall sow-
ing at the 77CLS consisted of writing a few slogans.
Reporter Gutyu Gutev wrote that the reading room in Mirovtsi, Novi Pazar Oko-
liya, was freouented by 1. ~ligans, such as Slavcho Ivanov, Todor Pe?rov, and Kun-
cho Kunev.

DSNM club the "~ +`~~~' '~?`a`?? va?iiya, wrote that at the
youth is dancing "distorted dances (,jitter bugp], that secre-
taries of the DSNM Ivanke Atanasova and Yordanka Varcheva participated in
these dances, and that in the evenings youth sing "intoxicated" songs in the
screets. Many youths from Golyam Izvor evade cultural and educational work
and participate in "unhealthy" activities. Youths only visit the reading room
when dances are given. The laziness of youth in the village does not even
disturb party secretary Georgi Iliev nor the chairman of the all-rural committee
oi' the Fatherland Front. They are indifferent toward these occurrences. The
reading roomrre:.embles a beer hall.
At the opening of t;,e DSNM school year in Dolna Oryakhovitsa, Gorna
Oryakhovitsa Okollya, only 25 out of 140 members attended opening classes.
GROUP OF HOOLIGANS ACTIVE IN "CHERNO MORE" MINE -- Burgas, Chernomorski Front,

Hooliganism is the result of poor example, poor family upbringing, and poor
public education in mass organizations, p group of hooligans is operative in
the "Cherno More" Coal Mine. One of the leaders of this group is Georgi Ivanov
Stoyanov (Kosara), called "wild animal" by his group. Nhile the coal miners were
trying to sleep at night, Stoyanov end his group kept them awake by singing inde-
cent songs, shouting, and breaking windows and doors. Stoyanov provoked fights,
which he won because of his strength. This made him even more famous. During
a dance in October 1953, Stoyanov became drurilc, broke phonograph records, win-
dows, and tables, and fought with the militiamen, wiio were trying to restore or-
der.
One evening, Stoyanov and his group beat ~p an operator of a threshing ma-
chine, as a result of which the machine was idle 2 days,
Stoyanov is not a party member and is being exploited by enemy elements.
After he was dismissed fx?om the "Cherno More" Mine, Stoyanov began to live a life
of a parasite. He forced his mother to give him money by threatening to kill her.
His father, who was always drunk, was a bad example for Stoyanov.
The court sentenced Stoyanov to one year in prison. -- V. Stoykov
