OF PAGES 5 DATE PUBLISHED 4 Feb - 25 Mar 1953 RUMANIAN ENTERPRISES CALL FOR HIGHER NORMS ' [Mayor emphasis in economic articles appearing in Bucharest newspapers during March 1953 was placed on a drive for higher norms. Workers in industrial enterprises in various parts of the country declared at meetings that working conditions had improved, technical knowledge had increased, and production had been mecha- nized. Therefore, they requested that they be assigned higher norms to complete the Five-Year Plan in 4 years SEMANATOAREA FACTORY REQUESTS NEW NORMS -- Bucharest, Munca, 1 Mar 53 Workers from the Semanatoarea factory in Bucharest are requesting the establishment of new norms to correspond with the higher technical level of factory employees and improved efficiency of the workers. This request is fully justified, since, during 1952, a total of 27 modern machines have been brought from the Soviet Union and installed at the factory. Likewise, 31 new, domestically manufactured machines and 18 used machines, assigned by the ministry from other factories, were also installed. The laboratory was fur- nished with modern Soviet equipment and with a modern machine for polishing rod for ballbearings. The second reason for the overfulfillment of norms is the increased tech- nical level of the workers. In 1952 alone, over 500 workers were qualified as skilled workers, and in February of 1953, a school for training unskilled labor was established by the party organizations at the factory. Because of these two reasons, all past norms were surpassed. Former norms are no longer appli- cable at this time, because experience has proven that they are easily sur- passed. Therefore, all former norms should be abolished and new ones estab- lished. The use of the graph method is overcoming many of the errors which were so frequent In 1952. The enterprise committee, with the support of the primary party organization, has organized conferences to determine reasons for delays. For example, it was discovered that reaper and sower production was hampered by the fact that raw materials and equipment were not brought to work benches and to machines on time. New methods were discovered. For example, Nicolae Varbiu developed an improved method of heat treatment in the production of blades for reaper bindera. To eliminate bottlenecks, the plant is beginning to produce many items which formerly were supplied by other enterprises, such as wheels for reapers. In Section 3 of the plant, an accurate and up-to-date inventory of items on hand is kept. Another method which facilitates repairs and assembly is the creation of interchangeable parts. Despite these outstanding successes, certain errors have occurred at the plant. Only 59 percent of the workers and technicians are engaged in com- petition. The primary party organization has failed to popularize new work methods. An intense drive to orient workers politically must be carried out to fulfill the production plan and to surpass all norms. SOVROMERACTOR FACTORY REPORTS NEW RESULTS -- Bucharest, Vista Sindicala, 24 Feb 53 Youth brigades of the Sovromtractor factory in Stalin show successful production results. By using the Krysanova method, brigades produced 117 percent more pistons than required by the January norms. UTM (Uniunea Tineretului Muncitoresc, Union of Working Youth) brigades are renewing their promise to overfulfill the norms in honor of International Women's Day. Many have already surpassed their norms by 90 percent, CEMENT FACTORY CALLS FOR NEW NORMS -- Bucharest, Munca, 17 Mar 53 The Victoria cement factory has grown considerably in the past several years. Because of the many new inventions and improved machinery, workers were able to surpass the norms far above the quotas called for, They are, therefore, requesting new and higher norms. INCREASED OUPPUS BRINGS HIGHER NORMS AT ELECTROAPARATAJ -- Bucharest, Munca, 25 Mar 53 The Electroaparatai factory in Bucharest has an important role in the electrification plan of Rumania. Its workers and technicians have succeeded in achieving important successes and in producing superior-quality products. In 1952 alone, the enterprise received numerous modern machines with large production capacity, such as machines for shaping rivets, two threaders, three notching machines, and many othors, Also, three new conveyer belts were in- stalled at the factory, and many smeller improvements were also completed. As a result, technological progress was rapid, Over 400 workers took speciali- zation courses I, II, and III, and more than 104 of them developed innovations during 1952. This fact is a definite ob- stacle to production progress. The present norms actually curtail workers' efforts. Therefore, these norms must be increased so that the workers can complete the Five-Year Plan in 4 years. Bucharest, Munca, 3 Mar 53 Workers of the Electroaparataj factory in Bucharest held a meeting to discuss the possibility of increased production norms. Much argument took place, but one Stakhanovite, Florica Mocanu, concluded that working conditions at the factory had improved considerably since the original norms had been es- tablished. For example, machines were installed in a new, larger hall. Almost all equipment is new, and labor output increased because of new Soviet methods. Workers are constantly surpassing their individual norms by as much as 81 per- cent each day. In view of these facts, workers have reached the conclusion that the old norms are no longer applicabl*#snd should be scrapped. Among the many achieve- ments at the factory, the most outstanding one is the reduction of time in the assembling of star-deltas from 7 hours to 6.5 hours. INCREASE LOCAL INDUSTRY IN BUCHAREST REGIUNE -- Bucharest, Vista Capitalei, 5 Feb 53 To raise the standard of living of workers in the Bucharest Regiune, the regiune people's council is stimulating the increase of local industry. In 1953, local industry is expected to have a greater production and will surpass 1952 by the following percentages: canned meats and poultry, 55 percent; tomato paste, 62 percent; vegetable preserves, 65 percent; bricks, 30 percent; and slippers made from corn fiber, 600 percent. Norms are set correspondingly higher. FOOD PRODUCTS NORMS SURPASSED -- Ducharest, I4unca, 1 Mar 53 At the Victoria factory in Bucharest, over 22 percent more food products were produced than were called for by the production plan. Some individual workers increased their production by as much as 51 percent, HIGHER NORM FOR MtNOTEIISICA -- Bucharest, Munca, 1 Mar 53 The Manotehnica factory in Bucharest was furnished with new machines and equipment of all types. Whereas in former times, metal-shop workers and smelters had to work outdoors during both summer and winter, they now have a protected work hall with good heating. A new lathe was recently received from the Hungarian People's Republic, a crane was received from Czechoslovakia, and large shears came from the Union factory in Satu Mare. Norms were soon sur- passed, and the quality of work improved. Therefore, workers proposed that new and higher norms, more in harmony with the present capabilities of the factory, be imposed. I OGRESUL REQUESTS RE-EXADIINATION OF NORMS -- Bucharest, Munca, 1; Mar 53 f' Workers of the Progresul factory in Braila met to request a re-examination of former norms, to correspond with the new improved technical and organiza- tional conditions at the factory. Ene Vranceanu explained that due to the in- stallation of a vertical lathe and other machinery and equipment, work became easier and norms were fulfilled more readily. Therefore, he demanded that fairer norms be instituted. SUCCESSES OF REPUBLICA FACTORY -- Bucharest, Munca, 4 Mar 53 The labor collectives of the Republica factory in Darete attained con- siderable successes in 1952. Production plans were surpassed by 7.71 per- cent for amount of output and by 9.19 percent for value of output. Produc- tion costs were reduced by 5.53 percent, and the quality of products improved by 7.10 percent. In January 1953, the monthly production plan was surpassed by 5.78 percent and the value of production, by 6.86 percent. Furthermore, Stakhanovites increased in number. The average rate by which daily production norms are exceeded is 80 percent. However, despite these good results, the outcome could have been even better than this, had the norms been readjusted to meet present conditions. Today, norms should be increased. Also, various Rumanian and Soviet work methods should be introduced. PLOESTI REGIUNE WORKERS DEMAND HIGHER NORMS -- Bucharest, Munca, 3 Mar 53 More and more workers of Ploesti Regiune are asking for a revision of old norms. Because of the application of Soviet methods improved technical knowl- edge, and better factory equipment former production norms are no longer appli- cable. Workers demand higher and fairer norms as a stimulus to higher produc- tion. Increased norms were requested throughout all sections of the factory. IMPROVEMENTS AT SOVROM-UPIIAJ-PETROLIFER -- Bucharest, Munca, 4 Mar 53 Brigades are working on their 1956 production norms in the hardening room of the Sovrom-utilaj-petrolifer factory. This success is due to increased technical knowledge, as well as to the superior skill of the workers. It is also due to the new furnaces which were recently installed and to the several new devices designed to lighten the work load of the workers., Four new trac- tors and trailers were installed in the cement section of the factory. INCREASED PRODUCTION AT RESITA -- Bucharest, Munca, 5 Mar 53 In the past few days, numerous union meetings were held by workers and technicians of the Sovrom-utilaj-petrolifer factory in Resita. Many workers and technicians showed how the re-examination of the norms in 1952 had resulted in increased production. They declared that a re-examination of the present norms would result in increased production in the future. One reason for the successes in recent production Is the fact that over 400 inventions were adopted in 1952. These inventions resulted in economies of essential raw materials and in the increase of the technical level of all workers employed there. $ibsequent meetings revealed the fact that there are many internal re- serve yhich remain unused and that the norms in many sections are artificially inflated, thereby lowering production and increasing production costs. All the sections have requested that the present norms be re-evaluated to coincide with the improved working conditions and increased technical knowledge of the work- ers. Workers pledged to work untiringly for the fulfillment of the newer, higher norms. Sanitized Copy Approved for Release 2011/09/14: CIA-RDP80-00809A000700120639-8 Sanitized Copy Approved for Release 2011/09/14: CIA-RDP80-00809A000700120639-8 HIGHER NORMS DESPITE EXISTING DIFFICULTIES AT PETROSANI -- Bucharest, Munca, 4 Mar 53 There was much turmoil and many arguments at the Petrosani mine equipment factory. Following the example of Stakhanovites from leading factories in Bucharest, some workers of the Petrosani factory requested a revision of the old norms. Because of new equipment, larger halls, better-trained workers, utilization of Soviet methods, and many other improvements, work became easier and norms were fulfilled more readily, they declared. Often, individual work- ers surpassed their production norms by as much as 100 percent. Therefore, meetings were called where workers had the opportunity to request higher norms. However, difficulties were pointed out at these meetings by several dis- gruntled workers; for example, Nicolae Caprar requested that an elevator be constructed by the side of the furnace so that the material brought there for "melting need not be carried by hand. Other workers declared that the railroad- car lines on the factory grounds are in need of repairs. The diesel motor often breaks down, and the air pressure in the compressors is never what it should be. Furthermore, the main hall should be better heated, raw materials should be more readily available, and the machinery should be checked more regularly. If all these shortcomings are rectified, production could increase and the production norms could be speedily adjusted to correspond with the in- creased production. CFR WORKERS REQUEST NEW NORMS -- Bucharest, Munca, 3 Mar 53 Influenced by the patriotic movement toward changing norms, CFR (Caile Ferate Romans, Rumanian Railroads) workers in Iasi requested the administra- tion of the workshops to set new norms which would bring about higher produc- tion and lower costs and would ultimately result in improved living conditions. Niculai Sandu, a fitter at the factory, explained that the present norms fail to stimulate the workers into increased production. All workers who spoke at recent meetings favored the establishment of new norms. VIDRA FACTORY LISTS SUCCESSES -- Bucharest, Munca, 3 Mar 53 Workers from the Vidra factory in Orastie adopted the patriotic theme of rechecking the norms. In view of the higher level of technical knowledge, in- creased capabilities for production, and increasing application of Soviet work methods, workers demand higher norms for spurring them on to higher production. WORKERS FROM VISCOFIL SUBMIT PROPOSALS -- Bucharest, Munca, 16 Mar 53 Workers and technicians of the Viscofil factory in Bucharest made numerous proposals and innovations to lighten the labor load, raise production, and lower production costs. In the past, packages were sealed with bronze clips. Now, clips are made out of iron, which is stamped from scrap sheets found in the factory; a 25,000-lei saving to the factory has resulted. Another new invention at the factory is the substitution of new types of filters in the viscose-filtering room. This step resulted in far better work- ing conditions for the workers, since it eliminated completely all injurious gases.
