All tempera- tures are in degrees centigrade 15 April On 14 April, comparatively warm weather continued in the northern European USSR. Temperatures were 10 degrees in Kirov, 11 in Arkhangel'sk, and 12-13 in Syktyvkar, Sverdlovsk, and Leningrad. Other temperatures were about 10 degrees above zero in Minsk, Kishinev, Odessa, and Krasnodar, 7 in Moscow and Stalingrad, and 5 in Kazan' and Kuybyshev. The lowest tempera- tures were recorded in the chernozem zone; in Orel, Kursk, and Voronezh, day-time temperatures were only 1-2 degrees above zero. Rains fell in Chkalovskaya, Kuybyshevskaya, Orlovskaya, Moskovskaya, Tul'skaya, Ryazanskaya, Kurskaya, Tambovskaya, and Ul'yanovskaya oblasts; the foothill section of the Northern Caucasus; and locally in the Transcaucasus. Sunflowers and maize are being planted in Odesskaya and Dnepropetrovskaya oblasts and Moldavia, sugar beets and flax are being sown in Kievskaya and Zhitomirskaya oblasts, and perennial grasses are being sown under cover of winter crops in Estonia and.Yaroslavskaya Oblast. The weather continues to become warmer in Western Siberia. The thermome- ter registered 10 degrees above zero in Omsk, Novosibirsk, and Barnaul. There was no precipitation. Harrowing of winter crops has begun in Novosibirskaya Oblast. It was warm in Central Asia and southern Kazakhstan. Temperatures were 12 degrees above zero in Dzhambul, Alma-Ata, and Stalinabad, 15 in Tashkent and Kzyl-Orda, and 20 in Ashkhabad. Cherries have finished blossoming in Alma-Atinskaya Oblast. Around Kirovabad, potato plants were emerging from the ground and cotton was sprouting. Dry weather, favorable for field work, prevailed in the Baltic republics, Belorussia, the western Ukraine, Moldavia, and the Northern Caucasus. Temperatures in the far south and far north were similar during the day: 10 degrees above zero in Arkhangel'sk and Krasnodar, 12 in Syktyvkar and Sim- feropol', and 11 in Riga and Ufa. It became considerably warmer in the Lower Volga Region; daytime temperatures were 12-13 degrees above zero in Saratov and Stalingrad. Cool weather prevailed in the centr..l and chernozem zones; noon tempera- tures were only 5 degrees above zero in Moscow, 2 in Orel, and one in Kursk. Snow fell during the day in these areas. Due to the cool weather, field work and development of growing crops was delayed; however, the delay has no sig- nificance for the harvest since moisture in the soil was not depleted. After an interruption because of rain and cool weather, sowing of spring crops has been resumed in the Baltic republics and Belorussia. Sowing of sugar beets is in full swing in the Ukraine. Apples and pears have begun blossoming in Moldavia. The weather continues to become warmer in Western Siberia. Yesterday, the temperature in Barnaul was 20 degrees above zero. In some parts of southern Omskaya Oblast and Altayskiy Kray, the soil has reached the proper condition for field worn. 17 April On 16 April, the protracted unstable weather conditions prevailing in the southern European USSR began to be replaced by warmer weather; by midday, the warmer weather had spread to the chernozem zone and the Volga Region. Maximum daytime temperatures reached 20 degrees in Simferopol' and Krasnodar, 15 in Rostov on the Don and Voroshilovgrad, and 13 in Kursk and Kuybyshev. It was also somewhat warmer in the central zone. During the night and morning, heavy rains fell throughout the Volga Region from Astrakhan' to Gor'kiy; in most areas, they totaled 5-10 millimeters of precipitation. Along with the warmer weather, meteorological conditions for field work, the development of winter crops, and growth of grass on meadows and pastures have improved considerably. Blossoming of orchards is about to begin in the steppe portion of the Crimea, Moldavia, Northern Caucasus, and the southern Ukraine. It became somewhat cooler in Western Siberia. Rain fell in Barnaul, snow in Novosibirsk. Working of the soil has begun in the southern portion of Novosibirskaya Oblast and the western portion of Altayskiy Kray. It was warm and dry in Central Asia. Weather conditions were altogether favorable for field work and the development of crops. 18 April The warm weather of 16 April became warmer on 17 April and spread through- out almost the entire European USSR. Daytime temperatures were 10 degrees above zero in Petrozavodsk and Syktyvkar, 13 in Riga, Moscow, and Gor'kiy, 17-18 in Kuybyshev, I'nepropetrovsk, and Kishinev, 20 in Simferopol', and 25 in Krasnodar. The warmer weather has con- siderably accelerated drying of the soil. Soil moisture is good everywhere, including the Volga Region; the moist condition of the soil favors the germi- nation of seeds and normal development of sprouts. Planting of potatoes and maize is continuing in the Ukraine. Spring wheat has begun to sprout. In the southern Ukraine, winter grains are entering the tube stage. Around Koval', orchards are beginning to blossom. It was warm in Western Siberia, with daytime temperatures of 10-12 degrees above zero. Working of the soil and sowing of spring crops has begun in the southern portion. It became cooler in Kirgizia and northern Tadzhikistan; light frosts were observed locally during the night. In Turkmenia, the weather continued warm and dry. The daytime temperature in Ashkhabad was 20 degrees. 19 April On 18 April, very warm weather continued in the European USSR. Daytime temperatures rose as high as 2u degrees in the Volga Region and chernozem zone. The thermometer registered 21 degrees in Stalingrad, 23 in Dnepropetrovsk, and 27 in Krasnodar. Rains fell during the night and morning in the Baltic republics and Belo- russia as well as in Orlovskaya, Bryanskaya, Sumskaya, and Izmail'skaya oblasts; the 'eather was relatively cool in these oblasts. Temperatures recorded were 11 degrees above zero in Minsk and Kishinev and 13 in Kiev. The soil is in condition for field work throughout the territory south of Leningrad, Moscow, Tambov, and Ural't6. Sowing of spring crops is in progress in -ie Baltic republics. Winter crops have resumed growth in Bashkirskaya ASSR. 21 April On 20 April, warm weather without precipitation continued in most of the eastern European USSR. It was cool and rain fell in many areas of the western regions and the Crimea. Noon temperatures were 18 degrees above zero in Kuybyshev, 17 in Gor'kiy, Kazan', and Stalingrad, 16 in Tambov, 15 in Moscow, Kirov, and Sverdlovsk, 14 in Ufa, Chkalov, and Voroshilovgrad, 13 in Krasnodar, Dnepropetrovsk, Vologda, and Ust'-Tsil'ma, 12 in Orel, Kursk, and Nal'chik, 9 in Rostov on the Don, Simferopol', and Odessa, 5 in Kishinev, 4 in L'vov, 3 in Kiev, Minsk, Leningrad, and Petrozavodsk, and one in Arkhangel'sk. During the first 12 hours of 20 April and the preceding 24 hours, espe- cially heavy precipitation, up to 10-15 millimeters, fell in most of Moldavia, the western Ukraine, and in Belorussia. In connection with the high temperatures prevailing during the last few days in the central regions and eastern European USSR, the soil has dried out and is in condition for working almost throughout the territory south of a line running from the southeastern shore of Lake Ladoga to Ivanovo and Kuybyshev. Warm weather without precipitation also prevailed throughout Siberia as far as Lake Baykal. Daytime temperatures ranged between 14 and 16 degrees. It was., considerably cooler only in the Barnaul area, where the temperature was only 9 degrees above zero. At night, frosts were observed in the Baltic republics and Belorussia. Noon temperatures were only 8 degrees above zero in Krasnodar and Rostov on the Don, 5-6 degrees in Simferopol', Kishinev, Minsk, and Riga, and only one in Leningrad and Kiev. It was warm everywhere in the Urals, Middle Volga Region, and the eastern central region. Temperatures were 15 degrees in Moscow, 16 in Tambov, 17 in Ufa and Kazan', and 18 in Gor'kiy and Kuybyshev. For the second day in succession, rain, mixed at some places with snow, fell, in most of the Northern Caucasus and Transcaucasus, in the Crimea, Moldavia, almost all of the Ukraine, eastern Belorussia, and western central region, including Bryanskaya, Smolenskay.~, and Kaluzhskaya oblasts. These rains were badly needed for the further development of crops, especially in Moldavia, the Ukraine, and the Northern Caucasus, where strong winds had blown during the last days. Sowing of spring crops was getting into full swing throughout the Volga Region as far north as Ul'yanovsk; spring wheat was sprouting and winLer crops were entering the tube stage in the southern Ukraine and in Rostovskaya Oblast. It was very warm in Siberia. Temperatures of 15-17 degrees were recorded in Novosibirsk, Barnaul, and Krasnoyarsk. The soil was in condition for working and, locally, sowing of spring crops was in progress. Temperatures were considerably higher in Central Asia; they rose to 20 degrees in Tashkent and Stalinabad and to 25 in Ashkhabad. Crops, especially cotton, were developing normally. 23 April On 22 April, as on the day before, cool, overcast weather prevailed in the western and southern European USSR, while it was warm in the eastern portion. Noon temperatures were 18 degrees above zero in Kirov, Kazan', Kuybyshev, and Chkalov, 17 in Vologda, 16 in Gor'kiy and Ufa, 15 in Sverdlovsk and Saratov, 14 in Moscow, 13 in Ust'-Tsil'ma, 12 in Tambov, 11 in Stalingrad, 10 in Krasnodar, 9 in Rostov on the Don, Simferopol', and Odessa, 8 in Voroshilovgrad, Voronezh, Riga, and Lvov, 7 in Kursk, 6 in Velikiye Luki and Orel, 5 in Kiev and Leningrad, 4 in Minsk, 3 in Dnepropetrovsk, and 2 in Arkhangelsk. During the first 12 hours of 22 April, rains fell in the Crimea, Kuban', central and eastern portions of the Ukraine, Rostovskaya and Stalingradakaya oblasts, some portions of the central chernozem zone, and many areas west and northwest of Moscow. Weather conditions permit spring plowing and sowing of spring crops in all areas south of a line running from Pskov through Moscow to Kuybyshev. North' of this line, supplemental fertilization and harrowing of winter crops and sow- ing of perennial grasses was in progress. Daytime temperatures were 14-16 degrees above zero in Western Siberia and 16-19 degrees in Eastern Siberia. 24 April On 23 April, moderately warm and mostly dry weather continued in most of .the European USSR. Noon temperatures were 12 degrees above zero in Krasnodar and Voroshilovgrad, 13 in Moscow and Tambov, 14-15 in Kazan' and Sverdlovsk, and 16-17 in Saratov and Kuybyshev. It was very warm everywhere in Siberia; daytime temperatures were 15-16 degrees in Omsk and?Tobol'sk and 18 in Irkutsk. In Central Asia and southern Kazakhstan, warm, dry weather continued. Temperatures were 18 degrees in Ashkhabad and Kzyl-Orda and 21 in Dzhambul. Brief, light rains fell in some central zone areas. In the south, up to approximately a line running through Kiev, Poltava, and Voroshilovgrad, winter crops have entered the tube stage; farther north, they are in the bushing stage under very good growing conditions. Field work is developing in Kostromskaya and Ul'yanovskaya oblasts. Every day, more and more spring crops are sprouting in most of the Ukraine and in Rostovskaya Oblast. 25 April On 24 April, the weather became warmer in the western and southwestern European USSR. During a 24-hour period, temperatures rose 3 degrees in Minsk, Kiev, and Kishinev. On 24 April, the highest temperatures were recorded in the Volga Region and Urals. Noon temperatures were 16 degrees in Saratov and Kuybyshev, 17 in Sverdlovsk and Gor'kiy, and 18 in Stalingrad; in Kursk, Dnepropetrovsk, Sim- feropol', and Krasnodar, the thermometer read 12 degrees at noon. It was warm everywhere in Western Siberia; temperatures were 12 degrees in Tobol'sk, 15 in Novosibirsk, and 17 in Omsk. Conditions are good almost everywhere for field wr.k and the development of crops. The soil is being worked throughout the European USSR, including Leningradskaya and Kostromskaya oblasts. Oat.. are being sown in Ryazanskaya Oblast and fodder root crops in Estonia; in the Ukraine, planting of maize and potatoes is continuing. Winter wheat has entered the tube stage in Pol- tavskaya Oblast. In Uzbekistan, potato plants are emerging from the ground and cotton iz sprouting. Rains fell during the night in the western Ukraine, including Zhitomirskaya and Vinnitsaya oblasts, the Kuban', and southern Rostovskaya Oblast.
