THIS IS UNEVALUATED INFORMATION KJANGTUNG CCP REDUCES NUMBER OF PORTS OPEN TO FOREIGN TRADE AND PASSENGER TRAFFIC The Kwangtung People's government issued regulations on 11 Jan- uary and 31 January 1951 limiting -the number of ports open to foreign trade and passenger traffic. Only three ports ere open to foreign trade and nine to passenger traffic. REDUCES FOREIGN-TRADE PORTS TO THREE -- Canton, Nan-fang Jih-pao, 23 Jan 51 The Kwangtung People's government and the Kwangtung Military District Head- quarters, on 11 January 1951, jointly issued the following regulations concern- ing the closing of ports in the Chu Chiang area to foreign trade- 1. These regulations were issued, in accordance with a Government Administra- tion Council's directive, to strengthen the defense of the mouth of the Chu ChiAng against enemy attack and infiltration. 2. Beginning 31 January 1951, all ports at the mouth of the Chu Chiang and Hsi Chiang, with the exception of exception of Canton, Chiang-men, and Wu-chou, will be closed to foreign trade. 3. For the convenience of local merchants, ship-inspection stations will be set up at San-men, Talch'an, and Ch'ien-span to inspect fresh vegetables and livestock being exported to Hong Kong and Macao. However, no passenger or cargo destined for foreign countries will be allowed to pass through these inspection stations. 4. All ships of less than 500 tons, when entering or departing from the Chu Chiang, must proceed to the Ta-ch'an station to have their cargo inspected, hatches sealed, or seals inspected. All ships of more than 500 tons must anchor 3 kilo- meters northeast of the Ta-ch'an station for inspection. STATE ARMY NAVY AIR D wulrl At uuNtWWtr I9 . No ship is allowed to go to the Ch'ien-Shan station byway of Ma-lu-chou. 6. The sections between Shih-chiao and Jung-ch'i, and between Ta-ch'ang and H'-men are closed to all ships from sunset to sunrise, unless otherwise specifically authorized. 7. With regard to ships plying between Hong Kong and Macao, only those which hs.ve facilities for sealipg their hatches will be allowed to pass through the mouth of the Chu Chiang, unless otherwise speci.:lcally authorized. 8. Under no circumstances other than an emergency, may the hatches sealed by the custom house or by the inspection station by opened by other government agencies.. When inspection is deemed necessary, the ship must be brought to the station for inspection by officials of the inspection station. 9. Sealing of hatches will begin 1 February 1951. NINE PORTS OPEN TO PASSENGER TRAFFIC -- Hong Kong, Kung-shang Jih-pao, 1 Feb 51 Canton, 31 January -- on 31 January 1951, the Kwangtung People's government issued the following regulations concerning the control of passengers entering and leaving Communist China, to prevent infiltration of Nationalist special agents. They will become effective 15 February 1951. 1. All ports and customs stations in Kwangtung Province, with the exception of the following nine ports and customs stations, will be closed to passenger traffic: Huang-p'u, Kung-pei, Pei-hai, Shen-.ch'uan, Swatow, Shan-wei, Ft Bayard,. Chiang-men, and Hai-k'ou. 2. All persons-entering or leaving Communist China through the above- mentioned ports and customs stations, must have permits issued by the Public Security Office above the level of a hsien or municipal government, one from the place of departure and another from the point of destination. Nonresidents of Kwangtung, attempting to depart through the above-mentioned places in Kwang- tung, must have a departure permit issued by the Public Security Office above the level of a hsien.or municipal government of their respective place of origin. Only after approval by the Kwangtung Provincial Border Guard Office will depar- ture be permitted. 3. All Overseas Chinese returning to China with proper identification are exempt from obtaining the entrance permit prescribed in Section 2 above. All matters concerning persons leaving for overseas will be handled by the Overseas Chinese Affairs Office. 4. All travelers not having a permit, or whose permit does not specify the port of departure or entrance, shall be arrested and dealt with according to law. 00NFIDENTI:'".'.
