According to reports from New Delhi, the Tibetan "rebellion" against the
Chinese Central Government 1s controlled by the Chinese Communists. US observers
of Tibetan affai_e feel that the Tibetan "rebellion" not only evidences rapid
growth of CCP strength, but also inlicatre that the Chinese Naticnali.et govern-
ment is beginning to have internal rifts and that the6e rifts appear not only
in the outlying regions but also in Ihina proper.

London, 27 July 1949 -- According to .repay*.s from New Delhi, local People Is
Governments have expelled all Chinese Officials, who have now reachod India on
their way back to China. The reason for this action is that if the. Chinese
goverment remains in control of Tibet, Chinese Oa anlst troops will invade
that oountry, bringing the miseries of warfare to Tibet.
Nov Delhi, 26 July 1949 (CNA) -- TL.) Chinese Minister to Tibet, Lo Chia-
lun, today denied to an Indian neve agency that the Chinese gcv'' ment'a mis-
cia:a in Lhasa contained Communist elements. The Min:eter stated that. he is
not a Ccmmunist and did not desire the infiltration of Cc unists into Tibet
or any other region.

Singapore, 24 July 1949 -- An Indian government spokesman states that full
reports about the popular revolt in Lhasa have not yet been received and a delega-
tion will be sent to Tibet to ascertain the details of the in.ident.
