Monthly Report - London Bureau - May 1986
1. The annual FBIS coordination meetings with the BBC
were, held at the beginning and end of the month in
Wa~ngton with Bureau Chief
attending both sessions. the 13BC side, the General Manager
of the Monitoring Service, Eric Bowman, and the heads of
Reception Department and of News and Publications, Godfrey
Offord and Henry Pavlovich, participated in the Washington
meetings and went on to visit IS bureau selecting Panama
for a stopover en route home.
2. The Monitoring Service's traditional "morning meeting," whose
attendees had proliferated in recent years as the purpose became
increasingly obscure, is having its size trimmed and its focus
sharpened. Attendance will be confined to two representatives
O (1 each from BBC's two departments - Reception and
News/Publications - and two from FBIS. Business will no longer
be conducted around the edges but will be the purpose of the
session: operational problems, coverage issues, consumer
requests and needs, exchanges of information.
3. May's events included Prime Minister Thatcher's first visit to
Israel, the deci.aration of the final liquidation of the Austro-
Nagarian Empire, and panic in the British tourist industry as
Americans cancel holiday travel in the U.K. This was also the
month when English and Scottish toads left their winter _ern

A. Editorial/Communications
The bureau file broke only one record this month with the
highest daily average for any May in the bureau's history, at
99,660 words. Confirmation that London copy is circulating
around the world via satellite came from Bangkok Bureau, which
picked up takes of the Moslem World Review on Intelsat. BBC's
John Francis has reported to the bureau in the past that FBIS
materials have been observed on Intelsats.
B. Lateral Services
The American Embassy in Riyadh sent thanks to Gulf and London
bureaus for their "quick and helpful" (albeit negative)
responses to the embassy's query about a speech or sermon by
Iranian President Khamene'i to the effect that Iran was planning
to ease attacks on Saudi shipping. Neither bureau had monitored
any remarks to that effect by any Iranian officials.
C. Technical
l 1. 1 IThe 220-foot longwire antenna recently installed at the
Islamabad Unit has had to be taken down since it was
blocking construction equipment entering and leaving the
embassy compound. It will be some eight months before the
antenna can be reinstalled.
2. Cabling to carry video signals monitored at Crowsley to
Caversham is now in progress and will eventually replace
the present somewhat uncertain microwave route via the
Thames Water Authority's tower. Cable-laying has been done
at the Caversham end and is now disrupting traffic on the
way through Emmer Green.
An eight-day, fine-tooth-combing of bureau records at the
Embassy and Caversham produced the assessment that this was "one
of the best" in the Washington auditor's experience. It also
produced a sigh of relief from Admin Officer and
her team, particularly in London
who bore the brunt of the inquiries. The admin staff subscribes
to the views of the Duke of Wellington quoted in the last
section of this report.
B. Personnel
j was promoted to GS-9. PMU Russian linguist
went on maternity leave 9 May.

Peter Deakin, who replaces Chris Child this summer as head of the
BBC's East Africa Unit, was given an FBIS briefing by Deputy Chief
on the 8th. Stan Kottock, Chief, Science and
Technology Center, was given a bureau orientation by Bureau Chief C
on the 29th. The Regional Medical Officer visited the bureau
on the 13th for consultations with some staffers, and an auditor from
Washington researched bureau records 19-28 May. Hong Kong Associate
Editor and wife visited the bureau on the 27th.
From the bureau: Bureau Chief was in Washington for the
BBC-FBIS annual coordination meeting at the first of the month and in
meeting at the end of the month.
Editor had a day's TDY at Vienna Bureau while in
Austria on private travel.
The Duke of Wellington wrote to the British Foreign Office in London
in August 1812:
While marching from Portugal to a position which commands the
approach to Madrid and the French forces, my officers have been
diligently complying with your requests which have been sent by His
Majesty's ship from London to Lisbon and thence by dispatch rider to
our headquarters.
We have enumerated our saddles, bridles, tents and tent poles, and
all manner of sundry items for which His Majesty's Government holds
me accountable. I have dispatched reports on the character, wit and
spleen of every officer. Each item and every farthing has been
accounted for, with two regrettable exceptions for which I beg your
indulgence.
Unfortunately the sum of one shilling and ninepence remains
unaccounted for in one infantry battalion's petty cash and there has
been a hideous confusion as to the number of jars of raspberry jam
issued to one cavalry regiment during a sandstorm in western Spain.
This reprehensible carelessness may be related to the pressure of
circumstance, since we are at war with France, a fact which may come
as a bit of a surprise to you gentlemen in Whitehall.
This brings me to my present purpose, which is to request elucidation
of my instructions from His Majesty's Government, so that I may
better understand why I am dragging an army over these barren
plains. I construe that perforce it must be one of the two
alternative duties, as given below. I shall pursue either one with
the best of my ability but I cannot do both:
1. To train an army of uniformed British clerks in Spain for the
benefit of the accountants and copy-boys in London, or,
