February 1986
5-8 February 11th Plenum of KWP convenes in P'yongyang; announces
leadership changes and calls for economic improvements,
stressing need for new technology. Changes in state planning
and light industry ministries reflect efforts to improve
13 February In meeting with local and foreign press in P'yongyang, Lib-
yan envoy Mohammed Omar Baruni refers to explosions in
Vienna and Rome airports and interception of Libyan
airliner by Israel and blames US for current tension in
region.
18-21 February A delegation of the North Korean Olympic Committee, headed
by its chairman, Kim Yu-san, visits China.

19 February Foreign Trade Minister Ch'oe Chong-kun leaves for USSR
and Malaysia as head of government economic delegation.
19-24 February Delegation headed by KWP Secretary Kim Hwan visits
Thailand. Delegation pays courtesy calls on Prime Minister
Prem Tinsulanonda and Deputy Prime Minister Bhichai
Rattakul. The official visit is aimed at consolidating
friendly ties, especially trade ties, between Thailand and
20 February Lesotho informs South Korea of its decision to resume dip-
lomatic relations after a three year "suspension." Comment:
This follows a major setback for North Korea in Lesotho.
North Korean military advisers had been training supporters
of the Prime Minister, who was ousted in a coup in January.
These advisers, as well as agricultural and construction
technicians--for a total of 19--were expelled by the new
Mass rally in P'yongyang supports KPA supreme commander's
order to prepare for a combat mobilization posture to
counter US-South Korea Team Spirit exercise. Kang Hui-won,
Yi Yong-il, and Yi Chun-hui address the rally, denouncing

A group of Korean businessmen from Japan, headed by Chon
Yon-sik, chairman of the Federation of Korean Traders and
Industrialists in Japan, visits Kim II-song. Ho Tam and
Kim Pok-sin are also present.
Soviet Foreign Trade Minister B.I. Aristov and Foreign
Trade Minister Ch'oe Chong-kun sign a trade and payments
agreement covering 1986-90. North Korean Ambassador to
USSR Kwon Hui-kyong is present.
North Korean soccer team defeats South Korean team 1-0 at
the 17th-International Football Tournament for the "King
