CRITICIZE INADEQUATE PREPARATION FOR SPRING PLANTING
Proper preparations, both of actual farm ',ork and of party work, must be
undertaken for the spring planting campaign. In 1951, such preparation were
often made toy late, as was the case in Lushnje District, which failed to meet
either its planting or it; harvest objectives,
The local governmental organs are behind in their cssk of making pro-
visions for the distribution of manure and fertilizer, deep plowing, the rop_
ulaci)n of the water distribution system, the selection and preparation of
eeeas, and the repair and preparation of tools and equipment.
According to information released by the Ministry of Agriculture, prep-
aratIor,s "or spring plowing are behind schedule. Up to 21 January 1952, only
e5.5 percent of the deep plowing program has been fulfilled, instead of the
projected 80 percent, and only 38.6 percent of the deep plowing program for
cotton. Sarande and Elbasan districts are the farthest behind in the deep
plowing program. The agriculture sections /-of the people's councils] in these
districts are responsible for this situation because of their failure to take
proper measures. In addition, the MTS of Elbasan District and elsewhere have
not done their part in providing sufficient aid for the deep plowing program.
The executive committees of the people's councils must take proper steps
during February to insure the euccese of the deep plowing program, and must
pay special attention to the greater utilization of MIS motcr power. In the
distribution of manure and fertilizers it must be kept in mind that preference
is to be accorded the industrial crops -- cotton, sugar beet, and tobacco --
while distribution for corn has a lower priority, It is nocessary also to
stress the importance of cleaning stubble from corn fields and old cotton
plants from cotton fields, to reduce the damage which corn and cotton insects
have been causing to the yields in recent years.

The people's councils must organize collectively the distribution and
delivery of certified seeds from the various depots.
The JUS must pay more attention to the repair and upkeep of their tractors
and machinery.
Finally, a continuous struggle must be maintained against sabotaZe by ku1ak .
