-- There were 17 briefings on the Hill this past week.
-- A major milestone was accomplished this week with the printing and
distribution of individualized benefits statements for all Agency
employees. Published under the auspices of the Office of Personnel with
considerable support from the Offices of Information Technology, Logistics,
and Finance, the annual statements provide employees with comprehensive,
personalized information on their entitlements and benefits in such areas
as health and life insurance, retirement and disability annuity estimates,
and survivor benefits. Such statements are a major communication tool in
private industry and represent a significant step forward in our efforts to
keep employees informed and up-to-date on important matters affecting them
and their personal planning.
-- Work has started on the Headquarters compound security control centers,
roadway modifications and associated roadway repaving. Specifically, the
contractor has proceeded with grading, placing sewer lines and constructing
the foundation for the Route 123 Security Control Center. Work will

-- PMCD will be meeting with Directorate representatives this week to finalize
the criteria to be used in converting our secretarial positions and people
to the new secretarial system. Conversion of OP and OF software to
accommodate the new system is underway. OP is presently formulating a
response to some informal questions from the HPSCI Staff on the program, an
outgrowth of discussions with them some weeks ago.
Congress
-- When the Congress returns from recess, the intelligence committees will
turn to our authorization bill. HPSCI will report out its version by
mid-month; SSCI, by month's end.

3. A major milestone was accomplished this week with the printing and
distribution of individualized benefits statements for all Agency employees.
Published under the auspices of the Office of Personnel (OP) with considerable
support from the Offices of Information Technology (OIT), Logistics (OL), and
Finance (OF), the annual statements provide employees with comprehensive,

4. As of 26 March, the CT recruitment ad in The Washington Post on
16 March focusing on the teaching profession produced 272 responses, an
unusually high number. Similar ads targetted at the legal profession will
appear in the April issues of The Legal Times and The American Bar Association
Journal. In addition, an ad focusing on military skills will appear in the
31 March edition of the Army-Navy-Air Force Times.

12. The Office of Training and Education (OTE) reports that the Executive
Development Program one-day seminar on "Resource Decision Making for
Executives" was held on 19 March 1986 for a full enrollment of 0 senior 25X1
officers. The Seminar, which received very high marks from participants, was
conducted by the Deputy Comptroller, and Chief, Analysis Group, Office of the
Comptroller. In addition to discussions of the Agency Budget Process and 25X1
Program Formulation, special topics covered were Funding, 25X1
Reserve for Contingencies, Gramm-Rudman-Hollings, and Physical Facilities
14. The Office of Information Services reports that two lobbying groups
are requesting information on a Nicaraguan disinformation campaign as reported
in the press. One group, the Washington Legal Foundation (WLF), claims that
it "enthusiastically supports U.S. efforts to restore democracy and thwart the
establishment of a Soviet surrogate-state in Nicaragua...." The other group,
the Washington Office on Latin America (WOLA), on the other hand, is concerned
that the Government of Nicaragua plans to use them as part of their campaign,
i. e., what the WLF refers to in their letter as "useful fools."

At the request of Secretary Shultz's office, EURA prepared a
series of papers in support of the Secretary's trip to France,
Italy, Greece, and Turkey. EURA analysts also attended a meeting
chaired by Commerce DAS Vargo on the effect of EC enlargement on 25X1
US trade, and briefed officials of the Export-Import Bank on
Yugoslav political trends.
NE SA prepared a memorandum for the Pentagon and NSC
assessing Qadhafi's likely response to continued US military
pressure, and a typescript on the impact of US actions in the
Gulf of Sidra.
A sanitized version of an OEA typescript on North Korean-
USSR relations was delivered to the Pentagon for Secretary
Weinberger per his request. OEA also attended a meeting held by
Bob Cornell, a Treasury Department Deputy Assistant Secretary, to
discuss international finance and balance of payments.
ALA provided a situation report to Under Secretary of State
Armacost on the Nicaraguan-Honduran border situation and
unclassified talking points to Oliver North of the NSC. ALA also
met with NSC Director of African Affairs and the NIO for Africa
to discuss Renamo--the Mozambican insurgent movement.
SOVA officers briefed Dr. John McTague, Acting Science
Advisor to the President, on the Soviet economy.

A group of SOVA officers attended a meeting of the DoD
Steering Group for Improved Methods for Strategic Analysis hosted
by Rand Strategy Assessment System Pro~eet in Santa Monica. From
Rand, they went to Lawrence Livermore National Laboratory to hear
a series of technology briefings.
SOVA was represented at the 11th Annual Arden House
Conference, in New York sponsored by the Harriman Intitute,
Columbia University, and the Russian Research Center, Harvard
University. The conference theme was "USSR Under Gorbachev: One
Year After." A SOVA analyst also chaired a colloquium at the
Center for Sino-Soviet Studies at George Washington University on
"Gorbachev and the Challenge of Industrial Modernization."
Briefings on the Hill

ACIS completed an answer to a HPSCI question about arms
control monitoring and the intelligence budget.
OSWR briefed House Permanent Select Committee and
Intelligence staffers on Soviet nuclear test site activity.
OGI analysts accompanied the NIO/Narcotics and the NIO/Latin
America to brief the Senate Caucus on Narcotics Control.
NESA briefed Senators Gary Hart and Bennett Johnson on
Middle East security conditions and Egyptian and Israeli politics
in preparation for the Senators' upcoming visits to the area.
OEA briefed Congressmen Solarz and Cheney on South Rorea,
and Congressman Henry J. Hyde of HPSCI on Malaysia.
ALA provided briefings for Senator Lugar, HPSCI (full
committee), and Senate Armed Services Committee staffers on the
Nicaraguan-Honduran border.

1. When the Congress returns from recess, the
intelligence committees will turn to our authorization bill.
HPSCI will report out its version by mid-month; SSCI, by

Administration Proposals Included: FBI CI access to
bank records; FBI access to state and local government
criminal history record information (given to CIA, DoD and
OPM last year); one year extension of SecDef personnel
termination authority for DIA employees; DIA "medivac"
authority; authority for DoD to "recycle" proceeds from
certain CI operations; and clarification of authority of
Defense Mapping Agency to enter into mapping agreements with
foreign countries.
Administration Proposals Excluded: CIA/NSA/DIA
personnel authority to deal with drug & alcohol abuse and
interlocutory appeal authority; DoD proprietaries authority;
FBI access to telephone toll records; and Archivist provision
(non-publication of notice of certain record destruction
schedules in Federal Register).
Inclusion of Pro osals Deleted from Final
Administration Bill: DoD FBI authority to expend funds to
bring foreign CI officials to the U.S. for consultations; DoD
military HUMINT collector award; "boilerplate" provision
concerning authority to conduct intelligence operations
(deleted from the Administration's draft bill at NSC
insistence).

SSCI Bill: The SSCI is not as far along in drafting
its bill as the HPSCI. Generally, it appears that SSCI will
include in its bill all the Administration proposals which
HPSCI is including and exclude those which HPSCI is excluding
(although HPSCI-deleted interlocutory appeal and Archivist
provisions may have some very tentative SSCI support). SSCI
will hold a hearing on several of the provisions, possibly in
conjunction with the "mark up." SSCI is not expected to
include the HPSCI-initiated former spouses provision.
3. We are working with appropriate offices on the
following hearings: counterintelligence, 9 April (SSCI);
DDCI confirmation, 10 April (SSCI); security countermeasures,
16 April (SSCI); covert action, 17 and 23 April (SSCI); third
world requirements, 20 April (SSCI); and NFIP overview, 24
April (SAC).

We have produced a new 16-minute Multi-Media Show entitled "CIA and Its People"
to replace our outdated version. In an unclassified format it depicts what the 25X1
Agency and its people do. The show will be useful to the recruiters, to those
officers who talk about the Agency to other components of the national security
community, to our trainers, and to academics and others with whom the Agency 25X1
relates. We have the program in a variety of formats, includin VH nd Beta, to
mail out on loan. The presentation was done in-house for about whereas
estimates from potential contractors ranged from 25X1
The Sunday NEW YORK TIMES magazine contracted with David Wise, author of The
Invisible Government, to do a story on Agency recruitment. This is a popular~P and
