The third "e" is elucidation which is the sum of the individual parts and greater than the whole. Enlightenment comes only after the intelligence analyst has labored long in the vineyard prac- ticing research crafts and mastering analytical skills. Only then is the intelligence analyst ready to turn professional and devise new tech- niques to see around and through a problem, explore unknown territory and try a new and different approach. C. 20505 Dear Admiral Inman, As a Texas Ex and a former NSA analyst, I was delighted to hear of your promotion, both in rank and position. Congratulations and best wishes to the best man for the job of Deputy Director of Central Intelligence. In this technological age of mass produced intelligence data, the policy maker more than ever needs meaningful interpretation. As an old pro, I can prove a very present help in the monu- mental task of upgrading analysis. I propose "The Third E" Seminar to advance thinking on the command level, develop foreknow- ledge and raise analysis from a craft to an art. The seminar would be geared for experienced ana- lysts within the intelligence community , GS-12 and above. It would challenge and encourage them to stick their necks out and tell what it means in plain simple English. Enclosed is a suggested course outline which describes briefly the ten analytical tools I de- signed for the President and his National Security Adviser, the Secretaries of State and Defense, and the Joint Chiefs of Staff. Please select those which you think would prove most beneficial. May I call upon your Director of Training to discuss a possible fall seminar on "The Third "E"? Some have been borrowed from traffic and cryptanalysis; others from data processing and information retrieval. But all have been combined and applied in unique and creative ways. Each how-to paper describes the adapted tool and tests the custom design in a real live intelligence problem.
