Present in addition to the Executive Director were A/DD/P, DD/S&T, DD/I, DD/S, General Counsel, Inspector General and D/PPB (for first three items only). Mr. Colby opened the meeting noting that he had a couple of items to be taken up before those listed on the formal agenda. This memorandum will cover the items as they appeared during the discussion. a. Executive Director Paper on Records History and Archives: Mr. Colby acknowledged receipt of comments on the first draft (except for DD/P whose illness prevented his responding). Mr. Colby indicated that he will take the comments into account in producing another draft. b. Proposed DCI Conference I I Mr. Colby 25X1 indicated he would like to mention this preliminarily and to solicit ideas for inclusion in the discussion. He noted that the early May timetable previously anticipated seems out of the question and had no solid information on which to suggest a schedule. Mr. Colby suggested the following as topics he believed should be included: (1) Compartmented Security Systems: He noted that the initial study is now being worked on by O/S. He hopes to have some proposals resulting from the further work by O/S to distribute in advance of the 25X1 session. The latter he would expect to identify in sufficient time for the Deputies to react in advance (3) Evaluation System. (4) Information Processing: Mr. Colby indicated that the IP&E Board has been requested to develop across the board standards and to consider possible systems for charging or costing computer services. Mr. Colby further said that the Board has been told to stay away from hardware orientation. (5) Equal Employment Opportunity: Mr. Colby's thought is to have a report similar to that presented at the last Deputies Meeting. (6) Personnel Situation in General: The handling of people in problem areas. (7) RD&E in the Agency. Mr. Duckett suggested that community reorganization having been given major attention at last year's meeting should again be an item and Mr. Colby immediately agreed. Mr. Colby then went on to the matter of participants. He was told that D/NIPE (now D/IC), D/NE, and D/PPB were present last year and he seemed to agree that at least the first two should again attend. Mr. Houston noted that he had not attended previously and Mr. Colby seemed to be inclined to believe that both he and Mr. Broe should be present. Mr. Colby finally said that he was not sure about anyone else but there seemed to be a consensus that the presence of D/PPB was a good idea. c. Coordination of CIA Contacts with Private Industry: The Executive Director pointed to his draft memorandum as explaining the reason for having the item on the agenda. DD/I indicated his belief that DCS has the largest number of contacts - he proposed and it was agreed to expand the item to include academic institutions - and proposed that the DCS representative should chair the suggested working group. DD/I inclined to a scheme which would have several points of contact in the Agency which could be polled rather than attempting to establish a single point since the latter would necessarily involve creation of some duplicative records. DD/I pointed out that DCS already has its contact in machine records. DD/S&T questioned whether indeed a problem exists and the Executive Director agreed that the working group should address that first then look at the idea of focal points for contact information. (It is my belief that ultimately we will have three contact points - one each in DD/I, DD/P and DD/S - with each responsible for gathering all data for its Directorate and the DD/I center point (DCS) responsible for assembling DD/S&T information. ) *e. Classification and Declassifi cation: Mr. Colby introduced this topic and asked that we pass out the copies of the directive on the Foreign Relations series. Mention was also made of the Lebanon history and declassification matter. In the context of CRS also seeming to be a logical focal point DD/I asked whether the historian should be involved and the Executive Director did not think it appropriate. I mentioned Dr. Ehrmann's desire to be involved if the substantive writing were to be done in the Agency rather than working only with existing finished intelligence papers. I also mentioned the suggestion from Mr. Franklin at State that the Agency might be asked to furnish broad groupings of documents leaving to Franklin's people to decide what would and would not be used in their writing of publications. Various reactions would indicate that the Agency will make its own decision on specific documents. It was suggested by the DD/I and subsequently agreed that those present should react to us on this draft prior to our putting the revised regulation into formal coordination. Mr. Houston commented that our subparagraph k(l)(c) might be altered through some more general Agency exemption. (0/S will have to determine from him what he specifically has in mind.) Mr. Houston also mentioned the inter-relationship between the Government-wide rules and our own regulation noting that he very likely would be the Agency representative on the overall review committee. f. As an add-on item Mr. Houston mentioned that we would not surface any executive agreements except those negotiated for us by the Department of State in response to Senator Ervin's request. 25X1 Jo .
