Director of Central, Intelligence
1. In an effort to clarify the relationship that should exist
between SWNCC and CIG, the Director of Central Intelligence met
with the members of the State-War-Navy Coordinating Committee in
formal session 16 October 1946, At this meeting it was agreed
that collaboration between SWNCC and CIG was desirable and con-
sequently the Secretary of SWNCC was directed to consult with
the Secretary of NIA and submit a report to SWNCC setting forth
the recommended action arequired to effect the cooperation and
collaboration desired between the two agencies.
2. As a result of the joint study presented by the SWNCC and
the NIA Secretariat, the State-War-Navy Coordinating Committee
on 20 November 1946 agreed that:
a. Formal liaison should be established between the
SENCC Secretariat and the NIA Secretariat with authority
to arrange for further liaison between SWNCC Subcommittees,
ad hoc corilittees, working parties, and organizational

units of CIG,
b. SWNCC Subcomittees, ad hoc committees and working
parties should. be authorized to invite CIG officers to
attend meetings when subcommittees or working parties so
desire.
c. The NIA Secretariat should be (laced on regular distri-
bution for all mimeographed subcommittee and working party
papers.

3, At the special request of the Special Assistant for
Research and Intelligence of the State Department, it is to be
understood that the procedure 'eod, ta between CI.G and the
Intelligence -Chie 's of the Stt.to j Wes' and Navy De4 rtr. ents
(Intelligence Advisory Board) will be observed in connection
with all CIG liaison established with SWNCC. This procedure
pertains to the submission of intelligence estimates prepared
by CIG, which In each case will either have the concurrence of
all members of the Intelligence Advisory Board or trill permit
any substantial dissent to accompany, where applicable, the
particular intelligence estimate.
4. It is the desire of the Director of Central 'Intelligence
that all possible assistance be rendered the State-War-Navy
Coordinating Committee in natters pertaining to National
Intelligence.. By the media of SWNCC papers received in CIG by
the NIA Secretariat, the Director of Central Intelligence will
be kept informed of all SWNCC matters and the Central Intelli-
gence Group will be able to render such intelligence service as
may be required by SWNCC. In this way the State-War-Navy
Coordinating Corumlttee may receive the fullest benefit of the
production of National Policy Intelligence.
5. A CIG Administrative Order will be published outlining
the procedures required within CIG to effect ` the -desired colla-
boration between SWNCC and CIG.
