2. Review of Crisis Situations
a. Watch Committee Report

Noted.
h. Middle East
The members discussed recent political and military develop-
ments in Syria, both with respect to their impact on the Syrian
internal situation and the possible reactions of other countries in
the area, such as Israel and Turkey. The members also discussed
reports regarding alleged Syrian actions against US aircraft. In
addition, reference was made to King Hussein's reported plans to
travel from Jordan at an early date.
The members exchanged views on the Indonesian situation,
particularly in the light of Sukarno's recent speech.
3. Fifth Annual Progress Report
to the IAC of the Scientific
Estimates Committee
(IAC-D-74/5, 5 August)
explained the nature of the action which the
SEC expected to take in implementing the objectives proposed in
Section IV of this report. He also noted that SEC action had not
as yet been finalized on objective "b". With respect to objective
"b", after General Breitweiser referred to the risk of variance

between these publications and NIE's, the Chairman stated, and the
members concurred, that any such study should not be disseminated
until after the related NIE had been published and the SEC paper
conformed with the NIE. The members then approved this report,
noting, however, that objective "h" was still under consideration
by the SEC members.
4. Review of Priority National
Intelligence Objectives

The members approved the proposed Priority National
Economic Intelligence Objectives. They also approved the draft
Priority National Intelligence Objectives in the field of International
Communism, subject to the deletion of the word "particularly" from
paragraphs I, a, 2 and I, b, 2.
The members also agreed that these two sets of priority
objectives, as approved, and the Priority National Scientific and
Technical Intelligence Objectives (IAC-D-50/8) were consistent
with the over-all Priority National Intelligence Objectives (DCID 4/6).

Re Warning Systems Survey
Committee
The members noted a communication from the Executive
Secretary, USCIB, to the Secretary IAC, containing certain
recommendations with respect to the procedure to be followed by
the IAC Warning System Survey Committee (WSSC) in carrying
out its mission, and agreed to instruct the WSSC to adopt those
recommendations.

during which the members heard and discussed a special report
