a. Watch Committee Report

b. Soviet Internal Situation
The, members discussed intelligence and information from
various sources bearing on recent internal political developments in
the USSR, particularly with respect to the possible significance of
Zhukov's dismissal as Defense Minister. After their discussion the
members agreed that this should be considered. as a "crisis" situa-
tion and the Chairman noted that he expected to brief the NSC on
these developments.
C. Other Situations
The members discussed certain matters pertaining to the
situation in Berlin.
Mr. Kent invited the members' attention to various factors
which appeared to. require a review of certain portions of the existing
Argentine estimate. After he noted that a CIA memorandum had been
prepared on this situation, the members agreed that this memorandum
should be distributed to the agencies prior to next week's meeting, at
which time the members would review the memorandum and consider

its disposition, including the possibility of the preparation of a
coordinated paper.

3. Initiation of SNIE
on Hong Kong
The Chairman and Mr. Cumming outlined the basis and nature
of a requirement for a crash estimate on Hong Kong. After reviewing
and suggesting certain modifications in draft terms of reference which
were circulated at the meeting, the members agreed to initiate such
an estimate, with a target date of 19 November for IAC consideration.
4. Memorandum re
Soviet Capabilities
and Intentions
(IAC-M-312, item 9 a)
Copies of a memorandum on various military factors affecting
Soviet capabilities and intentions over the next five years, dated
28 October, were distributed to the members. The Chairman noted
that this version of the memorandum, an earlier draft of which had
been discussed at last week's IAC meeting and subsequently circulated
to the members (IAC-M-312, item 9 a), incorporated changes which

also noted that, in briefing, he had advised that various figures ap-
pearing in the paper had not been coordinated and that these questions
were currently being reviewed by the US intelligence community.
More specifically, the Chairman said that he had referred to the fact
that the Air Force considered the heavy bomber figures given in the
memorandum as too low. Following their discussion, the members
agreed that this memorandum should be treated as an IAC document
for purposes of the record. (See Secretary's Note No. 1. )

5. Intelligence Considerations
Arising from Possible
Amendment of Atomic Energy
The Chairman noted that the possibility of amending the Atomic
Energy Act to permit a wider exchange of data with certain friendly
countries was being studied. He suggested that Mr. Traynor follow
this matter and advise the IAC of any significant developments from
an intelligence viewpoint before any proposal is formalized and
submitted to the President.

8. Abel Case
The Chairman reported on and discussed with the members
recent developments in the Abel case.
9. Department of Defense
Study on Defense Against
Ballistic Missiles
(Report by Ad Hoc Committee,
24 October; IAC-M-310,
item 6 b).
The members noted the report of the working group on this
proposal and discussed various relevant factors. During this dis-
cussion General Collins emphasized the necessity of treating the
problem primarily as one involving estimates of future collection
capabilities. Following their exchange of views, the members agreed
that the study should be undertaken by a working group in the light of
this discussion and on the basis of the assumed data given in the
initial terms of reference (IAC -D -81 / 15, 30 September). In this
connection, it was understood that the working group would consult
further with WSEG regarding the realism of 1965 as the date for the
assumed capabilities. It was also agreed that this be a high-level
working group with maximum clearances, under a chairman to be
selected by Mr. Dulles, and that the group should attempt to complete
its work in about six weeks.
10. Budgetary Discussion
The members discussed certain matters bearing on the method
of presenting items for budgetary purposes. It was agreed that the
members should study their individual problems, and consult with
their comptrollers and with the Bureau of the Budget on a working
level, after which the IAC would again review these questions with
representatives of the Bureau of the Budget from the standpoint of
the manner of presenting any over-all budget for the intelligence
community.

SECRETARY'S NOTES
1. Unless requested to do so by a member, the Secretary
does not propose to make any additional dissemination of the revised
memorandum on various military factors affecting Soviet capabilities
and intentions over the next five years, dated 28 October, which was
distributed and discussed at the IAC meeting on 29 October. How-
ever, pursuant to the IAC decision that this memorandum be treated
as an IAC document for record purposes, recipients are requested
to add "IAC-D-110" in the upper right-hand corner of each of the
pages, which number the IAC Secretariat will regard hereafter as its
official designation.
2. In view of General Schow's request that the question of the
release of certain NIS on Near and Middle East countries
(IAC-D-45/12. 19, 18 October 1957) be considered at a regular IAC
meeting, this matter will be placed on the agenda of an early IAC
meeting.
