2. Situation Review
a. Watch Committee Report
No. 380
Noted. In this connection, General Wienecke commented
on reports regarding the withdrawal of Turkish troops from areas
near the Syrian border.
b. Guatemala
The Chairman expressed concern regarding renewed
Communist activity in Guatemala and the apparent disunity of anti-
Communist forces. Mr. Arneson referred to measures that the
State Department was taking to obtain more information bearing on
this situation. General Wienecke also indicated that the Army ex-
pected to check further into available information regarding the
nature and identity of the political elements which the military
appeared to be supporting.
C. Middle East
The Chairman referred to certain developments affecting
the situation in Jordan, such as Egyptian propaganda action. The
members also discussed recent indicators of Nasser's attitudes
and various other developments bearing on US-Egyptian relations.
d. Far East
The Chairman noted that the situation in Laos was going
through a critical phase and Mr. Arneson commented on certain
pertinent developments.

The members exchanged views on the, situation in
Indonesia, particularly with respect to the results and possible
significance of the recent municipal elections.
Admiral Frost invited the members' attention to reports
regarding student demonstrations in Malaya.
3. SNIE 13-3-57
The Chinese Communist
Threat to Hong Kong
a. Approved the draft estimate, subject to changing the period
of this estimate from five to three years.
C. Agreed not to release this estimate to USIA.
d. Noted the findings and approved the recommended action
in the post-mortem on this estimate.
4. SNIE 31/1-57
Yugoslavia's International
Position
a. Approved as amended.
b. Agreed to release this estimate to USIA.
C. Noted the findings and approved the recommendation of the
post-mortem on this estimate.

general nature of any reply. During the discussion, General Lewis
noted the desirability of emphasizing the collection aspect of this
problem and suggested the formation of an ad hoc collection committee
to review this matter. The members agreed to establish such a
committee, composed of representatives having maximum clearances,
and that this committee should prepare a draft reply to the recom-
mendation for consideration at the next regular IAC meeting.
8. NIE 11-4-57
Main Trends in Soviet
Capabilities and Policies,
1957-1962
The members discussed various aspects of this draft estimate,
including a number of proposed amendments. Tentative agreement
was reached on certain portions of the paper but action was deferred
on other parts of the estimate, such as those dealing with Soviet
long-range aircraft and* submarines. Following their exchange of
views, the members agreed to continue their discussion of this
estimate at a special IAC meeting on Friday, 22 November.
