DATE OF INFORMATION 1950 DATE DIST. (y Jun 1950 NO. OF PAGES 2 SUPPLEMENT TO REPORT NO. THIS IS UNEVALUATED INFORMATION Rumanian newspapers have been playing up the Bortkevich method of metal- working -- using a special alloy tool with a :negative rake angle and a high cutting speed -- which has been adopted by turners at nine plants in Rumania. According to the Rumanian press, the use of this method has led to extremely rapid cutting of metal and to greatly increased production. At the "Sovromtractor" Plant in Brasov, 11 turners are now using this method and have reported cutting speeds up to 320 meters per minute along with production that exceeds established quotas by 35 percent. The "Infratirea" Metallurgical Plant in Oradea has eight turners using the Bortkevich method and some of these have increased their production by 96 percent. The "1 Mai" Factory in Ploesti reports cutting speeds of 340 and 355 me- ters per minute through the use of the Soviet method of metalworking. The time needed for machining the trolley axle of a drilling rig has been reduced from 36 hours to 12 hours, for a reducing pump axle from 15 hours to 7 hours, and for a trolley drum from 70 hours to.50 hours. A cutting speed of 520 meters per minute has been reached by lathe oper- ators at the "Timpuri Noi" Plant. The Nicolina Railroad Workshops at Iasi report that three turners are using the Bortkevich method. A cutting speed of 113 meters per minute has been attained in machining coupling bolts and the time has been reduced from 15 minutes to 4 minutes. Twelve men at the "Strungiil" Factory in Brasov are now using the new method of metalworking. Three turners have achieved cutting speeds of 280 meters per minute. The "Sovrommetal" Metallurgical Plant at Resita has eight machinists using the Bortkevich method. One of these men exceeded his quota for machin- ing sleeves for oil equipment by 220 percent. One even managed to record a figure of 400 percent above his quota. At the "Unio" Factory in Satu-Mare, a cutting speed of 224 meters per min- ute is reported. At the conclusion of a conference of technicians and foremen at Brasov, many pledged themselves to instruct at least five workers at their respective plants in the Bortkevich method of rapid metalworking. In addition to the nine plants mentioned above, the new method will be introduced at the "6 Mar- tie" Plant in Tohan, at "Electro-Precizia," and the "FSR" Plant in Rasnov. - 2 - CONFIDENTIAL Sanitized Copy Approved for Release 2011/08/17: CIA-RDP80-00809A000600310725-2
