tion provides a flexibility which the pro-
posed revision would substantially restrict.
We have not become aware of any degree of
abuse or inequities which would require a
change having general application. There
might be isolated or infrequent instances
where inequities occur, but these could be
corrected by administrative control exer-
cised at the authorizing or approving levels.
