I. GENERAL
A. In late July, the Embassy GSO began to organize and let

1. The event that elicited by far the broadest press
coverage in South Africa in July was the meeting in Dakar between
a delegation of 50 prominent Afrikaners and high-ranking members
of the outlawed ANC. The far right AWB threatened to "get" the
liberal Afrikaners upon their return, but police escorted the
delegation out a side entrance at the airport, and most of the
arrests were among journalists trying to cover the event.
2. The debate over holding talks with the ANC took on a
new dimension following the 30 July bomb blast in downtown
Johannesburg, which injured 68 people and was described as the
largest of the 11 bombings in South Africa this year. The
bombing was condemned by all white political groups, including
the leader of the delegation to the Dakar talks. The.ANC has yet
to claim credit for the blast, which came on the anniversary of
the founding of the South African Communist Party. The RSA
defense minister warned the Frontline States of possible
retaliation. The blast came a few days after the Bureau for
Information announced a dramatic 80-90 percent decline in
unrest-related incidents in the first half of 1987.
3. On 9dtly the board of inquiry into the plane crash
that killed Moza bican President Samora Machel presented its

demanded further investigation of a false radio beacon, which

5. UNITA and the Angolan Government both reported
initial successes in the opening clashes of the long-awaited
offensive by Soviet and Cuban backed units of the Angolan Army
against UNITA strongholds. Angola claimed to have inflicted a
major defeat on South African Army units operating inside Angola
in support of UNITA. South Africa said the claim was "not
surprising."
6. On 9 July, unidentified gunmen, widely believed to be
South Africans, ambushed a car near the palace of the King of
Swaziland and killed its three occupants, two men and a woman.
One of the men turned out to be a top official in the military
wing of the ANC. The attack was the third fatal attack on
reputed ANC members in Swaziland in the last 6 months.
B. Lateral Services/Cruising
1. Despite a full week of testing, the bureau was unable
to monitor the new frequency announced by Dakar PANA press agency.
The agency also continues to transmit on the old frequency, which
is received at the bureau with fair to poor reception.

C. Technical
1. ADD supplied software was only partially successful
in fixing damaged sectors in
XT. ADD has pouched a second
first one apparently was lost in shipment through DHL.
2. Bureau continues to have problems with one of the UPS
purchased and modified locally. The vendor has promised to have the
problem fixed, but this will require seeking help from South Africa.

III. ADMINISTRATION
A. Personnel
A replacement monitor has been put into processing to fill the
vacancy in the African Languages Section reported last month. Recruit-
ment efforts continue to fill the vacancy in the Portuguese Section.
IV. COMMUNITY ACTIVITIES
Bureau personnel and their families participated in the
annual Embassy July 4th celebrations held this year at the residence
of the deputy director of USAID (he has the largest yard). The winter
weather was warm and sunny as a crowd of about 100 enjoyed the tradi-
tional flag ceremonies, chili dogs and hamburgers, and softball games.
