THROUGH Chief, Operations Group
SUBJECT Monthly Report--Paraguay Bureau--October 1987
Paraguay characteristically marched to its own economic
drummer during the U.S. stock market crisis this month.
According to Embassy Economics Officer Hugo Llorens, the crash
has had little impact on the local economy although it has
generated some concern about a generalized recession in 1988,
which would affect the demand for Paraguay's exports. The
Guarani continued its steady decline against the dollar, but is
declining much more rapidly against the yen and Deutsche mark;
prices of consumer goods continue to rise.
A. Monitorial/Editorial
--------------------
1. Argentine President Raul Alfonsin on the 14th
delivered a speech to the nation to explain his government's
latest economic program. The Bureau stayed open after normal
closing time to process and file the speech at immediate
precedence.
B. Technical
1. Headquarters has notified the Bureau that its second
ROSET antenna has been approved, and it is expected to arrive
during the 1st quarter of calendar year 1988.
2. The Bureau this month received its second Victor
computer, which was loaded with BACH and put in the
communications section.
C. Cruising
1. The Bureau on the 20th lost Brazilian press agencies
AJB and EBN because FDM/FM carrier 4146 MHz was no longer
transmitted by 65.OW Brasilsat. They were found the next
morning on 4105 MHz. However, on the 26th, after a period of
heavy garbling, the two services moved back to their old carrier
at 4146 MHz.

2. Sourceline approval was granted this month for
Santiago Universidad Catolica Television Network, based on
information supplied by the Bureau's Santiago contractor.
3. The Bureau observed that a Caracas, Venezuela, Radio
Nacional 1-hour cast is audible on 11693 kHz at 1100 and 1400
GMT, and on 11860 kHz and 5019 kHz at 0000 and 0400 GMT.
4. Cruising continued on Moscow International Service
primary frequency changes.
D. Personnel
1. On the 19th the Bureau Chief announced two promotions
in position: was made a Monitor
Supervisor; an w o a een acting, was named Chief
Technician.
2. At a Bureau party on the 23d, the Bureau Chief
announced the promotions of Associate Editor to
FBN-9. Monitor to FBN-8; and Technician
to FBN-7.
3. Monitor-trainee) (resigned on the
24th. He returned to the Bureau on the 25th to work as a
teletypist-trainee under a 90-day contract. This arrangement
frees Communications Section Chief to try out as

ceremony on the 28th, Ambassador Clyde Taylor presented
certificates and awards to several Bureau employees. He
announced that Chief Monitor had received an FBIS
cash award while in Washington for two computerized country
glossaries he created. Monitor Supervisor
received an FBIS cash award for producing a glossary of Latin
American legal terms, which has been used in other bureaus and
published by Production Group. Monitor
received a certificate and pin for 15 years' service. Chauffeur
again received a safe-driving award.

for familiarization the Bureau technical layout and
consultation with the Chief Technician and U.S. staff.
3. I I of Admin Staff arrived TDY in Asuncion on
29 October. He will be inspecting the Bureau building and
grounds, as well as U.S. staff residences, until his departure
on 3 November.
1. Deputy Bureau Chiefl and his wife,
this month donated two children's wheelchairs, which
they brought from the United States, to Paraguayan charities.
The U.S. women's service organization Las Amigas Norteamericanas
del Paraguay presented the chairs to the Albino Luis home for
handicapped children, and to the Hospital de Clinicas, both in
Asuncion.
