SUBJECT : Monthly Report -- Paraguay Bureau --
November 1987
November was a good month for Paraguay's durable President
Alfredo Stroessner. On the 3d, he celebrated his 75th birthday,
which almost has holiday status in Paraguay. On the morning of
the 3d, some Bureau personnel had difficulty getting to work
because of traffic jams created by throngs of people on their
way to greet Stroessner, whose residence is almost directly
across the street from the Bureau. On his birthday he
traditionally greets personally any citizen who wants to shake
his hand. This occasion is also known as a good time to
approach the president with a request for a favor. On the 21st
the ruling Colorado Party nominated Stroessner for an eighth
term as president. The Bureau covered the nominating
convention, as well as Stroessner's acceptance speech.
A. Monitorial/Editorial
--------------------
1. The Bureau turned its ROSET antenna on the 14th to
monitor a news conference by Argentine President Raul Alfonsin
in which he dispelled rumors of an Argentine debt moratorium and
reconfirmed his current economic team.
B. Communications
--------------
1. The Bureau's newly arrived second Victor PC was
loaded with the BACH program and moved into the communications
room on the 2d.
2. On the night of the 23d heavy rain and hail damaged
the feed horn of the Embassy satellite dish, causing a lengthy
outage of the Bureau communications circuit. 0 personnel
worked hard under bad weather conditions to fix the damage, and
the circuit was restored on the afternoon of the 25th. During
the outage the Bureau coordinated with the Wire and with
Headquarters Communications Chief to work around
the continuing problems of the Headquarters telex system.

C. Technical
1. Bureau technicians began the sizable task of
rearranging Main Radio and installing new equipment racks to
prepare for the arrival of the Bureau's second ROSET in
February.
2. The technical staff also performed preventive
maintenance on the Bureau's Collins 651-S1 receivers, as well as
routine maintenance at the Bureau's remote antenna site.
1. Moscow International Service secondary frequency
changes and Beijing International Service frequency changes were
a major focus of the cruising monitor's efforts this month.
2. A new repeater station of Asuncion Red Privada de
Television (Channel 13) in Mariscal Estigarribia in the
Paraguayan Chaco began operating this month.
On the 15th retired Chief Monitor) (thanked former STAT
colleagues and their family members for their friendship and
assistance to himself and his community by hosting a
well-attended asado at his farm outside Asuncion. While the
kids chased livestock, on his tractor pulled a jolting STAT
wagonload of adults to see the elementary school that and his STAT
neighbors are building so their small children can study safely
close to home. The bureau staff has given substantial financial
support to this project.
