Heretofore, health institutions throughout Bulgaria have not been iden-
tified according to a single system of nomenclature, and frequently the name
did not coincide with the purpose of the establishment. These divergencies
handicapped the proper distribution of personnel, as well as accurate plan-
ning and supervision of public health institutions. Another outcome of the
chaotic conditions was the existence of independent institutions, unwarranted
by any actual requirements. The dislocation and dispersion of health estab-
lishments has also contributed to their poor condition and obsolete equipment.
The isolated, independent status of some dispensaries and polyclinics also
brings about the undue dispersion of doctors and deprives the population in
some areas of proper medical care. On the other hand, the social reforms es-
tablished since 9 September 1944 have raised the medical requirements of the
working class. Because of all these factors the public health system must be
reorganized and improved.
The excellent results of the Soviet public health reform, introduced 3
years ago, have shown that the best method is to introduce a permanent nomen-
clature according to categories, identifying the class and assignemnt of the
institutions, and merging hospitals with dispensaries and polyclinics. Accord-
ing to Soviet experience, this unification process has considerably improved
the examination of patients, diagnosis, medical documentation, and the quali-
fications of medical personnel.
The merging of hospitals and polyclinics throughout Bulgaria will be ac-
complished under the new budget for 1951. Heretofore, every hospital had a
dispensary, from which patients were referred to the hospital, whereas poly-
clinics had an independent status and did not cooperate with the hospitals.
Henceforth, the dispensaries will be suspended and every hospital will be con-
nected with a polyclinic, which will refer patients to hospitals.

Doctors in polyclinics had not been grar.,;ed any special status, whereas
they will now be members of the permanent staff of the hospital to which they
are assigned and will work both at the polyclinic and at the hospitrl.
TRAIN CANCER SPECIALISTS -- Sofia, Izgrev, 24 Nov 50
The campaign against cancer was started 1 November 1950 with -one-month
ontological courses to train medical specialists, who will sutsequently head,
the okrug cancer clinics. The clinics will be put in operation at the end of
1950. Special cancer departments will be opened in 1951 in every large poly-
clinic in all okoliya centers.
One of the most important measures envisaged by the Ministry of Health
is a mass medical examination of the population over 30 years of age. Indi-
viduals with cancer will immediately be referred to hospitals for treatment.
The campaign will be conducted by the Ministry of Health, the okrug people's
soviets, the Academy of Medicine, the Ontological Institute, and the Oncolo-
gical Scientific Committee.
Soviet experience in the fight against cancer will be followed closely,
under the leadership of Soviet Professor Anfilogov, who is at present visit-
ing Bulgaria.
